Mayor Stan D. Minkler at 8:00 P. M. Council members present were: R. A.
Bo D. R. Gardner, J. R. Johanson, G. D. Hill, P. F Dunning, A. G.
Radford and J. D. Sterling.
The purpose of the special meeting was for a Public Hearing on the
proposed 1971 Budget.
Mayor Minkler opened the Public Hearing.
The Clerk read all proposed changes in the preliminary budget as presented.
Mr. Dunning questioned if the sewer lift station problem had been taken
under consideration. Mr. Gardner ez >plained that since a new lift station
at Andover West and Strander would cost approximately $50,000 and the
water -sewer utility fund would be tight for the next few years, the lift
station would have to operate on a maintenance program until money is
available for replacement.
Mr. Dunning questioned if the $3,000 proposed for conversion of the
temporary fire station to a police station was sufficient. After some
discussion $2,000 was transferred from Land to Police Building, making
the new Police Building item read $5,000. and the land figure read
$93,275.
Mr. D. Traynor questioned the 30% increase in telephone expenditures
throughout the budget. It was explained this was due to the increased
activity in the City.
Mr Traynor also questioned the $2,500 figure for extra labor in the
Clerk and Treasure Departments, The City Clerk reported this was needed
to handle peak work loads.
Mr. Traynor questioned the figure in the Fire Department budget for
building materials. Chief Boulanger reported this would be ueed for
insulation in station no. 2 or for materials in the proposed new fire
station building.
Mr. F. Todd questioned the proposed purchase of a street sweeper, stating
the maintenance of the sweeper would be expensive. Mr. Hill reported
the cost of contracting for the amount of sweeping now necessary would
run very high. He explained he felt the city could buy and maintain the
sweeper and break even.
Mr Zepp explained with the amount of streets the City must now sweep,
the sweeper should pay for itself Interurban Avenue is now the
responsibility of the City to sweep. Also South 154th has been turned
over to the City. These streets along with the streets in Andover Park
and 58th Avenue South should be put on a street sweeping schedule and
with the purchase of a street sweeper this could be possible.
Mr. Todd also questioned the figure for maintenance of the Lift Station
on Interurban. It was explained this was merely a maintenance figure
as the cost of replacing the lift station would be approximately $5,000.
There being no further discussion, Mr. Dunning made a motion the Public
Hearing be closed. Motion seconded by Mr. Bowen and carried.
The Public Hearing was closed and the meeting adjourned at 9:05 P. M
