HomeMy WebLinkAbout1971-09-27 Special MinutesSeptember 27, 1971 A special meeting of the Tukwila City Council was called to order by Mayor Stan D. Minkler at 8:00 P.M. Council members present were: D. R. Gardner, J. R. Johanson, G. D. Hill, A. G. Radford and J. D. Sterling. The purpose of the special meeting was to hold a Public Hearing on an appeal to a Planning Commission decision on a request for rezone of certain property located be- tween 51st and 53rd on Southcenter Boulevard. Mayor Minkler opened the Public Hearing. He read a letter from the Planning Commis- sion wherein they recommended denial of the rezone request. LeRoy Bowen, industrial real estate broker, explained the purpose of the rezone request. He has purchased this land as an investment and now wants to sell the property. He has potential buyers at this time. Site A 42,000 feet. The back half is higher so he felt that portion should remain RMH. The front 24,000 feet should be rezoned C -1. He has a potential buyer for a service station on this site. Site B- 10,000 sq. ft. He has a potential buyer for a 7 -11 store on this site. Site C 7,000 sq. ft. This property is owned by Mr. Cheney and a lock smith shop is proposed on this site. Mr. Bowen stated C -1 zoning should be sufficient on all sites. Mr. Bowen stated there would be no ingress and egress problem on right turns off Southcenter Boulevard and left turns could be made at the intersection. Mayor Minkler instructed the Council they must act on the original request as pre- sented to the Planning Commission. Since the original request has been changed, the matter will have to be returned to the Planning Commission for further consideration. Mr. Harrison, Chairman of the Planning Commission, also stated this is a revised proposal and must be referred back to the Planning Commission unless the Council concurs with the Planning Commission on the original request as presented. Mr. Harrison further requested that in the event the matter is referred back to the Planning Commission, the Council set forth any conculsions they have reached in their deliberations. Mr. Bowen stated he feels the property under consideration is more commercial oriented as it is near a major interchange. He stated there would be no additional traffic congestion and the property has good access and egress. Mr. Bowen also stated there is a need in the area for more business zoning. His plan would be a redevelopment of a blighted area and would bring new dollars into the County and City area. Mrs. Stuart Naylor, 15425 53rd Avenue South stated she felt there was need for a service station in the area and she was very much in favor of the request. Mr. D. J. Cheney, 15005 51st Avenue South, owner of Site C wants to locate his North Safe Company in the area. He stated he feels a service station is needed in the area due to the amount of people who come to his door inquiring for the nearest station for emergency service. He further stated there is a need for a store in the area. Mr. Harrison, Chairman of the Planning Commission stated the Planning Commission had considered the access to the property. It would require a left turn lane on to 52nd Avenue South. It was his personal opinion it would not be illogical for this land to be commercial next to RMH zoning. He has some question as to plans of a ramp from 52nd to 51st. This would cause problems on 51st as visibility already is not good. There should be no increase in traffic on 51st. There is supposed to be a filling station on 154th, east of this site. There is RMH property adjacent, so if land is developed with the proper screening and proper signing it would not be a detriment to the adjacent property. In this case there was no indication a Property Use and Development Agreement would be accept- able. Council should give some consideration to additional details of development in addition to just zoning. September 27, 1971 Page 2 Mr. Hill questioned if Mr. Bowen planned to develop this himself. Mr. Bowen replied yes. Mr. Phil Nunan, 1520$ 52nd Avenue South. Stated there is a need for a phone in the area but not a gas station. The City of Tukwila should zone all property in the area and then regulate the development. As the value of land increases the taxes will increase. He is very much opposed to the rezone. Fred Henege, 5131 South 151st. Stated a gas station is not needed in the area and deffinately do not need more traffic. There is already a grocery 2 to one mile away. A lock smith shop would offer no problem but the road is not set up for business in the area. No business is needed at present time unless road is widened in the area to take care of traffic. Mrs. McLennan, 15235 52nd Avenue South. State she objects to the rezone. Gas station access from one direction on 154th would just allow traffic going up the hill. Left turns would use her drive to turn around. Objects to additional noise and doesn't think they need a grocery store. Byron Sneva, Tukwila Planning Commission member. The only new piece of information introduced tonite is that the property across is zoned C -2. Why do we need another C -2 zone in the area. Marvin Boys, Southcenter Corporation. Stated he has a great concern about development along South 154th. After seeing the excavation along 154th, he feels the Council should be very careful about the vagueness of applicants as to development of the area and their plans. Mayor Minkler asked Mr. Bowen if he would agree to very restrictive zoning agreements. Mr. Bowen replied that there was a good chance he would. Mrs. McLennan Before this area was taken into Tukwila the original property owners asked for rezone for the same purpose. King County denied rezone at that time due to bridge crossing. Area not suitable for service station. Mr. Hill made a motion the Public Hearing be closed. Motion seconded by Mr. Johanson and carried. Mayor Minkler instructed the council that this matter must be sent back to the Planning Commission. The Council is to hold a work session and summarize their opinions for Planning Commission consideration; Particularly as to necessity of a signed agreement. Each councilman was instructed to put together their opinions for submission to the Planning Commission for their reconsideration. There being no further business the meeting adjourned.
