The regular meeting of the Council was called to order by Mayor Stan D. Minkler at
5:00 p.m. Council members present were: R. A. Bowen, D. R. Gardner, J. R. Johanson,
G. D. Hill, A. G. Radford and J. D. Sterling.
Mr. Johanson made a motion the absence of Councilman Savisky be excused. Motion
seconded by Mr. Sterling and carried.
Minutes of the previous meeting were approved.
APPROVAL OF CURRENT CLAIMS
Mr. Bowen made a motion claims approved by the Finance Committee be paid with warrants
drawn in their respective amounts. Motion seconded by Mr. Gardner and carried.
Following the claims: Claims Fund Warrants No. 1149 through 1200 in the amount of
$$,605.$6, Urban Arterial Warrants No. 299 through 302 in the amount of $11,650.51,
Water —Sewer Construction Warrants No. 1119 through 1120 in the amount of $6,769.61
and Building Fund Warrants No. 29 through 32 in the amount of $3,191.19.
STORM SEWER, SNAITARY SEWER AND STREET EXTENSIONS SAMMAMISH COMMERCIAL
Mr. Hodge reported it is necessary to extend the Sammamish Commercial Developers Agree—
ment to cover this project and an agreement with M. A. Segale to participate in the
extension of the sanitary sewers is also needed. When these agreements have been com—
pleted the work may proceed.
Mayor Minkler asked if the members of the Council were in agreement that the work could
proceed when the agreements have been signed. It was the consensus of the Council that
just as soon as the necessary agreements are signed the job can proceed.
PUBLIC NUISANCES
Mr. Hodge reported there has been no voluntary compliance with the requests for abate—
ment of the public nuisances on the property on 55th and on 56th. Both property owners
will be brought to court in late November or early December.
PARTICIPATION IN METRO TRANSIT STUDY.
Discussion was held on the question of participation in the Metro Transit Study on the
Transit Plan to be submitted to the voters in May.
Mr. Johanson made a motion the City of Tukwila agree to participate in this study to
the extent of $1,000. Motion seconded by Mr. Bowen and carried.
TRANSIT SUBSIDY WITH KING COUNTY
The proposed agreement for the City of Tukwila to participate in the cost of Metropolitan
Transit Service in the area was discussed. Mayor Minkler reported at this time the
Cities of Auburn and Kent have turned down the proposal and the County has offered an
alternate plan for service to the City of Tukwila.
Mr. Hall reported this is one of six routes the King County Council has authorized to
be operated under county sponsorship through May 1972. The proposed cost for the
Month of October is $365. The cost will increase on a gradual scale to $440 in May of
1972. The contract terminates at that date.
If the cities of Kent and Auburn reverse their decision and vote to participate in the
proposed system, the existing service in the valley will be maintained. However, if they
do not participate, an alternate plan will be available for the City of Tukwila. This
would be a bus run during the moi.ng and evening rush hours between Tukwila and Seattle.
During the day there would be a feeder bus to Renton to connect with their Seattle
bus run and possible a run through the residential area to Southcenter and Renton.
The service would be examined each month to keep the service up to date.
Correspondence was received from Mr. H. Scoons questioning the advisibility of partici—
pation in this proposed plan.
Members of the audience participated in the discussion that followed.
Several members of the audience expressed the need for continued hus service.

Mr. Hill made a motion that Tukwila execute a transportation contract through June 1,
1972 with King County to provide bus service to Tukwila which provides peak area and
time service along Interurban, or a superior route to be agreed upon by the Citr Council
of Tukwila at a cost not to exceed $445.00 per month. Motion seconded by Mr. Johanson
and carried.
PUBLIC HEARING ON ADOPTION OF 1972 BUDGET
Mr. Bowen made a motion a Public Hearing be held December 1, 1971 at 5:00 at the City
Hall for the purpose of considering the proposed 1972 budget. Motion seconded by
Mr. Gardner and carried.
Mayor Minkler presented his budget message to the Council.
RESOLUTION NO. 271 CONVEYING APPRECIATION TO M. A. SEGALE, INC.
A proposed resolution expressing the appreciation of the City of Tukwila to M. A. Seale,
Inc. for the use of trailer facilities for temporary Police Department headquarters
for the past year was introduced. Mr. Hill made a motion the proposed resolution be
read for adoption. Motion seconded by Mr. Stealing and carried. This being
Resolution No. 271.
RESOLUTION NO. 272 CONVEYING APPRECIATION TO SOUTHCENTER CORPORATION
A proposed resolution expressing the appreciation of the City of Tukwila to the
Southcenter Corporation for the use of trailer facilities for temporary Fire Depart—
ment headquarters for the past year was introduced. Mr. Bowen made a motion the pro—
posed resolution be read for adoption. Motion seconded by Mr. Johanson and carried.
SHORELINE MANAGEMENT ACT
Mayor Minkler read a letter from the Department of Ecology enclosing a Public Notice
on the Shoreline Management Act of 1971. There will be a special public hearing
November 5, in Olympia t� discuss administrative procedure for local governments to
follow in accepting an application for substantial developments on the state's shore—
line area. All interested persons are encouraged to attend.
SUBCOMMITTEE ON FISCAL PROGRAMMING POLICY
Mayor Minkler read an announcement from Representative Duane L. Berentson, Chairman
of the Subcommittee on Fiscal Programming Policy. There will be a meeting to discuss
the effect of use of highway —user taxes for public transportation, Thursday, November
4, 1971 at the Doubletree Inn in Southcenter.
SOCIAL SECURITY WORKSHOP
Announcement of a workshop on Social Security was made for Monday, November 5th.
WRECKING STORAGE YARDS
A report was made on the complaint received concerning the wrecking or storage yard.
Mr. Zepp and Mr. Johanson reported the yard in question was located within a M -1 zone.
Under M -1 zoning ordinance the yard in question is a storage yarn for impounded or
wrecked equipment pending the outcome of investigations and insurance. This is not a
violation of Tukwila Municipal Code Section 15.40.010, item 39 with the exception of
the fact the ordinance calls for an 5 foot fence and Mr. Johanson was not sure the
fence was 5 feet.
REQUEST FOR A SPECIAL HUNTING PERMIT
Mr. Vander Corley was present and spoke to the Council in regard to a special permit
for hunting in an area on the Southeasterly edge of Tukwila.
Much discussion followed and Chief Sheets was instructed to contact the City of Renton
to ascertain their position in regard to special hunting permits in the adjacent area
and report back to the Council.
BUILDING PERMIT REPORT
Mr. Zepp reported two building permits had been issued during the month of October
with a valuation of $21,550 and permit fees of $57.00.
TRAFFIC SAFETY
Mr. Hill reported he had no recommendation at this time in regard to the 3 —way stop
at 1!7th and 57th Avenue South. This to be studied further.
The Police Department was requested to police South 144th for speeders and drivers
running the stop sign at 58th Avenue South.
There being no further business, the meeting adjourned at 9:50 P.M.
