The regular meeting of the Tukwila City Council was called to order by Mayor Pro Tem
Richard A. Bowen. Council members in attendance were: D. R. Gardner, J. R. Johanson,
G. D. Hill, P. F. Dunning, A. G. Radford and J. D. Sterling.
The minutes of the previous meeting were approved.
APPROVAL OF CLAIMS
Dwight Gardner made a motion claims approved by the Finance Committee be paid with war—
rants drawn in their respective amounts. Motion seconded by Mr. Sterling and carried.
Following the claims: Claims Fund Warrants No. 619 through 681 in the amount of
$13, 267.00, Urban Arterial Fund Warrants No. 259 through 273 in the amount of $75,3
LID 17 Fund Warrant No. C -22 in the amount of $27.75 and Building Fund Warrants No. 11
through 13 in the amount of $16,840.53.
BIDS ON SALE OF BONDS
Mrs. Leahy reported two bids had been received on the sale of $175,000.00 general obli—
gation bonds to finance a portion of the South 144th et al project. A bid of 5.511%
effective Rate and a Net Interest Cost of $60,900.00 was received from The National
Bank of Commerce of Seattle, Kidder, Peabody and Company, Inc. and a bid of 5.5
effective rate and a net interest cost of $61,031.25 was received from Seattle —First
National Bank. The bids had been reviewed and it was the recommendation of McLean and
Company to accept the NB of C bid.
Mr. Hill made a motion the council accept the low bid of NB of C with the net interest
cost of $60,900.00 and effective interest rate of 5.511 Motion seconded by Mr. Dunning
and carried.
ACCEPTANCE OF PHASE I OF SOUTH 144th PROJECT
Mr. Bob Hawkins reported the contractor L.D.L. Land Development Company, Inc. has sat—
isfactorily completed the project and he recommended that the City accept this project
and authorize final payment less retainage at this time. The final contract price
was $231,456.00.
Mr. Dunning made a motion the City accept Phase I of the South 144th et al project as
performed by L.D.L. Land Development Company. Motion seconded by Mr. Sterling and
carried.
SALE OF SURPLUS POLICE CARS
Mr. Dunning reported the City has two surplus police cars that can be sold.
Mr. Dunning made a motion the two 1969 Plymouth Furry III police cars be declared sur—
plus and the City call for sealed bids in accordance with state statutes. Motion
seconded by Mr. Johanson and carried.
PLANNING COMMISSION REZONE PROPERTY FROM R -1 to C -2 ARCO
Mr. Johanson read a letter from the Planning Commission stating a Public Hearing was
read to consider a request by William Tongue for a rezone from R-1 to M -1 for property
located on Interurban Avenue South between 52nd Avenue South and U.S. Interstate 5.
It is the Planning Commission recommendation that the area not be zoned M -1 but C -2
subject to the applicant making application for rezone on existing adjoining property
to C -2, and that the application be made before the Council acts on the rezone from
R-1 to C -2. Mr. Johanson reported the second application had been received by the Plan—
ning Commission.
Mr. Johanson made a motion the property located on Interurban Avenue South between 52nd
Avenue South and U.S. Interstate 5 as described in the application be zoned to a C -2
status. Motion seconded by Mr. Dunning and carried.
T V CABLE FRANCHISE TELEPROMPTER of SEATTLE
Mr. Dunning reported an application for a TV Cable Franchise had been received from
Teleprompter of Seattle. Mr. Fred Charles, General Manager of Teleprompter spoke in
reference to the granting of the franchise. He stated he concurred with the proposed
ordinance with two exceptions: Section 7 delete the following "such as acts of God and
similar causes of delay Section 20 to read as follows: "The Grantee shall not engage
in the business of selling, repairing, or installing television receivers, radio re—
ceivers, or accessories for such receivers within the City of Tukwila during the term
of this franchise Members of the Council concurred with these revisions.
Mr. Charles reported monthly charges to users of the TV Cable would be $5.95 per month
with connection charges of $25.00. Sometimes the connection charges are discounted.
Mr. Dunning made a motion the proposed ordinance be placed on its first reading by
title only, and to include the amendments to Section 7 and Section 20. Motion seconded
by Mr. Sterling and carried.
