HomeMy WebLinkAbout2024-08-05 Regular MinutesTukwila City Council Hybrid Meeting (On -site and Virtual) MINUTES REGULAR MEETING Regular Meeting August 5, 2024— 7:00 p.m. May r McLeod called the Regular Meeting of the Tukwila City Council to order at 700 p.m, and led the audience in the Pledge of Allegiance, Andy Youn, City Clerk, called the roll of the Council. Present at the meeting were Councilmembers De'Sean Quinn (virtual)„ Mohamed Abdi (on -site), Tosh Sharp (on -site), Armen Papyan (virtual), Jovita McConnell (on -site), Dennis Martinez (virtual)„ Hannah Hedrick (on -site). LAND ACKNOWLEDGEMENT Councilmember McConnell stated The City of Tukwila is located on the ancestral lands of the Coast Sailfish people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past, present and emerging," CITY OFFICIALS Thomas McLeod, Mayor; Marty Wine, City Administrator; Pete Mayer, Deputy City Administrator/Parks and Recreation Director/Acting Public Works Director; Derek Speck, Economic Development Administrator; Tony Cullerton, interim Finance Director, Brandon Miles, Director of Strategic initiatives and Government Relations; Eric Dreyer, Police Chief; Eric Lund, Deputy Police Chief; Joel Bush, Chief Technology Officer; Laurel Humphrey, Legislative Analyst; Andy Youn, City Clerk; Jennifer Marshall, Deputy City Clerk. PUBLIC COMMENTS Due to the number of individuals signed up to speak, Mayor McLeod asked for consensus to reduce the time per speaker to 3 minutes each. Consensus exist . 1. Henry Heymir spoke on the benefits and importance of tiny homes. 2. Sharon Lee, Executive Director of Low Income Housing Institute (LIHI), outlined how Tiny IHome Villages are operated and their benefits, and urged the Council to Increase the number of units from 30 to 45. 3, Robert Guerrero spoke through an interpreter and shared his experiences as an asylum seeker. 4. Peter Kuel requested the Council consider increasing the number of units in Tiny Home Villages, 5, Armando Nganda spoke through an interpreter and shared his experience as an asylum seeker. He urged the Council to increase the number of units, 6, Tye Whitfield outlined the need for additional units in Tiny Horne Villages. 7. Kalaki Francisco spoke on his experience transitioning from a tent Council to increase the number of units in Tiny Home Villages. 110 a tiny home, and urged the, Tukwila City Council Regular Meeting Minutes August 5, 2024 Page 2 of 4 & Aaron Caito-Poe, Program Manager with the Recovery Navigator Program of King County, shared the benefits of Tiny Home Villages and requested the Council keep the number of units at 45, 9. Marta Kidane, Community Engagement Manager with LlHI, noted the large tent at the Riverton Park United Methodist Church (RPUMC) will be removed at the end of August and additional tiny homes will alleviate the impacts. She shared LIHI is offering to donate several tiny homes to the City. 10, Joe Duthie thanked the Parks & Recreation Department for their recent work holding events He expressed support for tiny home units in place of having tents. 11, Sofia Manuel spoke through an interpreter and urged the Council increase the number of units in Tiny Home Villages, 12 Greg Sherlock referenced the update or Phase 2 of the Public Works Shops presented at tonight's earlier work session and expressed concern at the costs associated with the project 1 , Joseph Musisi, Operations Manager at Riverton Park, supported increasing the number of units in a Tiny Home Village to 45, 14 Patrice Tisdale, General Counsel for the Drivers Union, spoke in favor of Tiny Home Villages, 15 Pastor Jenkins urged the Council to add more tiny homes, 16, Marcus Daniels expressed residents of Tiny Home Villages want to contribute to their community 17. Pastor Jan Boleriack shared the experiences of residents at R rum who have lived in tents and tiny homes and emphasized the need for housing options. PROCLAMATIONS A proclamation in support of August 6, 2024, as "National Night Out Against Crime" in the City of Tukwila Mayor McLeod proclaimed August 6, 2024 as National Night Out Against