HomeMy WebLinkAbout1970-10-05 Regular MinutesOctober 5, 1970 The regular meeting of the Tukwila City Council was called to order by Mayor Stan D. Minkler at 8:00 P.M. Council members present were: R. A. Bowen, D. R. Gardner, J. R. Johanson, G. D. Hill, P. F. Dunning, A. G. Radford and J. D. Sterling. The minutes of the previous meeting were approved. APPROVAL OF CURRENT CLAIMS Mr. Bowen made a motion claims approved by the Finance Committee be paid with warrants drawn for their respective amounts. Motion seconded by Mr. Gardner and carried. (Claims Fund warrants 993 thru 1060 in the amount of $15,068.07, Street Light Construction Fund Warrants 005 and 006, UAB Fund Warrants 181 thru 185, Water Sewer Construction Fund Warrants 50 thru 52, LID 13 Warrant No. C -47, LID 15 Warrant No. C -30 and LID 17 Warrants No. C -1 thru C-6and R -1. CONSTRUCTION OF TEMPORARY FIRE HALL Mr. Radford reported he had received proposals from five firms for the building of temporary housing for a fire truck to be used at a later date for Police Department headquarters. Three proposals were for a wood building and two for a steel building. The proposals on the steel building were approximately $3,000. higher than the ones for wood buildings. It was the consensus of the Council a wood building would be more easily converted for Police Department use. Mr. Radford requested permission of the Council to prepare building specifications for the three firms who submitted proposals on the wood structures and to authorize construction as soon as the new proposals are returned. Mr. Hill made a motion the selection of the building be left to Mr. Radford's committee who will be enpowered to authorize construction. Motion seconded by Mr. Bowen and carried. CALL FOR BIDS FIRE TRUCK Chief Boulanger reported he has the specifications ready to call for bids on a triple combination pumper. This is to replace one of the pieces of fire equipment lost in the fire. Mr. Johanson made a motion the City call for bids on a fire truck fully equiped as per the specifications with the bid opening set for October 26th at 8:00 P.M. Motion seconded by Mr. Dunning and carried. CORRESPONDENCE SERVICE ET,ECTRIC Mayor Minkler read a letter from Service Electric Company stating they have all possible circuits of the street lighting system in operation. They further stated they could not complete the project until the high voltage overhead power lines are altered and requested City attention to correcting this situation. Mayor Minkler reported Seattle City Light would correct this situation. REIMBURSABLE. ENGINEERING FEES Mayor Minkler read a letter from the City Attorney to Mr. Wierth of Southcenter Shopping Center in reference to some overdue engineering bills. Mr. Dunning made a motion the Council instruct Mr. Hodge to proceed with legal action to collect the bills. Motion seconded by Mr. Johanson and carried. COUNTY CURFEW ORDINANCE Mayor Minkler read correspondence from Mr. Dave Mooney of the King County Council extending an invitation to King County Council's Citizens' Health and Safety Committee meeting Wednesday, October 7th at 9:00 A.M. regarding the proposed County Curfew Ordinance. METRO „Mayor Minkler read a letter from Carey Donworth of Metro stating they were assigning a staff member, Mr. Theodore W. Mallory, as a direct liaison agent with Tukwila City Council to attend meetings at least once every three months or at the Council's call to maintain channels of communication. CLEARVIEW T V CABTF Mr. Dunning read a letter from Clearview T V Cable Company withdrawing their request for a cable franchise in the City of Tukwila. PUBLIC HEARING DATE REZONE PETITION Mr. Johanson made a motion to set a Public Hearing for October 20th at 8:00 P.M. on the petition to change the Land Use Classification on Lot 27, Block 15, Hillman's Seattle Garden Tracts. (Reslock Property) Motion seconded by Mr. Dunning and carried. ORDINANCE 648 1971 TAX IEVY ORDINANCE A proposed ordinance fixing the amount of ad valorem tax levies for 1971 was introduced. Mr. Hill made a motion the proposed ordinance be placed on its first reading. Motion seconded by Mr. Dunning and carried. Mr. Bowen made a motion the proposed ordinance be placed on its second reading by title only. Motion seconded by Mr. Dunning and carried. Mr. Dunning made a motion the proposed ordinance be placed on its third and final reading for adoption, by title only. Motion seconded by Mr. Gardner and carried. This being Ordinance 648. STREET VACATION 57th AVENUE SOUTH Discussion was held as to the need for a legal description of the street right of way proposed to be vacated on the lower end of 57th Avenue South. The Public Hearing had been set for November 2nd by Resolution 253. Much discussion followed as to the exchange of properties. Mr. Hill is to contact Mr. Lutes and discuss this matter further. It was the consensus of the Council the "take" should be 50 feet in width. Mr. Hill made a motion the Public Hearing on the Lutes petition for street vacation be held in abeyance until such time as a legal description is acquired on both pieces of property. Motion seconded by Mr. Dunning and carried. CORRECTION OF MINUTES OF PREVIOUS MEETING The City Clerk called the Council's attention to the omission of a paragraph in the minutes of the previous meeting. This was the adoption of Ordinance 647 providing for acquisition and development of a civic center. Mr. Radford made a motion the Clerk be authorized to correct the minutes of the previous meeting by inserting the omitted paragraph showing the adoption of Ordinance 647. Motion seconded by Mr. Bowen and carried. PARKING 56th SOUTH Discussion was held on the parking problem on 56th Avenue South. The Police Committee had looked into the problem and recommended the street be posted for ,parking on one side only. Mrs. Catherine Harris reported a glue station wagon was up on blocks on 56th and had been for some time. The Clerk was instructed to notify the Police Department to look into the matter.
