MINUTES This meeting was conducted both on -site at Tukwila City Hall and virtually via Microsoft Teams. COMMITTEE OF THE WHOLE CALL TCJORDER/PLEDGE OFALLEGIANCE Council President Abdi (on -site) called the Tukwila City Council meeting in order at 7:00 p.m. and led the audience inthe Pledge ofAllegiance. Greg Sherlock expressed concern with the lack of enforcement of the noise ordinance and the recent change in the noise code. He proceeded to turn in a complaint letter along with a public records request. 2 JoeCamaoho. Foster High School Environmental Science Teacher, shared information on the Clean Energy Grant Program through the Washington State Department of Commerce. 3. John McCarthy spoke on English ivy, and requested the City invest mxouroon to get rid of this noxious weed. SPECIAL ISSUES e. /4resolution authorizing South King Housing and Homelessness Partners (GKHHP) Housing Projects using funds contributed by the City to the Housing Capital Fund. Laurel Humphroy, Legislative Analyst, introduced Claire Goodwin, Executive Manager for South King Housing and Homelessness Partners (SKHHP). Mn. Goodwin provided an overview of the creation of OKHHP, member juhadioUonn. project funding allocation process and SKHHP Executive Board's recommended projects for funding. CONSENSUS EXISTED TOFORWARD THIS ITEM TO THE NEXT REGULAR MEETING. b. Public Records Request mitigation and staffing request. Andy Youn, Records Governance Manager/City Clerk, provided an overview of the Public Records Act, the complexities of public records requests, and the impact on workload from the growing demand for city records from businesses, The Council was asked for additional staffing to support public records requests at an optimal level. 7:28pm. Council President Abdiexited the Council Chambers. The Councilmembers exchanged comments and asked questions pertaining to sanctions for noncompliance, data showing the need for this position, current vacant positions, and fees that can be charged to requesters. CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING. c. 2025-2026 Biennial Budget Development Kick-off. Marty Wine, Interim City Administrator, ViokyCadson. Finance Director, and Tony Cu||erton. Deputy Finance Director, gave a presentation in preparation for the 2025-2026 biennial budget, and highlighted the budget prooess, financial structure of the City budget, chdoa| milestones, Priority -Based Budgeting (PBB), program alignment & categorization, budget development roles, outreach efforts, and next steps. 7:53p.m.Counci|mamberPapyenexited the Council Chambers. The Councilmembers exchanged comments and asked clarifying questions pertaining to the Financial Suabainabi|ityCommittae's involvement inthis pnoconn, and details on public outreach efforts. REPORTS a. Mayor No report. b. City Council Counci|memberOuinn attended a Sound Cities Association's (SC/) Board Meeting. He commended Joe Duffie for his dedication to the service of the city and wished him a Happy Birthday. Cnunci|memberSharp wished Joe DuffieaHappy Birthday. Counci|memberPmpyonwished Joe DuMieaHappy Birthday. Councilmember McConnell wished Joe Duffie a Happy Birthday. She attended a Puget Sound Regional Fire Authority (PSRFA) Governance Board meeting, and Fine Ops 101 training. Councilmember Martinez attended the Cascade Water Alliance's Finance and Budget Management Committee meeting, a South County Area Transportation Board (SCATBd) meeting, and Puget Sound Regional Fire Authority (PSRFA) Governance Board meeting. He recently met with City department representatives hodiscuss operations and other topics. Councilmember Hedrick wished Joe Duffie a Happy Birthday. MISCELLANEOUS Counci|member Pepyan requested the Council consider the topic of cannabis shops in the City. MAJORITY CONSENSUS EXISTED TOREVISIT THIS TOPIC ATAFUTURE COMMITTEE MEETING. Cnunci|member McConnell clarified she recommended the appointment ofSally Blake to PSF'o Citizens' Advisory Planning Committee (CAPC) Councilmember Martinez seconded Councilmember McConnell's statement, and commended Bryan Still, Public Works Operations Manager, for his swift action in responding to a citizen concern. EXECUTIVE SESSION — Pending Litigation — Pursuant to RCW 42.30.1 10(l)(i) (30 minutes) Council President Abdi announced the Council will now go into an Executive Session to Pending Litigation — Pursuant to RCW 42.30.1 10(l)(i) (30 minutes) The total amount of time will be no more than 30 minutes, and no decisions will be made during the Executive Session. No action will be required in the Open Meeting after the Executive Session has concluded. He declared the meeting adjourned as of the conclusion of the Executive Session. The Executive Session will not be extended beyond the announced time, and they will not be returning to open session to adjourn orfor any other reason. 8:20 pm.
