VIOLATION: COMPLETE REMODEL OF HOUSE, EXTERIOR AND INTERIOR, WITHOUT
THE REQUIRED PERMITS (SINGLE FAMILY RESIDENTIAL REMODEL AND
ADDITION, ELECTRICAL, PLUMBING & GAS, MECHANICAL)
CODE REFERENCES:
• IBC [A] 105.1 Required. Any owner or owner's authorized agent who intends to
construct, enlarge, alter, repair,, move, demolish or change the occupancy of a
building or structure, or to erect, install, enlarge, alter, repair, remove, convert or
replace any electrical, gas, mechanical or plumbing system, the installation of
which is regulated by this code, or to cause any such work to be performed, shall
first make application to the building official and obtain the required permit.

IBC [A] 110.1 General. Construction or work for which a permit is required shall be
subject to inspection by the building official and', such construction or work shall
remain visible and able to be accessed for inspection purposes until approved.
Approval as a result of an inspection shall not be construed to be an approval of a
violation of the provisions of this code or of other ordinances of the jurisdiction.
Inspections presuming to give authority to violate or, cancel the provisions of this
code or, of other ordinances of the jurisdiction shall not be valid. It shall be the
duty of the owner, or the owner's authorized agent to cause the work to remain
visible and able to be accessed for inspection purposes. Neither the building
official' nor the jurisdiction shall be liable for expense entailed in the removal or
replacement of any material required to allow inspection.
IBC [A] 110.5 Inspection requests, It shall be the duty of the holder of the building
permit or their duly authorized agent to notify the building official when work is
ready for inspection. It shall be the duty of the permit holder to provide access to
and means for inspections of such work that are required by this code.
1. IMMEDIATELY CEASE ALL EXTERIOR AND INTERIOR CONSTRUCTION, WORK
ON THE HOUSE UNTIL THE SINGLE FAMILY RESIDENTIAL REMODEL AND
ADDITION PERMIT HAS BEEN REVIEWED, APPROVED, AND ISSUED.
2. Contact a licensed in the State of Washington and the City of Tukwila Architect or
Structural Engineer to inspect the entire home to determine whether the house is
structural sound. If the inspection reveals no structural issues, an email from the
company must be sent to Jim Toole to state there was no structural issues
outside or inside the home. If structural issues are found, a report from the
company must be submitted at the time the Single -Family Residential Remodel
and Addition Permit application is submitted. This report must include but not
limited to type of structural issues, location of these issues, extent of each issue,
and corrective measures.
3. Obtain a Single -Family Residential Remodel and Addition Permit from the City of
Tukwila. To apply for said Permit, new plans must be submitted due to the
extensive remodel / demolition of the exterior and interior of the house. Plans
must include, but not limited to the following:
a. Structural engineer reports and plans which include but not limited to all
foundations (specifically cracks, saw cuts, holes that have drilled), all floor
joists, floor decking, all exterior walls and rafters" structural members;
interior and exterior plywood, OSB boards, structural members that have
been exposed to the elements; locations where exterior and/or interior
walls have been removed or proposed to be removed, locations where
exterior windows / doors have been removed or locations where new
windows / doors have been installed.

b. Architectural plans which show the existing floor plan and the proposed
floor plan which include but not limited to walls that have been or will be
removed, walls that have been constructed, windows replaced or removed,
location of new bathroom(s).
(if work is proposed on the detached building(s), include these building(s)
with these plans.)
4. Obtain additional permits, required by the TMC, related to the remodel and/or
addition, including but not limited to Electrical, Plumbing & Gas, and Mechanical.
For more information, please contact the Department of Community Development
at 206-431-3670 and ask to speak with a Building! Plans Examiner regarding
additional permit requirements for the house.
5. Pay all applicable permit fees. Construction started before the Single -Family
Residential Remodel and Addition Permit was approved and issued, therefore
additional fees will be due before the building permit will be issued". Other
additional fees will be required for Electrical, Plumbing and Gas, Mechanical, and
any other required permit(s).

Any violation of a Stop Work Order may be prosecuted with a Notice of Violation and Order
and is hereby declared to be a public nuisance, subject to the assessment of penalties of
$250.00 per day for each violation and costs and legal fees necessary for abatement (See
TMC 8.45.090 and TMC 8.45.120.A.2.a).

by the Code Enforcement Officer, pursuant to TMC Section 8.45.070, may appeal the
Notice by requesting such appeal within 10 calendar days after being served with the
Notice pursuant to TMC Section 8.45.070. The request shall be in writing and include the
applicable appeal fee as specified in the City's fee schedule adopted by resolution of the
City Council as set forth in TMC Chapter 8.45. Appeals must be sent to the City Clerk's
office.
IPMC SECTION 108 UNSAFE STRUCTURES AND, EQUIPMENT
[A] 108.1.5 Dangerous structure or premises. For the purpose of this code, any
structure or premises that has any or all of the conditions or defects described below
shall be considered dangerous:
3. Any portion of a building, structure or appurtenance that has been damaged by fire,
earthquake, wind, flood, deterioration, neglect, abandonment, vandalism or by any other
cause to such an extent that it is likely to partially or completely collapse, or to become
detached or dislodged.
5. The buildingor structure, or part of the building or structure, because of dilapidation,
deterioration, decay, faulty construction, the removal or movement of some portion of
the ground necessary for the support, or for any other reason, is likely to partially or
completely collapse, or some portion of the foundation or underpinning of the building or
structure is likely to fail or give way.

7. The building or structure is neglected, damaged, dilapidated, unsecured or abandoned
so as to become an attractive nuisance to children who might play in the building or
structure to their danger, becomes a harbor for vagrants, criminals or immoral persons,
or enables persons to resort to the building or structure for committing a nuisance or' an
unlawful act.
9. A building or structure, used or intended to be used for dwelling purposes, because of
inadequate maintenance, dilapidation, decay, damage, faulty construction or
arrangement, inadequate light, ventilation, mechanical or plumbing system, or otherwise,
is determined by the code official to be unsanitary, unfit for human habitation or in such
a condition that is likely to cause sickness or disease.
