Minkler at :00 p.m. Council members present were: R. A. Bowen, D. R. Gardner, J. n.
Johanson, G. D. Hill, P. F. Dunning, A. G. Radford and J. D. Sterling.
The minutes of the previous council meetings were approved.
TUKWILA SQUADRON CIVIL AIR PATROL
Major Whitney of the Tukwila Squadron of the Civil Air Patrol was in attendance with
four members of his squadron. Mayor Minkler announced that for the second consecutive
year the Tukwila Squadron has received the award for the outstanding squadron in the
State of Washington. One of the cadets, Paul Hansen had also been chosen as the out—
standing cadet in the State of Washington and another, Heather Blaylock had received
the Big Bore Rifle Competition Award. The other two cadets, Laurie Wakefield and Thomas
Hughes were chosen the outstanding cadets for the Tukwila Squadron and were presented
Pilot Log Books, entitling them to one hour flying lessons. Mayor Minkler congratulated
Major Whitney and members of the Tukwila Squadron on their fine efforts.
This matter was turned over to the Building Committee for review and report.
OATH OF OFFICE TO PROBATIONARY PATROLMAN DAVE DESMUL
Mayor Minkler administered the oath of office to newly appointed probationery patrolman,
David Desmul.
TEMPORARY ADVERTISING SIGNS STARDUST APARTMENTS
Mr. Henry Mueller requested permission of the Council to erect
for a period not to exceed 60 days to advertise the opening of
unit. These would be posted in front of his property, off the

SEWER SERVICE FROM CITY BOUNDARY TO INTERSTATE 5
Correspondence was received from the King County Department of Public Health relative
to a meeting with property owners on the western boundary of the City of Tukwila and
those residing in the County between the City boundary and the Interstate 5 Freeway.
This area is badly in need of sanitary sewer facilities and a meeting has been called for
Wednesday, April 14th at 7:30 p.m. at the Southeast District Office of the Health Department
to further discuss this matter. Mayor Minkler requested all members of the Council to
attend.
UNDERGROUNDING SOUTH 144 et al
Mr. Zepp presented correspondence from Puget Sound Power and Light Company regarding the
conversion_of existing overhead electrical service to underground on the second phase
ofthe South.144th et al Project. Agreements setting forth the costs of the conversion
were enclosed for approval by the Council and the signature of the Mayor. The cost for
Phase 2 (South 144th) was $5,742.00 and the cost for Phase II —A (the balance of the
project) was $28,080.00.
After some discussion, Mr. Bowen made a motion the doccuments presented by Mr. Zepp be
approved and the Mayor be authorized to sign for the City of Tukwila. Motion seconded
by Mr. Sterling and carried.
UNDERGROUNDING FIRE STATION AND CITY HALL COMPLEX
Mr. Zepp presented correspondence from Puget Sound Power and Light Company in reference'
to underground service to the new Fire Station and the removal of the existing three phase
overhead service serving the City Hall complex. The cost of this project would be $1,522.
TELEPHONE VAULT NEW FIRE STATION BUILDING
Mr. Zepp reported a telephone vault is located within the curb cut into the new fire
station building. He has been informed the vault cannot be located within the drive
as it was not built for heavy truck traffic. The cost of moving the vault will be appox—
imately $700.00. He will check into this matter further, but requested council authority
for the Mayor to sign a change order if the City has no other alternative but to move the
vault.
Mr. Hill made a motion the Mayor be authorized to sign a Change Order if it is necessary
to move the vault, but only if necessary. Motion seconded by Mr. Johanson and carried.

ORDINANCE 664 CONDEMNATION SHOP SITE
A proposed ordinance relating to and providing for the acquisition and condemnation of
property for the location of the City Shops and Maintenance Yards was introduced. Mr.
Hodge explained there still remained considerable difference in the City appraisal price
and the owners asking price on the land. If this site was still the Council's number
one choice for the location of the maintenance yards, the passage of the proposed ordinance
would be necessary to proceed with the acquisition of the property.
