Minkler at $:00 p.m. Council members present were: R. A. Bowen, D. R. Gardner, J. R.
Johanson, G. D. Hill, P. F. Dunning, A. G. Radford and J. D. Sterling.
The minutes of the previous meeting were approved.

APPROVAL OF CURRENT CLAIMS
Mr. Bowen made a motion claims approved by the Finance Committee be paid with warrants
drawn in their respective amounts. Motion seconded by Mr. Gardner and carried.
Following the claims: Claims Fund Warrants No. 1302 through 1341, UAB Warrants No.
196 197.
APPOINTMENT G. D. GOLDSMITH TO CIVIL SERVICE COMMISSION
Mayor Minkler announced the reappointment of Mr. G. D. Goldsmith to the Police Civil
Service Commission and requested the concurance of the Council members on the appoint-
ment.
Mr. Dunning made a motion the Council concur with Mayor Minkler's appointment. Motion
seconded by Mr. Johanson.
APPOINTMENT C. HARRIS TO PARK BOARD
Mayor Minkler announced the reappointment of Mrs. Catherine Harris to the Park Board
and requested concurrance of the Council. Mr. Bowen made a motion the council concur
with Mayor Minkler's appointment of Mrs. Harris to the Park Board. Motion seconded
by Mr. Sterling and carried.
ACCEPTANCE OF INTERURBAN AVENUE STREET LIGHTING CONTRACT
Correspondence was received from Hill, Ingman, Chase Company recommending acceptance
of the Street Lighting Project on Interurban Avenue South. Mr. Hill made a motion the
City accept the Street Lighting Project as completed. Motion seconded by Mr. Johanson
and carried.
CALL FOR BIDS STREET SWEEPER
Mr. Hill reported specifications for a new street sweeper have been completed and the
Street Department is ready to call for bids. Mr. Hill made a motion the City adver-
tise for bids on the purchase of a street sweeper with the bid opening to be held
January 15, 1971 at 3:00 p.m. Motion seconded by Mr. Dunning and carried.
PLANNING COMMISSION REPORT REZONE REQUEST ON 54th Ave. S. Slade Way
Mr. Johanson read a letter from the Planning Commission cnncerning an application for
change in land use classification submitted by Mr. Kasperson, Mr. Mitchell and Mr. Goe
for property located on 54th Avenue South between Slade Way and South 166th Street.
The change in zoning requested was from R-1 to R -4. It is the recommendation of the
Tukwila Planning Commission that this application be denied.
NOTIFICATION OF SURROUNDING PROPERTY OWNERS ON REZONE APPLICATIONS
Some discussion was held regarding the notification of surrounding property owners
when a petition is received for a change in zoning on a specified piece of land. Mr.
Johanson reported the members of the Planning Commission recommend a 4 x 8 plywood
sign be erected on the property up for rezone notifying the time and date of the Public
Hearing. It was also suggested the advertisement for Public Hearing contain the street
address of the property in addition to the legal description.
Mr. Hodge reported the petitioner can be required to supply a list of the adjacent
property owners in order that they may be informed by letter. It was suggested a new
format be created on rezone application forms requesting names and addresses of surround-
ing property owners.
ORDINANCE 655 SALE OF BONDS FOR LID 16
A proposed ordinance fixing the amount, form, date, interest rate, maturity and denom-
inations of Local Improvement District No. 16 bonds and directing the issuance and
sale thereof to McLean Company, Inc. Tacoma, Washington was introduced. Mr. Dunning
made a motion the proposed ordinance be placed on its first reading by title only, with
a short explanation. Motion seconded by Mr. Hill and carried. Mr. Johanson made a
motion the proposed ordinance be placed on its second reading by title only. Motion
seconded by Mr. Dunning and carried. Mr. Hill made a motion the proposed ordinance be
placed on its third and final reading for adoption, by title only. Motion seconded by
Mr. Dunning and carried. This being Ordinance 655.
ORDINANCE 656 RAISING METRO —SEWER RATES
Mayor Minkler read a letter from Metro requesting a City ordinance raising Metro rates
effective January lst. A proposed ordinance setting forth and defining the Metro —Sewer
Charge pursuant to Tukwila Municipal Code Section 14.16.060 and the Agreement for
Sewage Disposal between the Municipality of Metropolitan Seattle and the City of Tukwila
was introduced. Mr. Gardner made a motion the proposed ordinance be placed on its
first reading. Motion seconded by Mr. Dunning and carried. Mr. Dunning made a motion
the proposed ordinance be placed on its second reading by title only. Motion seconded
by Mr. Hill and carried. Mr. Hill made a motion the proposed ordinance be placed on its
third and final reading for adoption, by title only. Motion seconded by Mr. Johanson
and carried. This being Ordinance 656.
ORDINANCE 657 SALARY ORDINANCE FOR 1971
A proposed ordinance fixing the salaries and compensations of officials and employees
of the City of Tukwila and repealing all ordinances in conflict therewith was intro—
duced. Mr. Dunning made a motion the proposed ordinance be placed on its first read—
ing by title only. Motion seconded by Mr. Bowen and carried. Mr. Hill made a motion
the proposed ordinance be placed on its second reading by title only. Motion seconded
by Mr. Dunning and carried. Mr. Gardner made a motion the proposed ordinance be placed
on its third and final reading for adoption, by title only. Motion seconded by Mr.
Dunning and carried. This being Ordinance 657.
STREET PROJECTS
Mayor Minkler requested members of the Street Committee make plans for the 1971 street
projects as soon as possible in order that projects can be started at the earliest pos—
sible date.
There being no further business the meeting adjourned at 8:45 p.m.
