August 16, 1971
The regular meeting of the Tukwila City Council was called to order by Mayor Stan D.
Minkler at 8:00 P. M. The following Council members were in attendance: R. A. Bowen,
D. R. Gardner, J. R. Johanson, G. D. Hill, P. F. Dunning, A. G. Radford, and J. D.
Sterling.
APPROVAL OF CURRENT CLAIMS
Mr. Bowen made a motion claims approved by the Finance Committee be paid with warrants
drawn in their respective amounts. Motion seconded by Mr. Gardner and carried. Follow—
ing the Claims: Claims Fund Warrants No. 864 to 914 in the amount of $16,358.46.
POLICE CAR BIDS
Mr. Bowen reported the police car bids had been reviewed. The blue book price of these
cars is $1,700 plus an allowance for the air conditioner. Poli�Ce car value is approxi—

mately one —half of the value of a passenger car. He furthernJr. Rowland had advised
him the cost of repairing the cars for further use would be $355 for car #1 and $1,026
for car #2. Since the Police Department has use for one of these cars at present, he
recommended the city retain car #1 and readvertise car #2 for sale.
Mr. Bowen made a motion the council reject all bids, retain Car #1 and advertise in
the Seattle Times Car #2 as surplus with a minimum bid of $500.00. Motion seconded by
Mr. Johanson and carried.
CALL FOR BIDS FIRE DEPT. LADDER EQUIPMENT
Mayor Minkler reported the cost of purchasing equipment for the ladder truck would be
in excess of the statutory limit, therefore, a bid call was necessary.
Mr. Johanson made a motion the Council advertise for bids as per the specifications for
the ladder equipment needed. Motion seconded by Mr. Dunning and carried.
TODD CONCOMITANT ZONING AGREEMENT
Mr. Hodge reported the revised Tukwila —Todd Concomitant Zoning Agreement was prepared
and a copy had been forwarded to Mr. Todd. Mr. Todd was present and stated he was
agreeable to the terms of the agreement in its present form. Mr. Hodge stated if the
agreement was adopted at this meeting the rezone ordinance could be available for
September 7th.
Mr. Bowen made a motion the Tukwila —Todd Concomitant Zoning Agreement be accepted.
Motion seconded by Mr. Johanson and carried.
PROPOSED ORDINANCE SWIMMING POOLS
Mr. Knight and Mr. Bob Howell from the King County Health Department were present to
answer questions on the proposed ordinance regulating public and semi— public swimming
pools. Under the terms of this proposed ordinance the County would issue swimming pool
permits and would collect those fees. The Tukwila Building Department would issue con—
struction permits for pools after the plans had been approved by the King County Health
Department. Mr. Howell stated that since there was only one indoor pool within the
City of Tukwila and the swimming season is almost finished for this year, the adoption
of this proposed ordinance was not urgent at this time. He requested on opportunity to
further study the proposed ordinance. The Council agreed to table the proposed ordinance
until the September 7th meeting.
ORDINANCE 680 AMENDING THE 1971 BUDGET ORDINANCE
A proposed ordinance amending the 1971 Budget Ordinance was introduced. Mr. Dunning
made a motion the proposed ordinance be placed on its first reading. Motion seconded
by Mr. Bowen and carried. Mr. Hill made a motion the proposed ordinance be placed on
its second reading by title only. Motion seconded by Mr. Gardner and carried. Mr. Bowen
made a motion the proposed ordinance be placed on its third and final reading for
adoption, by title only. Motion seconded by Mr. Johanson and carried. This being
Ordinance 680.
METROPOLITAN COUNTY TRANSIT
Mr. Hall reported on a meeting he had attended in regard to the operation of the
Metropolitan Transit System in the valley.
EMERGENCY EMPLOYMENT ACT OF 1971
Mr. Hall reported there would be 750 million dollars available for 1972 and one billion
for 1972 under the emergency employment act. This is designed to help the unemployed
and underemployed. Mr. Hall was directed to continue to keep the council aware of all
information concerning this employment act.
SURPLUS STATE HIGHWAY PROPERTY South 133rd
Mr. Hall reported he had investigated the status of the availability of surplus state
highway property in the vicinity of South 133rd. The State has been given a firm offer
from a private citizen in excess of the price the City of Tukwila has offered. The State
is presently having the property appraised and will study the matter further.
Mr. Hall reported he had investigated the matter of the property at Interurban Avenue
and 405 Interchange. The State Highway is currently putting in a sprinkler system and
planting the interchange and are delighted with the idea to use the surplus area as a
green belt. They are waiting for a letter of our intentions along this line.
CITY HALL SITE SOUTHCENTER BOULEVARD
Mr. Zepp reported the house on the City owned property on Southcenter Boulevard is in
need of repair. He recomended the house be demolished rather than expend money for
repairs.
Mayor Minkler requested Mr. Radford and his Building Committee look over the house
and report at the September 7th Council Meeting.
FIRE DEPARTMENT FURNITURE
Mr. Johanson reported that since the Fire Station is near completion, he would recommend
that $2,000 of the surplus monies allocated for the construction of the building be re—
allocated to the Fire Department Budget for the purchase of necessary furniture. Since
this is to be done by ordinance, an ordinance is to be prepared for the September 7th
meeting. The committee was instructed to meet with the architect to insure that all
costs are in on the building.
ABATEMENT OF PUBLIC NUISANCE 56th AVENUE SOUTH
Mr. Regal reported the house at 14210 56th Avenue South should be declared a public
nuisance. He cited the many problems being generated from the occupancy of this
residence and asked to have the matter looked into.
Mayor Minkler requested Mr. Zepp and Chief Sheets to investigate the situation and abate
the nuisance.
There being no further business the meeting adjourned at 9:50 P. M.
