Mayor McLeod (on-sile) called the Tukwila City Council meeting to order at 7:03 p.mand led the
audience in the Pledge of Allegiance

Felipe Ayala, Records Program Coordinator, called the roll of the Council. Present at the meeting were
Councilmembers De'Sean Quinn (on -site), Mohamed Abdi (on -site), Tosh Sharp (on -site), Arrnen Papyan
(on -site), Jovita McConnell (on -site), Dennis Martinez (on -site), Hannah Hedrick (on -site).

1, Kathleen Glantz requested support from the city to address disruptive activities of a neighbor that,
are affecting the quality of life of residents in the Foster Park neighborhood.
2, Joe Duffle emphasized the importance of promoting training opportunities for youth. He
corroborated and elaborated on the noise nuisance issues at Joseph Foster Memorial Park,
3, Joseph Ayala referenced the ongoing issues affecting his property on Macadam Road associated
with unfinished city dr inage and critical area designation.

a. A resolution adopting a Surface Water Comprehensive Plan, and Repealing Resolution No.
1807.
Sherry Edquid, Public Works Levee Project Manager, Mike Perfetti, Surface Water Program Manager,
and 'rrista Kobtuskie, Senior Stormwater Planner at Otak, provided an overview of the Surface Water
Progr m. introduced the projects recommended in the 2024 Surface Water Comprehensive Plan
(SWCP), and asked for the final 2024 SWCP to be forwarded to the June 17, 2024, Regular meeting for
adoption.
The Councilmembers asked clarifying questions rega ing project costs and funding, urban forestry,
Tukwila Pond Project, grant opportunities, average diameter of storm drains in Tukwila, and projects that
were not recommended to move forward.
Following a request by Councilrnember Martinez, consensus existed for Public Works to provide a report
to the City Administrator with the most recent small drainage programs enacted in the Duwamish and
Allentown communities.

Hair Ponnekanti, Public Works Director, explainer the heating, ventilation, and air-conditioning (HVAC)
system at the Tukwila Community Center (TCC) has reached its end -of -life and requires replacement.
He provid d an overview of the project and asked for authorization to proceed with Phase i.
Council consensus existed to continue discussion and forgo the 5-minute recemss.
The Councilmember exchanged comments and expressed their support of this item.

a. An update on the 42nd Ave South Bridge replacement projject,
Ada rm1 Cox, Public Works Program Manager, provided an overview of the 42"'o' Ave South Bridge
replacement project and discussed the implications of constructing the detour bridge as well as re Dying
it from the project.
The Counclimermbers exchanged comments and asked questions regarding the strategies to address
safety concerns of Allentown residents, ingresslegress of Allentown, backup plan in the event the 12t
bridge fails, grant revenues, and next steps.

Mayor McLeod announced that recruitment for the Finance Director position is und away and Tony
Cullerton, Deputy Finance Director, has agreed to be the Interim Finance Director. He reported cross -
departmental collaboration is in piece to support the Finance Department.

Councilmember Quinn reported on the South Cities Association's (SCA) Board IMeeting and Puget Soud
Regional Fire Authority (PSRFA) Governance meeting
Councilmember Sharp participated in the South Cities Association (SCA) Public Issues Committee (PIC)
meeting where they discussed the Asylee and Refugee Crisis.
Councilmember McConnell' attended the Puget Sound Regional Fire Authority (PSRFA) Governance
card meeting and Equity and Social Justice Training. She commended Jo Anderson, Inclusion and
Engagement Manager, for facilitating the training.
Councilmember Martinez reported on the Tukwila School Board Meeting, Puget Sound Regional Fire
Authority (PSRFA) Governance Board meeting, and South King Housing and Homelessness Partners
(S K H P ) Meeting.

Councilmember McConnell requested that .the cannabis retail considerations discussions occur sooner
than the time frame recommended by the Planning and Community Development (PCD) Committee
Councilmember IHodrick indicated her miscellaneous item was also regarding cannabis retail
considerations and expressed the same sentiment about discussing this topic sooner.
Majority consensus existed to di c ISS the cannabis retail considerations topic at a NWT
meeting.
Councilmember Martinez expressed concern regarding the inoperable restrooms al Centennial Park and
requested follow-up from staff
