City Council was called to order by
Councilmen present were: R. A. Bowen,
Johanson, G. D. Hill and J. D.
The purpose of the special meeting was to hold a Public Hearing on the
Proposed 1972 Budget.
Mayor Minkler opened the Public Hearing. He stated he was submitting his
preliminary budget to the Council and the public. He reported he under-
stood the Council had held two public work meetings on the preliminary
budget and have proposed considerable changes. He stated he would not
contest the changes but does not agree with them and cautioned that
legality in certain instances should be watched.
The clerk explained the effect of the changes proposed by Council work
sessions. The budget itself can be balanced but it is difficult to
balance the finds within the budget, since the council changes resulted
in the creation of another position in the Current Expense Fund Budget.
Much general discussion followed primarily concerning apportionate of
certain salaries throughout the budget, a proposal to fund certain
positions with Public Enployment Program Funds and the proposal to give
a $276.00 per year across the board pay increase for all employees.
The Citizens present were invited to participate in the discussion along
with members of the Council. There being no objections raised to the
budget as amended, the Public Hearing was closed.
Mr. Hill made a motion the Council approve the preliminary budget as
amended by deleting the position of Planning Secretary in the amount of
$5,400 and the $3,000 in legal fees in the Planning Department Budget;
grant a $276.00 per year across the board raise to all employees with any
deficit to be appropriated from the Contingency Fund. Motion seconded by
Mr. Johanson and carried.
The meeting adjourned at 9:30 P. M.
