The regular meeting of the Tukwila City Council was called to order by Mayor Stan D.
Minkler at $:00 P. M. Council members present were: R. A. Bowen, D. R. Gardner,
J. R. Johanson, G. D. Hill, P. F. Dunning, A. G. Radford and Jon D. Sterling.
Minutes of the Previous meeting were approved.
APPROVAL OF CLAIMS
Mr. Bowen made a motion claims approved by the Finance Committee be paid with
warrants drawn in their respective amounts. Motion seconded by Mr. Gardner and
carried. Following the claims: Claims Fund Warrants No. 1239 through No. 1301,
UAB warrants 192 through 195, Water Sewer Construction Fund Warrants No. 110$ and
1109, LID 17 Warrants No. C -9 through C -11, City Property Assessment Fund Warrant
No. 03 and Street Light Construction Warrants No. 009 and 010.
PUBLIC HEARING ON VACATION OF PORTION OF 57th Avenue South
Mayor Minkler opened the Public Hearing on the requested vacation of a portion
of 57th Avenue South. Councilman Hill explained the area covered by the petition
for vacation pointing out Mr. Lutes proposed to deed a 50 ft. wide strip of land
to the City of Tukwila in exchange for the vacated portion.
Mr. F. Kreidler questioned if the 50 foot Right of Way would provide for adequate
footage for necessary curve radius. Mr. Hawkins stated it would be difficult to know
what would be needed for radius until the street is developed.
There being no objections raised to the vacation, Mr. Dunning made a motion the
Public Hearing be closed. Motion seconded by Mr. Hill and carried.
Mr. Hill made a motion the Council vacate the portion of 57th Avenue South as
described in the legals, pending receipt of insurable legals on both pieces of
property and subject to the engineers and street committee resolving the necessary
curves and radius required. Motion seconded by Mr. Johanson and carried.
Mayor Minkler requested that Mr. Hill and the Street Committee follow through on
this.
APPBINTMENT OF NEW POLICE CHIEF
Mayor Minkler introduced Mr. John Sheets and announced he is to be appointed Police
Chief, effective January 1, 1971. Mayor Minkler requested the concurance of the
Council on this appointment. Mr. Bowen made a motion the members of the Council
concur with Mayor Minkler's appointment of Mr. John Sheets as Tukwila Police Chief.
Motion seconded by Mr. Gardner and carried.
USE OF CITY OF RENTON JAIL FACILITIES
Mayor Minkler announced the City had been negotiating with the City of Renton for
use of their jail facilities. He read a letter from the City of Renton
offering the use of their facilities for $7.00 per day.
Mr. Dunning made a motion the City accept the agreement with Renton and grant
the Mayor authority to sign the agreement. Motion seconded by Mr. Dunning and
carried.
PURCHASE OF POLICE CARS
Mr. Dunning reported the City had requested the State of Washington to act
for us in the purchase of two police cars. The State has turned down bids received
due to the increase in price over the 1970 cost. So far the State has not gone
out for new bids. One of the present police cars is completely worn out and the
maintenance cost will run high. If the City spends money on repair while waiting
for the State to go for bid it will cost more than the increase in the price
of the cars.
ADVERTISE FOR BIDS FOR POLICE CARS
Mr. Dunning requested permission of the Council to advertise for bids based on the
recomendation of the Police Committee. r
Mr. Dunning made a motion the Council advertise for bids for one or more police cars,
subject to the recommendation of the Police Committee, with the bid opening to be held
December 28th at 8:00 p.m. Motion seconded by Mr. Hill and carried.
ORDINANCE 651 AMENDING ORDINANCE 600, 1970 BUDGET ORDINANCE
The proposed ordinance amending Ordinance 600 of the City of Tukwila, amending the
1970 Budget for the Sewer Department was placed before the Council for final consid-
eration. (The Ordinance had been placed on its first reading at the previous meeting.)
Mr. Hill made a motion the proposed ordinance be placed on its second reading. Motion
seconded by Mr. Dunning and carried. Mr. Gardner made a motion the proposed Ordinance
be placed on its third and final reading for adoption, by title
only. Motion seconded by Mr. Dunning and carried. This being Ordinance 651.
ORDINANCE 652 EMERGENCY SERVICE FOR ELEVATORS
A proposed ordinance adding Chapter 16.20 to the Tukwila Municipal Code, establishing
requirements for emergency service for elevators was introduced. Chief Boulanger ex-
plained the necessity for the adoption of this ordinance. Mr. Johanson made a motion
the proposed ordinance be placed on its first reading by title only. Motion seconded
by Mr. Hill and carried. Mr. Dunning made a motion the proposed ordinance be placed
on its Second reading by title only. Motion seconded by Mr. Johanson and carried. Mr.
Bowen made a motion the proposed ordinance be placed on its third and final reading
for adoption, by title only. Motion seconded by Mr. Gardner and carried. This being
Ordinance 652.
ORDINANCE 653 ADOPTION OF 1971 Budget
A proposed Ordinance adopting the Annual Budget of the City of Tukwila for the Fiscal
Year 1971 was introduced. Mr. Bowen made a motion the proposed ordinance be placed
on its first reading. Motion seconded by Mr. Dunning and carried. Mr. Johanson made
a motion the proposed ordinance be placed on its second reading by title only. Motion
seconded by Mr. Dunning and carried. Mr. Hill made a motion the proposed ordinance be
placed on its third and final reading for adoption, by title only. Motion seconded by
Mr. Gardner and carried. This being Ordinance 653.
ORDINANCE 654 ESTABLISHING LAND ACQUISITION AND BUILDING FUND.
A proposed Ordinance establishing and creating a Building and Land Acquisition and
Development Fund for the City of Tukwila was introduced. Mr. Bowen made a motion the
proposed ordinance be placed on its first reading. Motion seconded by Mr. Johanson
and carried. Mr. Johanson made a motion the proposed ordinance be placed on its second
reading by title only. Motion seconded by Mr. Dunning and carried. Mr. Johanson
made a motion the proposed ordinance be placed on its third and final reading for adop-
tion by title only. Motion seconded by Mr. Dunning and carried. This being Ordin-
ance 6 54.
BUILDING PERMIT REPORT NOVEMBER
Mr. Zepp reported four building permits had been issued during the month of November
with a valuation of $523,122 and permit fees of $659.50.
WASH -OUT SOUTH 154th
Mr. Long reported on the wash -out on South 154th at State Highway 5. The problem
started in the county just east of 42nd where there was a buildup of water. A portion
of road edge within the City Limits had been washed out. Arrangements are being made
to repair the damage.
ARMY ENGINEERS MEETING
Mr. Gardner reported the Army Engineers would hold a meeting on the lower Duwamish
River, Thursday evening, December 10th at the Nisqually Room at the Seattle.Center.
PERMANENT FIRE STATION
Mr. Johanson requested concurrance from the Council in the selection of the Architect
firm of J. R. Dersham to design the new fire station.
LIFT STATION OF INTERURBAN AVENUE
Mayor Minkler reported plans are going ahead for the modification of the lift station on
Interurban Avenue. Preliminary estimates are under $5,000.