Crime and presented the proclamation to Police Chief Dreyer, CONSENT AGENDA a Approval of Minutes: 7122 (Special mtg) b Approval of Vouchers. Authorize the Mayor to sign an agreement with Parametrix for design services for the Sewer Lift Station 12 Upgrade project, in the amount of $221,304,58,, [Reviewed and forwarded to consent by the Transportation & Infrastructure Committee on 7122J20241 d, Authorize the Mayor to sign Amendment no, 1 to contract #23-019 with PACE Engineers for Sewer Lift Station #5 Rebuild project, in the amount of $129„476.30, [Reviewed and forwarded to consent by the Transportation & Infrastructure Committee on 7/22/2024.f e. MOTION CARRIED 7-0. UNFINISHED BUSINESS An ordinance adding a definition for Tiny Home Villages; Establishing a new Tukwila Municipal Code ITMC) Section 18.50,240 to regulate temporary Tiny Home Villages; Amending TMC Section 18.50.270 and Table 18-6, "Land Uses Allowed by District." MOVED BY HEDRICK, SECONDED BY SHARP THAT THE ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED 7-0. Andy Youn„ City Clerk, read the ordinance by title only. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, ADDING A DEFINITION FOR TINY HOME VILLAGES, ESTABLISHING A NEW TUKWILA MUNICIPAL CODE (TMC) SECTION 18 50 240 TO REGULATE TEMPORARY TINY HOME VILLAGES; AMENDING TMC SECTION 18 50 270 AND TABLE 18-6, "'LAND USES ALLOWED BY DISTRICT," PROVIDING FOR SEVERABILITY, AND ESTABLISHING AN EFFECTIVE DATE. The CouncHmembers exchanged comments regardung increasmg the number ct units allowed to 4b, the Memorandum of Agreement with facility operators, and reducing tent encamprnents 808 p,m. Councilmember McConnell exited the Council Chambers, 8;10 p,m. CounctImember McConnell returned to the Council Chambers. MOVED BY MCCONNELL, SECONDED BY A DI TO AMEND THE ORDINANCE AT SECTION 3, SUBSECTION 10 TO READ 45 UNITS. MOTION CARRIED 6-1, WITH MARTINEZ VOTING NO, TO ADOPT THE AMENDMENT. MOVED BY HEDRICK, SECONDED BY ABDI THAT THE ORDINANCE BE ADOPTED AS AMENDED. MOTION CARRIED 6-1, WITH MARTINEZ VOTING NO, TO ADOPT ORDINANCE NO. 2732, AS AMENDED. 9.11 p.m. Mayor McLeod called for a brief recess. Councilmember Martinez exited the meeting. 9.15 p.m, Mayor McLeod resumed the meeting. NEW BUSINESS Authorize the Mayor to sign the Kroger settlement participation form through the One Washington Memorandum of Understanding between Washington municipalities to accept allocation for opioid funds received from entities within the pharmaceutical supply chain. Kari Sand, City Attorney, provided a brief overview of the Kroger ()plaid settlement and indicated the participation form must be signed by August 12, 2024, MOVED BY MCONNELL, SECONDED BY HEDRICK TO AUTHORIZE THE MAYOR TO SIGN THE KROGER SETTLEMENT PARTICIPATION IFO 'M THROUGH THE ONE 'WASHINGTON MEMORANDUM OF UNDERSTANDING BETWEEN WASHINGTON MUNICIPALITIES TO ACCEPT Tukwila City Council Reguar Meeting Minutes August 5, 2024,Page 4 of 4 ALLOCATION FOR OPIOID FUNDS RECEIVED FROM ENTITIES WITHIN THE PHARMACEUTICAL SUPPLY CHAIN. MOTION CARRIED 6-0. REPORTS a. Mayor Mayor McLeod attended the Association of Washington Cities Budget Workshop, where he was able to bring back several process and budget ideas to consider with City staff. b. City Council Counciimember Quinn offered a reminder regarding upcoming discussicins regarding the 2025-2026 Biennial Budget that will soon be occurring. Councilmember Papyan attended the Highline Forum where they discussed technical co leges and workforce development piogarns, Councilmember McConnell attended a Tukwiia Historical Society Meeting at the Nelsen House and participatedl in an Equity and Social Justice Commission meeting. Councilmember Hedrick thanked the Council for excusing her from the previous 2 Council meetings. c. Staff Marty Wine, City Administrator, referenced the CA (City Administrator) Report, and reported the City is hosting International City/County Management Association (ICMA) City Manager Senior Fellow Jackie Morton for a one-vveek exoliange ADJOURNMENT 9:25 p.m. UNANIMOUS CONSENSUS EXISTED TO ADJOURN THE REGULAR MEETING.
