• 2021 IRC R105.1 (as adopted by TMC 16.04.020) Required. Any owner or owner's
authorized agent who intends to construct, enlarge, alter, repair, move, demolish or change the
occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or
replace any electrical, gas, mechanical or plumbing system, the installation of which is regulated by
this code, or to cause any such work to be performed, shall first make application to the building
official and obtain the required permit.
• 2021 IRC R105.1 (as adopted by TMC 16.04.020) Types of inspections. For on -site
construction, from time to time the building official, upon notification from the permit holder or his
agent, shall make or cause to be made any necessary inspections and shall either approve that portion
of the construction as completed or shall notify the permit holder or his or her agent wherein the
same fails to comply with this code.

• 2021 IRC R105.1 (as adopted by TMC 16.04.020) Inspection requests. It shall be the duty of
the permit holder or their agent to notify the building official that such work is ready for inspection. It
shall be the duty of the person requesting any inspections required by this code to provide access to
and means for inspection of such work.
• 2021 IRC R105.1 (as adopted by TMC 16.04.020) Approval required. Work shall not be done
beyond the point indicated in each successive inspection without first obtaining the approval of the
building official. The building official, upon notification, shall make the requested inspections and shall
either indicate the portion of the construction that is satisfactory as completed, or shall notify the
permit holder or an agent of
the permit holder wherein the same fails to comply with this code. Any portions that do not comply
shall be corrected and such portion shall not be covered or concealed until authorized by the building
official.
Observed Conditions:
On May 29, 2024, I observed new siding, new roof, new windows and doors,
and new front deck. At the front of the house, the new front door was in the
middle of the front wall with new windows on either side of this door. Also,
the new deck is elevated and extends the entire width of the house.
Research: Reviewed the City's permit tracking system and I did not find any permits for
the remodel of the house.
I also did not find any permits for electrical, plumbing and gas, or mechanical.
I did find permit D22-0247, Applied for on October 13, 2022 for "Re -roofing
home, with new asphalt architectural asphalt shingles." No Inspections were
performed, and the permit expired on April 12, 2023.
Reviewing Redfin and Zillow real estate web pages, I found the house was
sold on May 3, 2024.
Reviewing King County Recorder's Office, I found a "Notice of Trustee's Sale
of Commercial Loan(s)" from January 10, 2024. This property was purchased
by DWK Investments, LLC, 406 E 66th St, Tacoma, WA 98404. The document
was recorded on January 26, 2024.
Reviewing King County Recorder's Office, I found a "Statutory Warranty
Deed" from May 3, 2024. This property was purchased by Dawson
Investments, LLC, 12005 SE 73'd Place, Newcastle, WA 98056, Dawson
Sumpter.
Revieing Google Street View, May 2018, the front door is located on the far -
left side of the front of the house, one large window, and an elevated deck
that is only half the width of the house.

Reviewing King County Assessor's Office, Localscape / Analytics, June 2, 2023,
the front of the house is the same as the Google Street View, May 2018
photograph.
1. Obtain a Single -Family Residential Remodel and Addition Permit
(see page 8) from the City of Tukwila. To apply for said Permit, new
plans must be submitted due to the remodel of the interior / exterior
of the house. Plans must include, but not limited to the following:
a. Structural engineer reports and plans which include but not
limited to all foundations, all exterior walls and rafters'
structural members; locations where exterior and/or interior
walls have been removed or proposed to be removed, locations
where exterior windows / doors have been removed or
locations where new windows / doors have been installed,
decks, roofs.
b. Architectural plans which show the existing floor plan and the
proposed floor plan which include but are not limited to the
new roof, electrical, plumbing, mechanical, and windows.
2. Obtain additional permits, required by the TMC, related to the remodel
/ addition, including Electrical, Plumbing & Gas, and Mechanical. For
more information, please contact the Department of Community
Development, Permit Center at 206-431-3670 and ask about additional
permit requirements for the house.
3. Pay all applicable permit fees. Construction started before the Building
Permit was approved and issued, therefore an additional fee will be
due before the building permit is issued. Other additional fees will be
required for Electrical, Plumbing and Gas, Mechanical, and any other
required permit(s).
Compliance date to submit complete permit application, plans, and any
other required documents: July 15, 2024

Appeal Instructions
TMC 8.45.110 Appeal to Hearing Examiner
A. The person(s) / business responsible named on this Notice of Violation and Order
issued by the Code Enforcement Officer, pursuant to TMC Section 8.45.070, may
appeal the Notice by requesting such appeal within 10 calendar days after being
served with the Notice pursuant to TMC Section 8.45.070.
File the Appeal with the Tukwila City Clerk a written notice of appeal along with
payment of the $340 appeal fee, containing the following:
1.The Code Enforcement case file number.
2.A brief statement setting forth the names, mailing address(es), and legal interest of each
of the persons appealing this notice and order.
3.A brief statement of the specific order or action protested, together with any supporting
facts.
4. A brief statement of the relief sought, and the reasons why it is claimed that the notice and
order should be reversed, modified, or otherwise set aside.
TMC 8.45.120 Penalties
A. VIOLATIONS OF THE TUKWILA MUNICIPAL CODE:

a. A Notice of Violation and Order shall carry with it a cumulative monetary penalty of $250.00 per
day for each violation from the compliance date until compliance with the Notice of Violation and
Order is achieved.
