Council President Abdi called the Tukwila City Council meeting to order at 7:00 p.m. and led the audience
inthe Pledge ofAllegiance.

PUBLIC COMMENTS
1. David Puki reported that the garbage spilled along S 152nd Street has partially been cleaned up
by Rmoo|ogy. He expressed his concern regarding unlicensed single-family rental properties in
the City and stressed the importance of bringing these rentals into compliance.
2. Greg Shedook expressed his concerns pertaining to above'nvwragwwmges of City management
and tax increases.
3. Shanu Kirby, HOA President at Cottage Creek Condominiums, expressed concern with the
Waste Mmnagemork'Reoo|ogy transition and emphasized the need for reliable and consistent
solid waste collection services.
4. Ma. Grace indicated residents along 158 th Street have also been affected by missed collections

SPECIAL ISSUES
a. An update on the Financial Sustainalbility Committee.
Pete Mayer, Parks and Recreation Oinook/r, presented the item and introduced Brian Murphy, Berk
Consulting Project Manager, and Katherine Goetz, Berk Consulting Financial Sustainability Plan Lead.
Mr. Murphy and Ms. Goetz provided an update on the City's Financial Sustainability Committee activities
and Financial Sustainability Plan development.
The Coumj}membamexchanged comments, provided feedback, and asked questions pertaining to
demand forCity services, daytime vs nighttime population, budget expenditures of comparable cities, cost
effioimnoies'unrmatoned City eemioea, inflation preparedness, and funding and partnerships opportunities.
b. An update on solid waste transition.
Colleen Minion, Public Works Solid Waste Analyst, presented the item and introduced Jeanette
Jurgeneon, Epicenter Services Consultant, and Anthony Bmooho, General Manager of Reco|ngy King
County.
K4m. Jurgonsun provided a brief overview of Epicenter Services and the procurement process that led to
the new solid waste collection ooninao\ with Reoo|ogy. [Wc Br000bo reported on the first quarter of
servicing Tukwila residents and businesses under the new solid waste contract that commenced on
November 1.2O23. He introduced Alissa Campbell, Waste Zero Manager with Recology, who gave an
overview of their community engagement effurta, programs and events.

(1) Rental Housing Program
Nona 8iedoff, Community Development Director, presented the item and introduced JouophMooa. Code
Enforcement Officer, and Loh Solberg, Permit Technician, who provided an update onthe []ty'o Rental
Housing program and inspection procedures.

(2) Code Enforcement
Jim Toole, Code Enforcement Officer, provided an overview of the Code Enforcement program.
The Cbunc|membem exchanged comments and asked questions pertaining to namediation costs,
permitting process, code violations, and equitable code enforcement strategies.
a. Mayor
Mayor McLeod attended the Association of Washington Cities (AWC) "City Action Days" in Olympia along
with Cuunoi|membars Shaqp, Martinez, and Popyan to engage and |eom about the legislative process. He
had the opportunity to meet with representatives Borgquiat. Hackney, [WiaGreOomon. and Senator
Honegawa, whom he foa|o are very supportive of helping the City and State address some of the growing
needs Tukwila has. He indicated that there are current bills pending in Olympia that would allow the
Department of Social and Health Sominou (DSHS) to take the lead on the asylum seeker crisis. Various
funding requests have also been requested through the State Legislature to help assist with this effort.
The City also submitted agnard application to King County forfundingkz help set up a stabilization center.
More information on these efforts will be forthcoming and communicated to the Council at afu1une
meeting. He noted that the funding requests at the State and County do not require acash-match from
the City. He met with David Foster, City Lobbyist, to understand the legislative pmoeno, with an emphasis
on what happens from May through Dmoambor, and how to engage in the process early on. He wished u
Happy Lunar New Year tu everyone and shared that he attended the Lunar New Year Celebrations held
at the Vietnamese Martyrs Parish and Westfield Southoanter[WmU.
b. City Council
Council President Abdiwished everyone happy Black History Month. He stated Black History Month is o
time to honor the black community and their amazing contributions. He shared the news about the grand
opening ofthe Tukwila Station Pharmacy, which is ran by Somali pharmacists and led by his uncle Dr.
Ahmed. He stated that his heart and thoughts are with those suffering from the dramatic turn of events in
Gaza and Palestine. He appreciates all the Counci|membena that went AVVC'a "City Action Days"
conference. He thanked the Mayor, a(eff. Counci|membeno, and everyone working behind the scenes to
support the asylum seeker crisis.
CounuUmomb*x Quinn reported on the Puget Sound Regional Fire Authority (zSRFA) Board meeting.
Among the items discussed was adraft onthe Benefit Charge appeal board pnnoesn. the 2024
Community Risk Assessment 8tandard, and finalizing the Strategic Plan. Hmlooks forward to more
meetings and continuing to represent on behalf of the residents ufTukwila.
Counoi|member Sharp attended AVVC'n "City Action Days" conference in Olympia. One of the takeaways
from his meeting with David Foster, C1h/ Lobbyiot, was strategies togive City projects the best potential to
secure funding.
CounnUmembor Popyan reported onthe AVVC "City Action Days" conference. He felt Tukwila was the only
City addressing the asylum seeker crisis. Heemphasized the importance fortheCbunoi|hogotoOlympia
for the next session and lobby on behalf of the City on various causes. He was out doodomUing for the
Tukwila School Levy this past weekend and encouraged everyone to vote "Yes" on the Tukwila School
Levy" by February 13m. He attended theHigh|ino Fomm, an organization that represents all South King
County oities, where members discussed their jurisdiction's legislative agendas both state and federal.

Councilmmnber McConnell attended the Puget Sound Regional Fire Authority (PSRFA)board meeting
along with CouncUmember Quinn. She relayed that three mnoio| workers and one nurse were hired at Fine
Station 52.
CounoUmember Martinez reported onthe Work Session from February 5mwith Ann Bennott, Executive
Director of the Washington Cities Insurance Authority (WCIA) and drew attention to Tukwi|a'a insurance
premium increases as this is abudget year. On February 7m he attended AVVC'o "City Action Onyo^
conference; he highlighted SB 5770whiuh revises the property tax cap for local governments and tries to
increase it to the inflation rate up to 3%. and HB 1802to create oWorkforce Housing Accelerator
program. On February 9m, he attended the ribbon cutting ceremony utthe Tukwila Station Pharmacy with
Mayor McLeod and Counni|memborPapyen. On February 1[y», he was pleased to attend the yWady/n
Catholic Church Lunar Now Year's mass with Mayor McLeod. It was an honor for him to attend the event
and see the pmgvano made on the new church that in being built. A ribbon cutting ceremony will occur in
November2824.

MISCELLANEOUS
CounoUmemben Hedrick encouraged the public vote before the deadline of February 13, 2024. She
indicated that only a fraction of Tukwila residents vote, and a handful of votes count and matter.
