Tukwila City Council Comm Hybrid Meeting (On -site and Virtual) M Fee of the Whole Meeting July 22„ 2024 7:00 P.M. COMMITTEE OF THE WHOLE CALL TO ORDER/PLEDGE OF ALLEGIIANCIE. Council President Abdi called the Tukwila City Council meeting to order at 7:©'O p.m. and led the audience in the Pledge of Allegiance. OFFICIALS Present at the meeting were Council President Mohamed Abdi (on -site); Councilmembers De'Sean Quinn (on -site), Tosh Sharp (on -suite)„ Armen Papyan (on -site), Jovita IMcConneill (on -site)„ and Dennis Martinez (on -site). Counculmember Hedrick was not in attendance. CITY OFFICIALS Thomas McLeod, Mayor, (Marty Wne, City Administrator; Pete Mayer, Deputy City Administrator/Parks and Recreation Director/Acting Public' Works Director; Nora Gierloff, Community Development Director; Isaac Gloor, Associate Planner; Tony Culllerton Interim Finance Director, (Eric Dreyer, Police Chief; IEnc Lund, Deputy Police Chief; Colleen (Minion, Solid Waste Analyst; Laurel Humphrey, Legislative Analyst; Andy Youn„ City Clerk; (Melissa (McCormick, Deputy City Clerk. LAND ACKNOWLEDGEMENT Council President Abdi stated 'The City of Tukwila is located on the ancestral lands o'f the Coast Saliish people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past, present and emerging." PUBLIC COMMENTS 1 Robert Neuffer expressed concern regarding recent customer service and delayed response times provided by first responders. 2. Greg Sherlock referenced complaints made to the City regarding a noise issue with Sabey Data Center, records he has received from the City, and indicated he is submitting a new public records request. 3. Jan Bolerjack urged the Council to support tiny home villages and shared stories from residents. 4. Joe Duffie congratulated Marty Wine, City Administrator, and suggested the Council hold meetings regarding items of high community interest. ,Jon Grant, Chief Strategy Officer of LIHI (Low -Income Housing Institute), spoke in favor of the draft ordinance establishing Tiny Horne Village regulations and requested the Council consiider expanding the number of tiny home units in a village to 45. 6. Marta Kidane, Community Engagement Manager of (LIHI„ outlined the operations and services provided at Tiny Home Villages and invited the Council to tour the Henderson Tiny House Village. Ali Abdulla, Director of the African Youth Sports Academy, requested more City and Police Department engagement with the African community and youth. July 22„ 2024 Page 2 of 3 PRESENTATIONS Alissa Campbell, Government & Community Relations Manager, Recology, provided a IMIcl-Year Update, highlighting customer service and operations metrics, outreach, and upcoming events. The Councilmembers asked clarifying questions and offered comments regarding customer service, composting, garbage pickups, rates and discounts, and Recology's retail store SPECIAL ISSUES a. An ordinance updating Accessory Dwelling Unit (ADU) regulations Isaac Gloor, Associate Planner, explained the proposed code amendments for Accessory Dwelling Units (ADUs) consistent with State requirements. He explained the amendment would permit ADUs in all zoning districts that permit single family homes and would correct errors in the Tukwila Municipal Code 8:20 pm. Councilmember Papyan exited the Council Chambers, 8:22 pm, Councilmember Papyan returned to the Council Chambers, CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE SPECIAL MEETING CONSENT AGENDA DIRECTLY FOLLOWING THIS MEETING. 8:25 p.m 8:30 p.m. Council President Abdi calledfor a 5-minute recess,, Council President Abdi resumed the meeting b. An ordinance establishing Tiny Home Village regulations Nora Gierlioff, Director of Community Development, presented a proposal to enact specific regulations for Tiny Home Villages (THVs) consistent with the City's approach to other forms of emergency housing. The draft ordinance establishes a residential model where clients are screened, admitted, and assigned a space for the duration of their stay. Services such as laundry, hygiene, meals, case management, and social programs, would be limited to residents. The Councilmembers asked clarifying questions and offered comments including balancing the needs of the community, opportunities for other jurisdictions to develop THVs, the MOA (Mernorandum of Agreernent) that would be required, calls for service, and the need to establish operating rules for THVs. CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING. REPORTS a. Mayor Mayor McLeod reported Governor Jay Inslee recognized the Washington Conservation Corps and Green Tukwila Partnership for the work being done at Tukwila Park, He participated in the launch of the King County Extreme Heat Mitigation Plan, b. City Council Councilmember Quinn attended a Puget Sound Fire Governance Board meeting, Councilmember Sharp participated in a Sound Cities Association Public Issues Committee (PIC) meeting where they discussed solid waste rates, nuclear radiation, and regional alignment on asylum seekers. Tukwila City Council Committee of the Whole Minutes July 22, 2024 Page 3 of 3 Councilnnember Papyan attended a Kong County -Cities Climate Collaborationmeeting where Tukwila advocated for greater tree canopy and Irnore robust public transportation, He spoke at the Seattle Southsode Leadership Conference that was well attended, Councilmernber McConnell participated in a Puget Sound Fire Citizens' Advisory Planning Committee meeting and the King County -Cities Climate Collaboration' meeting, 1Councilmember Martinez attended a South County Area Transportation Board meeting, the Boeing Access Road Station Project open house held by Sound -Transit at the Tukwila Community Center, and a Puget Sound Fire Governance Board meeting, He reported Tukwila resident Kathleen Johnson was recently appointed to the Puget Sound Fire Citizens° Advisory Planning Committee, He shared Fourth of July call run statistics from Puget Sound Fire which showed fewer responses than last year. Council President Abdi wished Laurel Humphrey, Legislative Analyst, a belated Happy Birthday and spoke on the value she brings to the City. He thanked staff in the Clerk's Office for their work, c. Staff Marty Wine, City Administrator, introduced Melissa McCormick, the City's new Deputy City Clerk — Legislative, She shared Karras Consulting has begun recruiting for the Finance Director, Puget Sound Fire has been asked to provide a briefing on Fourth of July preparations, MISCELLANEOUS Councilmember Sharp expressed concern regarding safety at Westfield Southeenter Mal V and emphasized the Council has responsibility for ensuring adequate public safety staffing at the mall, In response to a question from Councilmember Martinez regarding an earlier public comment, Police Chief Eric Dreyer shared information regarding the address in question and indicated he would fallow up. ADJOURNMENT 913 P.M. COUNCIL PRESIDENT ABDI DECLARED THE COMMITTEE OF THE WHOLE MEETNG ADJOURNED.
