Please let me know if you have any questions or need additional information about any of the following items. I. Intergovernmental Update • Sound Cities Association Mayors Meeting: Mayor McLeod participated in a Sound Cities Association Mayors meeting on May 14. • SKHHP Executive Board Meeting: Mayor McLeod participated in a SKHHP (South King Housing and Homelessness Partners) Executive Board meeting on May 17. • Tour of White River/Lake Tapps Project: Mayor McLeod toured the White River/Lake Tapps Project with Cascade Water Alliance on May 22. • Interim City Administrator Marty Wine presented a Tukwila Update at the Highline Forum meeting on May 22. • WRPA Annual Conference: Parks & Recreation staff attended the WRPA (Washington Recreation and Park Association) 77th Annual Conference May 21-24. II. Community Events • Teen Late Night: 70 young people attended the Teen Late Night on May 17. • Teen Summer Kickoff Festival: Foster High School is partnering with Parks & Recreation for the Teen Summer Kickoff Festival scheduled for June 18 for Foster High School and Showalter Middle School students. III. Staff Updates Public Safety • Annual Peace Officer Memorial Day Event: On May 15 the Tukwila Police Department held the annual Peace Officer Memorial Day event at Tukwila City Hall. • WASPC Conference: Chief Dreyer attended the WASPC (Washington Association of Sheriffs & Police Chiefs) Conference May 20 - 24. Tukwila City Hall • 6200 Southcenter Boulevard • Tukwila, WA 98188 • 206-433-1800 • Website: TukwilaWA.gov 187 City Administrator's Report May 28, 2024 Page 2 Project Updates • Chinook Wind Public Access Project: Estimated Completion: June 2024 Enterprise -funded construction project to build a public trail around King County's new Chinook Wind Mitigation site. Project is in suspension with anticipation of the work resuming after Memorial Day. • Green River Trail Improvements: Estimated Completion: August 2024 Construction of a 700 linear feet of concrete multi -use trail within the right-of-way of the Green River Trial. Started April 2024. Luminaire bases poured, setting up forms for trail pour later this week. • FEMA Landslide Grant: Estimated Completion: October 2025 This FEMA-funded project will identify and analyze landslide risk throughout Tukwila, along with identifying critical infrastructure and vegetation health within these areas. The Grant has been signed and the next step will be advertising a Request for Proposals. • Stewardship: o The living willow art sculpture at 57th Avenue Mini Park is sprouting; residents and volunteers have enjoyed the process and change. o Big Picture School had its last Service -Learning Day at Crystal Springs Park for the 2023- 2024 school year. The youth wrapped up a planting site and mulched and they took a tour of all the work they had completed over the school year. Multiple youth expressed interest in doing it again next year. o Unfortunately, a part of a crucial three-year restoration site in Allentown was accidentally mowed. This site, which was home to young trees and healthy native plants, is not just a place but a symbol of our commitment to environmental restoration. The loss has not only impacted a resident and a partner organization but also serves as a reminder of the importance of our collective efforts. In response, Parks & Recreation and Public Works staff have devised a solution -based plan to protect restoration sites in the future. o Staff hosted a litter clean-up with a Tukwila -based law firm and Allentown residents at Duwamish Hill Preserve. The crew cleaned up 11 large bags of trash in just over an hour, mainly from the shoreline. These efforts support removing plastics and debris from the watershed and Puget Sound. o Friends of the Hill hosted their last spring work party at Duwamish Hill Preserve. Stewards and residents removed young blackberries and found a ground nest of fledglings thriving in the native landscape. Boards, Commissions and Committees We welcome the City Council to encourage community members to apply for vacant Board & Commission positions. • Arts Commission: The next meeting is scheduled for June 26, 2024. VACANT: 1 School District Representative and Student Representative. • Equity & Social Justice Commission: The next meeting is scheduled for June 6, 2024. 1 City Employee position term expires March 31, 2025. 1 Education/Community position term expires March 31, 2025. 2 Community positions terms expire March 31, 2025. No vacancies. • Human Services Advisory Board: The next meeting is scheduled for June 6, 2024. 1 Resident position term expires March 31, 2025. 1 Faith -Based position term expires March 31, 2025. VACANT: 1 Business Community Representative. • Library Advisory Board: The next meeting is scheduled for June 4, 2024. 4 Resident position terms expire March 31, 2025. VACANT: 1 Resident position. • Lodging Tax Advisory Committee: The next meeting is scheduled for June 14, 2024. All positions are 1-year terms. VACANT: 1 Business Collecting Tax Representative • Park Commission: The next meeting is scheduled for June 12, 2024. 3 Community position terms expire March 31, 2025. No vacancies. • Planning Commission: The next meeting is scheduled for June 27, 2024. 1 Vacancy. Iv. Responses to Council/Community Inquiries Date of Inquiry Inquiry Response May 7, 2024 Councilmember Martinez The State budget proviso provides for reimbursement asked for clarification on beginning July 1, 2024. We are working on applying the amount of funds expended on the asylee for federal funds to cover expenses prior to July 1, 2024. Economic development staff spoke with the community member on May 17. The City is unlikely to fulfill his request for free space to provide job training but will provide advice and referrals to other resources. May 20, 2024 A community member complained about a property neighboring Foster Park. DCD staff coordinated a response to complaints about a property neighboring Foster Park that appeared to have an unlicensed business and was hosting large outdoor gatherings on the weekends. The owner and tenant were contacted about the complaints and informed about the code restrictions on the use of residential property. The Fire Department was also notified about the use of unpermitted tents. May 20, 2024 A community member commented about property constraints due to environmental issues. Staff advised that the application for reasonable use exception has expired. An email update was provided on May 21. May 20, 2024 Councilmember Papyan asked if we have the capacity to pursue grant opportunities, based on current staffing. Reports of grants pursued by Parks and DCD were provided to Council via email on May 28. Pursuit of grant funding falls within the responsibility of many staff members, who are usually the subject matter experts best suited to complete applications. May 20, 2024 Councilmember Martinez asked the last time the Small Works Program addressed Allentown and Duwamish neighborhoods. _ A summary of the Annual Small Drainage Projects from 2009-2024 was provided to Council via email on May 28. May 20, 2024 Councilmember Martinez asked about why the doors are welded shut at Bicentennial Park. Closure is due to ongoing issues with transient populations making it difficult to service or maintain restrooms. Staff is looking into long term solutions. An email was sent to Council on May 21.
