SHORELINE RESTORATION + DUWAMISH HILL PRESERVE PHASE 3 Due Friday, August 30, 2024, by 5:00 p.m. (Pacific Daylight Time) The City of Tukwila ("City") is soliciting proposals from qualified consulting firms for planning, engineering and design services. This RFP is for site investigations, site analysis and preliminary design for two separate and distinct City of Tukwila capital improvement shoreline restoration projects. This Request for Proposals (RFP) is not a competitive bid based on price only. The RFP allows the City to select the consultant(s) which, in its sole discretion, best meets the needs of the City, taking into consideration price, qualifications, and service capabilities and other factors relevant to the City's policies, programs, resources, and budget. The successful consultant(s) ("Proposer") will contract with the City as an independent contractor and shall not be entitled to City benefits. The consultant(s) will be responsible for the performance of all of the obligations under the contract in conformance with state and federal law. The work is expected to commence in the fall of 2024. Published Seattle Times — August 8, 2024, and August 15, 2024 Published Daily Journal of Commerce — August 8, 2024, and August 15, 2024 REQUEST FOR PROPOSALS S 104th St. Shoreline Restoration + Duwamish Hill Preserve Phase 3 PROFESSIONAL DESIGN, PLANNING AND ENGINEERING SERVICES PROJECT DESCRIPTION: This RFP is for site investigations, site analysis and preliminary design for two separate and distinct City of Tukwila capital improvement projects: • S. 104th St. Shoreline Restoration Project • Duwamish Hill Preserve Phase 3 The two projects are similar in that they are both shoreline restoration projects located along the right bank of the Duwamish River and involve consideration of local roads and utilities within the shoreline area. No site investigations or design work has been completed for either project site. Given these similarities, the City estimates that the expertise needed to provide the requested services for these two projects is similar and is opting to issue a single RFP for both projects. S. 104th Street Shoreline Restoration Project: The purpose of this project is to improve shoreline conditions along approximately 1,000 lineal feet of Duwamish River shoreline. The riverbank is located on an outside bend in the river and is lightly vegetated with mostly non-native low level vegetation and armored with angular material. S. 104th Street is a short, local connector road that provides access to the backside of three private commercial properties and redundant roadway access between East Marginal Way South, the three properties, a downstream Boeing property, and the currently closed and privately owned bridge (Boeing) across the Duwamish River. The road is exceptionally close to the river with jersey barriers separating the road and steep riverbank. This project was initially identified in the 2003 City of Tukwila Surface Water Comprehensive Plan and is admitted into the 2021 Update to the WRIA 9 Salmon Habitat Plan. City staff have had discussions about potentially vacating or abandoning the road, and the WRIA 9 Salmon Habitat Plan entry contemplates utilizing additional properties to a create a more substantial off -channel habitat project. The property owners have not been contacted and stakeholder outreach has not been conducted. 2IPage Duwamish Hill Preserve Phase 3: The purpose of this project is to improve shoreline conditions along approximately 700 lineal feet of Duwamish River right bank shoreline. Duwamish Hill Preserve is a roughly 10-acre city park and nature preserve. The park has been owned and managed by the city for approximately 25 years, following land acquisition led by Forterra. At that time, the city commissioned a park master plan, and has since worked to build out trails, gathering places and planting as identified in the plan. The remaining piece of the masterplan is the shoreline setback component of the project, Phase 3. The City and Forterra recently acquired two small parcels of land along S 115' St, expanding the park footprint per the master plan. S 115th St, a local arterial and critical community connector, runs through the shoreline area, separating the park from the Duwamish River. The space between the road and the river is an unimproved, mostly dirt and gravel area used for informal parking and occasionally as a location for illegal dumping. This project was initially identified in the 2003 City of Tukwila Surface Water Comprehensive Plan and appears in the WRIA 9 2021 Salmon Habitat Plan Update. While a road setback is envisioned in the master plan, the ultimately selected design may differ depending on a variety of factors, including affordability, that will be analyzed as part of this work. CONSULTANT SCOPE Staff envisions that the selected consultant's scope of work may include the following tasks for both project sites. Scope may vary between sites and be negotiated with the selected consultant: • Develop base mapping utilizing available data and survey by consultant. • Develop preliminary hydraulic and hydrologic data • Develop a preliminary geotechnical report • Analysis of existing road and infrastructure, conditions and ownership • Stakeholder outreach — affected property owners, utilities, agencies, etc. • Facilitate and attend project and stakeholder meetings • Produce a basis of design report describing project challenges, constraints, opportunities and risk factors among other things to help decision -making • Develop up to three conceptual design alternatives and cost estimates • Develop a tool to evaluate the alternatives • Identify additional work needed SUBMITTAL REQUIREMENTS Submittals will be evaluated and ranked based on the following criteria listed in order of importance: 1) Relevant project experience of key personnel; 2) Project understanding and project approach; 3) Ability to manage complex multi -disciplinary projects with stakeholder involvement; 4) Ability to proactively keep projects on schedule and within budget; 5) Personnel availability including a personnel schedule 3IPage for each key team member; 6) Firm's experience with similar projects. Please include references for 3 relevant projects. Submittals should be limited to 20 pages, excluding resumes and any supporting information, and should include the following information: firm name; phone numbers; name and e-mail address for the primary contact; specific staff and disciplines to be assigned to the project; similar project experience examples. Similar information shall be provided for any sub -consultants. Consultant selection will be based on RFP scoring by staff of the six criteria, references, and outcomes of potential interviews, if applicable, on a date to be determined. The City reserves the right to reject all proposals or waive any informalities in the proposals and make the award deemed to be in the best interest of the City. The City of Tukwila hereby notifies all prospective consultant firms that it will affirmatively ensure that in any contracts entered pursuant to this contract, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. 4IPage