ORDINANCE 672 STREET CURB PAINTING
A proposed ordinance amending Ordinance No. 495, Article XIII, and the Tukwila Municipal
Code, Chapter 9.56, regulating vehicle parking by means of painted sections of curbs was
introduced. Mr. Dunning made a motion the proposed ordinance be placed on its first
reading. Motion seconded by Mr. Gardner and carried. Mr. Hill made a motion the pro-
posed ordinance be placed on its second reading by title only. Motion seconded by
Mr. Johanson and carried. Mr. Dunning made a motion the proposed ordinance be placed
on its third and final reading for adoption, by title only. Motion seconded by Mr. Hill
and carried. This being Ordinance 672.
ADOPTION 1970 UNIFORM BUILDING CODE
A proposed ordinance adopting the 1970 Edition of the Uniform Building Code was intro-
duced. Mr. Zepp explained the purpose and contents of the proposed Ordinance. Mr. Hill
made a motion the proposed ordinance be placed on its first reading, by title only.
Motion seconded by Mr. Dunning and carried. The proposed ordinance was then referred
to Committee for further study.
ADOPTION 1970 EDITION FIRE PREVENTION CODE
A proposed ordinance adopting the 1970 Edition of the Fire Prevention Code was intro- ,rl.
duced. Mr. Boulanger explained the purpose and contents of the proposed ordinance.
Mr. Dunning made a motion the proposed ordinance be placed on its first reading by
title only. Motion seconded by Mr. Gardner and carried. The proposed ordinance was
then referred to Committee for further study.
ORDINANCE 673 REZONE ARCO PROPERTY FROM R -1 to C -2
A proposed ordinance changing the classification of certain property located on Inter-
urban Avenue South between 52nd Avenue South and U.S. Interstate 5, in the City of Tuk-
wila from R-1 to C -2, was introduced.
Mr. Johanson made a motion the proposed ordinance be placed on its first reading. Motion
seconded by Mr. Hill and carried. Mr. Dunning made a motion the proposed ordinance be
placed on its second reading by title only. Motion seconded by Mr. Johanson and carried.
Mr. Johanson made a motion the proposed ordinance be placed on its third and final read-
ing for adoption, by title only. Motion seconded by Mr. Dunning and carried. This being
Ordinance 673.
BUILDING PERMIT REPORT
Mr. Zepp reported 6 permits had been issued for the month of May with a valuation of
$34,1+50.00 and permit fees of $133.50.
POLICE REPORT
Chief John Sheets reported there has been a rash of residential burglaries. A good
portion of these have been non -force enteries, therefore, Chief Sheets urged citizens
to lock doors.
FIRE DEPARTMENT REPORT
Chief Vic Boulanger reported the new fire station was now approximately 60% completed.
ORDINANCE 674 CONDEMNATION ORDINANCE SOUTH 144th ET AL PHASE II
A proposed ordinance relating to and providing for acquisition and condemnation of cer-
tain real property in the City of Tukwila was introduced. Mr. Hodge explained the pur-
pose and contents of the ordinance. Mr. Hill made a motion the proposed ordinance be
placed on its first reading. Motion seconded by Mr. Dunning and carried. Mr. Johanson
made a motion the proposed ordinance be placed on its second reading by title only.
Motion seconded by Mr. Hill and carried. Mr. Hill made a motion the proposed ordinance
be placed on its third and final reading for adoption, by title only. Motion seconded
by Mr. Johanson and carried. This being Ordinance 674.
CATS, FOR BIDS ON VAULT AND TEMPORARY POLICE STATION
Mr. Radford reported the Building Committee had the plans for the vault ready to go to
bid. Also the plans for the conversion of the Temporary Fire Station to a Police Station
are ready to call for bids. Mr. Radford made a motion the council call for bids on these
two jobs with the bid opening set for June 25th at 4:30 P. M. Motion seconded by Mr.
Dunning and carried.
PROGRESS REPORT ON STRFFT PROJECT
Mr. Hawkins reported on the progress of Phase II on the South 144th et al project.
There being no further business, the meeting adjourned at 9:45 P. M.