Mr. Bowen made a motion the proposed ordinance be placed on its first reading. Motion
seconded by Mr. Dunning and carried. Mr. Gardner made a motion the proposed ordinance
be placed on its second reading by title only. Motion seconded by Mr. Johanson and
carried. Mr. Hill made a motion the proposed ordinance be placed on its third and final
reading for adoption, by title only. Motion seconded by Mr. Dunning and carried. This
being Ordinance 664.
ORDINANCE 665 CONDEMNATION FOR SOUTH 1) et al PROJECT
A proposed ordinance relating to and providing for the acquisition and condemnation of
certain property for the establishment, laying out, extending and widening of streets
was introduced. Mr. Hill made a motion the proposed ordinance be placed on its first
reading. Motion seconded by Mr. Johanson and carried. Mr. Bowen made a motion the pro—
posed ordinance be placed on its second reading by title only. Motion seconded by Mr.
Sterling and carried. Mr. Gardner made a motion the proposed ordinance be placed on its
third and final reading for adoption, by title only. Motion seconded by Mr. Hill and
carried. This being Ordinance 665.
ORDINANCE 666 SEWER CHARGES OUTSIDE THE CITY LIMITS
A proposed ordinance amending Section 4 of Ordinance 341 as amended and Ordinance 5$7,'
providing for Sewer Service Rates was introduced. Mr. Hodge explained the purpose of the
ordinance and the contents thereof. Mr. Dunning made a motion the proposed ordinance be
placed on its first reading. Motion seconded by Mr. Bowen and carried. Mr. Hill made
a motion the proposed ordinance be placed on its second reading by title only. Motion
seconded by Mr. Bowen and carried. Mr. Gardner made a motion the proposed ordinance
be placed on its third and final reading for adoption, by title only. Motion seconded
by Mr. Dunning and carried. This being Ordinance 666.
SOUTHCENTER BLVD. (South 154th) RIGHT OF WAY STATE HIGHWAY DEPARTMENT
Mr.. Hill reported his committee had reviewed the proposal of the State Highway Department
to sell a piece of surplus property to Mr. Satomi Kato along South 154th Street, reserv—
ing slope easements to facilitate any future construction.
Mr. Hill made a motion the State Department of Highways be informed the city concurs with
their proposal. Motion seconded by Mr. Sterling and carried. Mr. Zepp to draft the letter
to the Department of Highways to inform them of the Council's action.
911 EMERGENCY PHONE SYSTEM
Mayor Minkler reported on the meeting with the telephone company to discuss the 911 system.
Tukwila will not be included in this system at this time. It will only cover the City
of Seattle, the City of Mercer Island and the City of Renton. Tukwila residents will
continue to use the present Police and Fire emergency numbers.
Mayor Minkler requested the Police and Fire Departments to canvas every residence and
inform the citizens to continue to use the present numbers.
POLICE DEPARTMENT CRIME INDEX REPORT
Chief John Sheets presented a Crime Index and Police Activity Trend report to the Council
covering the 1st quarter of 1971. Total police calls for the 1st quarter of 1971 were
409 compared with 264 calls for the same period last year.
BUILDING PERMIT REPORT
Mr. Zepp reported six permits were issued during the month of March with a valuation of
$2$0,350 and permit fees of $515.00.
VACATION OF CITY STREET IN VICINITY OF FOREMOST DAIRY
Mr. Hill made a motion the city clerk prepair a resolution to advertise for a public
hearing for the vacation of the street. Motion seconded by Mr. Sterling and carried.
SCHOOL BOARD DIRECTOR DISTRICT #5
Mr. George Drew present school board director from District No. 5 was present and announced
he will not be running for office again. Filing for the vacancy will be open July 26th
through July 30th. Applicants may file for office at the County City Building or the
School District Administration building.
There being no further business, the meeting adjourned at 9:30 p.m.
