The regular meeting of the Tukwila City Council was called to order by Mayor Stan D.
Minkler at 8 :00 p.m. Council members present were: R. A. Bowen, D. R. Gardner, J. R.
Johanson, G. D. Hill, P.F. Dunning, A. G. Radford and J. D. Sterling.
The minutes of the previous meeting were approved.
APPROVAL OF CLAIMS
Mr. Bowen made a motion claims approved by the Finance Committee be paid with warrants
drawn in their respective amounts. Motion seconded by Mr. Gardner and carried. Follow—
ing the claims: Claims Fund Warrants No. 243 through 298, UAB Fund Warrants No. 208
through 214, L.I.D. 17 Warrant No. C -14 and Building Fund Warrant No. 003.
PUBLIC HEARING ANNEXATION PETITION
Mayor Minkler opened the Public Hearing on the petition for annexation to the City of
Tukwila of a small parcel of property East of Interurban Avenue, adjacent to property
previously annexed for Peoples Bank.
Mr. Bowen explained the area under consideration.
Mr. Bob Sandercock of 5950 6th Avenue, Seattle explained the reason for the annexation
request was the fact his clients were interested in developing the property, part of
which is within the City of Tukwila and part in King County, and it would be more feasible
to have the entire parcel under one jurisdiction.
Mr. Dunning inquired as to what the development would be. Mr. Sandercock explained it
would be a service station.
There being no further discussion, Mr. Bowen made a motion the Public Hearing be closed.
Motion seconded by Mr. Sterling and carried.
Mr. Bowen made a motion the property be annexed to the City of Tukwila subject to approval
of the Boundary Review Board. Motion seconded by Mr. Sterling and carried.
PARKING PROBLEMS
Mr. Hill reported while he had not met with all the citizens on 56th Avenue as yet, he
had, along with Paul Dunning and George Long, surveyed the area and discussed the pro—
blem.
Mr. Hill stated it was the decission of the committee to widen the west side of the road
to the 40 ft. right of way and put in crushed rock for parking from the crest of the hill
to South 11111th. Perhaps in next years budget money can be appropriated for asphalting
this area.
The "No Parking" signs have not been installed as yet on the east side of 56th, but it
was proposed these be installed.
After much discussion on parking problems, Mr. Hill advised his committee will work with
the Street Department to see that this portion of 56th is widened as soon as weather
permits.
GREEN RIVER FLOOD CONTROL
Mr. Gardner reported he was in receipt of a brochure from the Department of the Army
regarding the alternative methods for flood control on the Green and Duwamish River.
The brochure requested the pro and con opinions of the City on the seven different alter—
natives proposed.
Mr. Gardner read the completed pro and con opinions as proposed by Mr. Zepp for concur
rance of the Council.
After much discussion on the various alternatives Mr. Gardner made a motion to send
the completed brochure to the Army Engineers with the Mayors signature and with the addi—
tion that the City of Tukwila's first choice of the alternatives was the tunnel proposal
and the second choice the dyking proposal. Motion seconded by Mr. Johanson and carried.
SEWER CONNECTION ORDINANCE
Mayor Minkler announced there was still some unresolved problems on this proposed ordi—
nance and recommended it be tabled until the March 15th Council meeting.
ORDINANCE 659 CREATING CERTAIN FUNDS
A proposed ordinance establishing and creating special funds for the payment of salaries
and wages, claims and contingencies was introduced. Mr. Bowen made a motion the proposed
ordinance be placed on its first reading. Motion seconded by Mr. Dunning and carried.
Mr. Dunning made a motion the proposed ordinance be placed on its second reading by title
only. Motion seconded by Mr. Hill and carried. Mr. Hill made a motion the proposed
ordinance be placed on its third and final reading for adoption, by title only. Motion
seconded by Mr. Johanson and carried. This being Ordinance 659.
ORDINANCE 660 AMENDING THE 1971 BUDGET
A proposed ordinance amending the 1971 Budget Ordinance #653, Page 24 was introduced.
Mr. Bowen made a motion the proposed ordinance be placed on its first reading. Motion
seconded by Mr. Dunning and carried. Mr. Johanson made a motion the proposed ordinance be
placed on its second reading by title only. Motion seconded by Mr. Dunning and carried.
Mr. Dunning made a motion.the proposed ordinance be placed on its third and final reading
for adoption, by title only. Motion seconded by Mr. Hill and carried. This being
Ordinance 660.
UNDERGROUNDING WIRING
Mr. Hill is to report his recommendation to the Council at the March 15th meeting of the
Council.
UNDERGROUND UTILITIES
Discussion was held as to the possibility of banning any digging on the South 1) et al
project for a five year period after the final completion of the project. This matter
to be checked with the City Attorney.
PLANNING COMMISSION PUBLIC HEARING ON REZONE REQUEST
Mr. Johanson read a letter from the Planning Commission recommending the granting of a
change of zone on Block 2$, Interurban Addition to Seattle subject to certain stipulations
as set forth in the letter.
Mr. Dunning made a motion a Public Hearing be held at the Tukwila City Hall, Monday
March 22nd at $:00 p.m. to consider the application of Mr. Todd for rezone. Motion
seconded by Mr. Johanson and carried.
BUILDING PERMIT REPORT
Mr. Zepp reported three building permits had been issued during the month of February
with a valuation of $24,150. and permit fees of $105.
POLICE REPORT
Mr. Dunning reported a 9 year old citizen, Mark Larson, had located $2,000. to $3,000.
worth of materials stolen from the Federal Way School District and reported this to the
Police Department making it possible for the goods to be returned to the owners. Mr.
Dunning suggested Mayor Minkler write a letter of appreciation to the young citizen.
OFFICIAL CENSUS
Mayor Minkler reported the Federal Census Report lists the population of the City of
Tukwila to be 3,496.
FIRE DEPARTMENT REPORT
Fire Chief Boulanger reported on the accident on Interstate 5 in which 2,000 gallons of
jet fuel was spilled on the roadway. With the assistance of the Foster and Seattle
Tacoma Airport Fire Departments the fuel was cleaned up.
Chief Boulanger also invited citizens to look over the new fire truck which was recently
delivered.
There being no further business, the meeting adjourned at 9:55 p.m.
