The regular meeting of the Tukwila City Council was called to order by Mayor Stan D.
Minkler at 8:00 p.m. Councilmen present were: R.A. Bowen, D.R. Gardner, J.R. Johanson,
G.D. Hill, A. G. Radford, J. D. Sterling and S. R. Savisky.
The minutes of the previous meeting were approved.
APPROVAL OF CLAIMS
Mr. Bowen made a motion claims approved by the Finance Committee be paid with warrants
drawn in their respective amounts. Motion seconded by Mr. Gardner and carried. Follow—
ing the claims: Claims Fund Warrants No. 1050 through 1107 in the amount of $18,251.01,
Urban Arterial Warrants No. 295 through 298 in the amount of $148,743.68, Water —Sewer
Construction Warrants No. 1116 through 1118 in the amount of $8,900.96 and Building Fund
Warrants No. 26 through 28 in the amount of $3,701.33.
BID INTERCEPTOR SEWER LINE
Mr. Stack of Hill, Ingman, Chase and Co. reported five bids had been received on the con—
struction of the interceptor sewer line. The low bid was from Frank Coluccio Co. in the
amount of $128,899.80. It was the recommendation of Hill, Ingman,Chase and Co. the City
accept the low bid.
Mr. Stack reported EPA wants a little longer time to study the project before final
decision is made.
Mr. Gardner made a motion the contract be awarded to Frank Cauccio in the amount of
$128,899.80 subject to EPA approval. Motion seconded by Mr. Sterling and carried.
Mr. Stack reported the designs are about completed for the lift station. They must be
submitted to EPA for approval. They should be ready to go to bid in two to three weeks.
PUBLIC NUISANCE 14210 56th Avenue South
A letter was received from property owners adjacent to the residence at 14210 56th
Avenue South requesting action in cleaning up the unsanitary conditions of the property.
Mr. Gordon Hall reported he had contacted the King County Health Department regarding
the matter. An inspection has been made and the property was posted on September 28,1971.
Fire Marshall Hubert Crawley had also inspected the premises and found the house to be
in violation of the Uniform Building Code, Volume IV, "Hazardous Buildings
Mr. Hodge reported he had sent a letter to the property over asking him to clean up the
premises. Mr. Hodge explained the City could file action in the Renton Justice Court or
adopt a resolution to abate the nuisance.
Mr. Gardner made a motion the attorney be instructed to draft a resolution for abatement
of the nuisance and have it ready for the next Council meeting. Motion seconded by Mr.
Johanson and carried.
The clerk was instructed to prepare a letter stating the City is pursuing the matter and
forward it to those concerned.
PUBLIC NUISANCE 14209 58th Avenue South 7
Mr. Zepp reported the City Crew has cleaned up the debris at 14209 58th Avenue South
and have documented the cost of removal for billing to the property owner. If the bill
has not been paid within two weeks, the City will file a lien against the property.
The owner has assured the City the machinery parked on the property will be moved.
Mr. Hill made a motion the Council set a date of October 7th at the close of the day's
business and if the machinery has not been removed by that time, a complaint is to be
filed in Renton Justice Court. Motion seconded by Mr. Johanson and carried.
RETIREMENT EXTENSION FRANK W. ZEPP
A letter was received from Statewide City Employees' Retirement System informing the City
Frank W. Zepp would reach his extended retirement date December 1, 1971 unless the date
was extended by motion of the Council.
Mr. Bowen made a motion to extend the retirement date to March 1, 1972. Motion seconded
by Mr. Gardner and carried.

PERMANENT APPOINTMENT FIREMAN HOEL 6-
A letter was received from Fire Chief Victor Boulanger requesting the permanent appoint-
ment of Fireman Jim Hoel who has completed his six months probationary period. Mayor
Minkler administered the oath of obligation to Fireman Hoel.
SEWAGE DISPOSAL D
Mr. Hall reported the King County Health Department representative has requested the City
adopt by reference, the up -dated County ordinance regulating septic tanks.
Mr. Hofler of the King County Health Department explained the major change in the new
County ordinance is an up- dating of the fee schedule. Mr. Gardner requested this be
further studied by his committee with a recommendation given at the October 18th meeting.
PACIFIC NORTHWEST BELL SUIT
Mr. Hodge reported the City of Tukwila has been served with a summons by Pacific North-
west Bell on an amended complaint by the Telephone Company against Mr. Todd. He read
a letter setting forth details of the action to date on this case. A copy of said letter
was submitted for City files.
BUILDING PERMIT REPORT
Mr. Zepp reported four permits had been issued during the month of August with a valu-
ation of $8,200 and permit fees of 62.00.
STREET PROJECT
It was reported the street project is nearing completion and should be finished the
middle of October.
MANPOWER PERSONNEL
Mr. Hall reported approval is forthcoming on the requested two positions under Phase I
of this program. This to be a custodian and an assistant mechanic.
LANDSCAPING
Mr. Hill expressed his gratitude for the excellent landscaping project around City Hall
recently done by the City crew. The Mayor and Council concurred.
WITHDRAWAL SOCIAL SECURITY
Mr. Sterling reported the study session on the Social Security withdrawal question
would be held Tuesday, October 12th at 7:30.
INTERUM FINANCING WATER -SEWER CONSTRUCTION 1)II'
Mrs. Harris reported she has obtained an offer from the Seattle First National Bank
to finance the interum warrants on the Water -Sewer Construction project up to $300,000.00
for six months at 4
Mr. Bowen made a motion the Council accept the offer of Seattle First National Bank for
up to $300,000.00 interum financing at 4% interest. Motion seconded by Mr. Sterling
and carried.
SIGHT OBSTRUCTIONS STREETS
Mr. Mettler reported a problem of impaired sight distance caused by a hedge at 58th and
142nd Avenue. Mr. Hill was asked to review this with the street committee and report
back to the Council. Other problem areas were also discussed.
JUNK YARD IMPOUNDMENT YARD
Mr. Traynor reported there is a junk yard near Clark Fork Lift in violation of the
zoning code. Mr. Zepp reported this is a storage yard for impounded vehicles. Mr.
Zepp and the Police Chief were asked to investigate and report back to the Council.
There being no further business the meeting adjourned at 9 :25 p.m.
