Since 2019, the subscription has been renewed on an annual basis with the total annual costs split into monthly payments. The Police Department would like to subscribe to additional modules available within the VCC increasing the total annual subscription cost from $16,336.40 to $20,400. Per the proposed contract, the annual subscription cost will increase 4% per year after the initial 12-month term. BACKGROUND In 2016, the Police Department contracted with Spillman Technologies to replace Justice, the aging records management system (RMS) that had been in use for more than 20 years. Modules of the Spillman RMS included software developed by BAIR Analytics. BAIR Analytics was purchased by LexisNexis Risk Solutions, and Spillman Technologies was purchased by Motorola Solutions. Eventually the modules developed by BAIR Analytics were removed from the Spillman RMS. To maintain the capabilities offered by the module and additional analytic capabilities, the PD subscribed to the LexisNexis VCC offering in 2019. Due to the continued and increasing demand of electronic device analytic capabilities during investigations, solutions to meet the demand were sought. One of the solutions found, TraX and Virtual Pen Register, is offered by LexisNexis Risk Solutions as a module to their VCC. A second option evaluated, offered by PENLiNK, provides capabilities similar to TraX and Virtual Pen Register, however the annual cost is substantially more ($18,7701 for the 1 St year and $14,275.43 for following years) TraX and Virtual Pen Register technology can quickly find and track cell phones and other mobile devices in real time. This is used during investigations when a judge has approved a search warrant for specific information. This tracking is crucial for locating suspects and their devices involved in serious crimes. TraX and Virtual Pen Register will provide the Police Department with vital investigative tools which will aid in the investigation and prosecution of the most serious crimes. FINANCIAL IMPACT The current contract signed in 2019 with LexisNexis Risk Solutions for the Accurint VCC product suite was in the base amount of $12,800 annually, with a 5% annual increase, leading to the current annual cost of $16,336.40 inclusive of fees. The addition of TraX and Virtual Pen register is $4,063.60, increasing the annual cost of VCC to $20,400 with a 4% annual increase after the initial 12-month term. Assuming this request is approved, and the Police Department continues to renew the contract with LexisNexis Risk Solutions over the next 5 years, the total cost to City will be $110,492.99 vs. the current anticipated expenditure of $90,268.93. The LN Services herein shall be provided by LexisNexis Risk Solutions FL Inc. ("LN"). Customer acknowledges that the services provided under this Schedule A are non-FCRA services and are not "consumer reports" within the meaning of the FCRA and Customer agrees not to use such reports in any manner that would cause them to be characterized as "consumer reports". 1. SCHEDULE A TERM The term of this Schedule A will be 12 months beginning April 1, 2019 (the "Initial Term"). Following the Initial Term, this Schedule A shall automatically renew for additional periods of twelve (12) months (each one, a "Renewal Term"), unless written notice of termination is provided to either party at least sixty (60) days prior to the expiration of the Initial Term or any Renewal Term. If an account is activated after the first day of a calendar month, charges will not be pro -rated. 2. ACCURINT VIRTUAL CRIME CENTER FEES 2.1 Subscription Fees: Beginning on the effective date hereof, each 12-month period ("Year") Customer shall pay to LN $12,800.00 ("AVCC Annual Subscription Fee" ), to be invoiced in equal monthly installments, in exchange for unlimited use of Accurint Crime Analysis, Accurint for Law Enforcement Plus (as further described in Section 2.3) and Accurint for Law Enforcement Mobile. 2.2 Accurint for Law Enforcement Plus Premium Features: Email Search, Real Time Phones, Real Time MVR and Virtual Identity Search & Report, including when these features are report components. 2.3 Accurint for Law Enforcement Plus Subscription: All of the searches and reports included in the attached Price Schedules are referred to as the "Features". For purposes of the Agreement and this Schedule A, all applicable LexisNexis Risk Solutions entities shall be individually and collectively referred to as "LN". Customer acknowledges that the services provided under this Schedule A are non-FCRA services. 1. SCHEDULE A TERM The term of this Schedule A will be 12 months beginning July 1, 2024 (the "Initial Term").
