Council President Abdi called the Tukwila City Council meeting to order at 7:00 p.m. and led the audience
inthe Pledge ofAllegiance.

LAND ACKNOWLEDGEMENT
Counci|memberMcConnell stated "The City ofTukwila islocated onthe ancestral lands of the Coast
Ssdioh people. We acknowledge their continuing connections to land, waters and culture. We pay our
respects to their elders pout, present and emerging."
PUBLIC COMMENTS
1. Dave Larson, resident, spoke favorably ofthe Recolo0yStore asthey accept items that cannot
be p|000d in the pickup bin. He thanked the Council, levy committee chairs, o(udents, parents and
community members for supporting the Tukwila School Lmvy, which passed overwhelmingly.
2. Greg Shedook, resident, shared No views on above -average compensation for City
Administration positions and made comparisons between City and State salaries.
3. Andy Ho|nneo, resident and business owner, mxpm000d his concern with violent crimes in the
area and ineffective criminal justice system. He emphasized the need for the community to stand
up against crime and make it aphohty to enable the police force and prosecutors to pursue
criminals.
SPECIAL ISSUES
a. An update on the 42nd Avenue South Bridge Replacement.
Adam Cox, interim Traffic EnQinoor,pnovidedanupdaUeonUhe42'mAvenueSoukhBhdgeRop|anemen
project and highlighted the project has completed the industry standard milestones of the Typm. Size, and
Location (TS&L) report. 30% Plans & Estimate (P&E)review, and 60Y6 P&E. The project timeline has

been adjusted to have advertisement -ready documents by 2028 —2027 due to delays with external permit
review and acceptance.
The Cnunni|mombosankod clarifying questions regarding project delays, possible measures to prevent
wrong -way dhving, upgrades to bridge approach, bridge closure and one -lane reduction timelines,
strategies to anticipate and mitigate delays, legislation on automated traffic safety cameras, and
pedestrian safety measures.
Eric Dnaver, Chief of Police, spoke onthe limitations of speed zone cameras. In terms of wrong -way
vehicle detection ayatema, he stated they are glad to investigate the feasibility of installing cameras that
capture that information. Asitrelates toputting traffic spikes onthe bridge, Fire and Police can implement
workarounds to make sure the community is safe, which would include putting traffic spikes if it is legal
and safe to do so.
h. An update on the Allentown Truck Reroute Environmental Impact Statement (EIS).
[Nark Hafn. EIS Project Director, relayed of the original 5 alternatives studied for the Allentown Truck
Reroute E|S, two were found to not bmfeasible: Extending East from South 112w Street in the Seattle {]1y
Light utility corridor, and connecting tothe South 12UmStreet Bridge.
Scott Johnson, Project Manager for HOF, discussed the coordination activities with Burlington Northern
Santa Fe(BNSF) nai|wzy, the three alternatives active in the EIS pm000n, and preliminary cost oaUmckon.
yWc Hafa gave an overview of the timeline of the EIS process and discussed the next steps. He indicated
the results of the impact and benefit of the three alternatives will be presented to the Council in late fall.

The Councilmembers exchanged comments and asked clarifying questions pertaining to the deliverables
of the Truck Reroute EIS proomoa, realistic timeline for project mxeuukion, pricing differences between
u|tomativen, grant funding opportuniUon, meetings with BNSF, and feasibility to move forward with the

c. A purchase and sale agreement with Fmrtona for the Duvvamnimh Hill Preserve.
Pete K4ayor, Parka and Recreation Director, introduced the item and expressed his appreciation for the
collaboration with Public Works onacquisition and shared commitment to help preserve and conserve
spaces in Tukwila for future generations.
Mike Perfetti.Surface Water Senior Program Manager, explained the city ispartnering with Forterra to
purchase two adjacent parcels to expand the Duwamioh Hill Preserve and restore that shoreline. The
Council is being asked to authorize $125.000 towards the purchase of the properties, to be reimbursed at
a later date through Conservation Futures Tax program grant funding.

Counoi|mombem exchanged comments and asked questions pertaining to the appraised n*port, status on
invasive species affecting city perks. Fortorm'a involvement with the acquisition, condition ofthe site,
reasons to proceed with the purchase, and alternative use of the Conservation Futures Tax grant.

Kari Sand, City Attorney, explained the appraisal report is exempt from public disclosure under the Public
Records Act until the sale closes, which is the reason it was not included in the packet. She offered to
answer questions from the Council outside ofthe open session.
Ms. Sand indicated there has not been u need fora briefing at this ahage, but a briefing can be scheduled
before taking any action on March 4t». She reiterated at the end of this pnocaoa, around quarter three of
this year, the entire purchase price will be reimbursed by King County.

REPORTS
a. Mayor
Mayor McLeod attended the Mayor's Exchange event in Olympia hosted bythe Association oy
Washington Cities (AWC) this past week. He had hallway meetings with legislators onsome of the bills
that are going through with naQand to theaay|ee camp. He swore infour police officers into the Tukwila
Police Force.
b. City Council
Counoi|membev Quinn reported on the Finance & Governance (F&G) Committee meeting. The agenda
items included o Public Records Request Mitigation staffing request, Financial Policies review, and the
Monthly General Fund Expenditure Update for Dmuember2023 and January 2024. He attended the
Regional Fire Authority URFA> meeting last week where the Strategic Plan and other key documents were
approved. As the Chair of the F&G Committou, he participated in the Washington State Auditor's Exit
Conference, and reported the city received a clean audit.
Councilmember Sharp attended the Sound Cities Association (SCA) Public Issues Committee meeting.
Counoi|member Popyan chaired his first Technology and Infrastructure Services (OS) Committee
meeting. He reported that all the business agenda items were approved, and these will bebrought ho the
consent agenda next week. He encouraged theCounoi|mmmbem who were not atthe meeting to review
the documents as many ofthe items are related and interconnected to items currently being discussed.
{bmcilmember McConnell chaired her first Puget Sound Regional Fire Authority Citizen Advisory
Planning Committee onFebruary 14.She attended the Sound Cities Association (SCA)meeting as an
cUtemedk/e.
CouncUmmmbmr Martinez attended the Cascade Water Alliance Executive Board an an alternate. He also
attended the Sound County Area Transportation Board (SCATBd) meeUnQ, and the Regional Rnm
Authority (RFA)Governance Board meeting.
Council President Abdi shared he in pleased to hear about the four newly ownm police officers and
thanked Chief Drover for the work the Police Department does for the community. He opened an
invitation to everyone to join the 10-year traditional Ramadan celebration for the Muslim community at the
Buhon Community Center on PWanch22 et6pm.
Marty Wine, hbahm City Administrator, indicated that a Memorandum of Understanding (NOU)wao
entered with the Riverton Park United Methodist Church, which was provided to the Council last week.
The MDU sets guidelines for rodent control, hygiona, food pnuparation, fire oafoty, oho|tos, emergency
p|anning, among many other provisions. The City contracted with a rental company fora large tent to be
put up at the church site and set up is scheduled to begin on Tuesday, February 27. After the layout is
dona, the goal is to move everyone into the tent and have no tents set up on the property. All personal
tents will be removed next week. The church has been asked to pause and refrain from accepting new
households on to the site until insulation and removal in completed. She thanked Counoi|m*mber(Juinn

Councilmember Martinez asked about the capacity of the new tent.
