FtOLL CAI Felipe Ayala, Records Program Coordinator, called the roll of the Council. Present at the meeting were Councilmembers Quinn (on -site), Mohamed Abdi (on -site), Armen Papyan (on -site), Jovita McConnell (on - site), Dennis Martinez (on -site), Hannah Hedrick (on -site). MOVED BY MARTINEZ, SECONDED BY MCCONNELL TO EXCUSE THE ABSENCE OF COUNCILMEMBER SHARP. MOTION CARRIED 6-0. LAND ACKNOWLEDGEMENT — Councilmember Martinez stated The City of Tukwila is located on the ancestral lands of the Coast Saiish people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past, present, and emerging," PUBLIC COMMENTS 1 Greg Sherlock indicated Sabey Data Center's rooftop continues to emit night-time noise in violation of City code and expressed his frustrations He proceeded to turn in a Public Records Request PRESENTATION Annual State of the Court Address Judge Kimberly Walden presented the 2023-2024 State of the Court address, highlighting Court sta f, operations, support services, and community outreach. The Councillmembers asked clarifying questions and commended Judge Walden and her staff for their service to the community CONSENT AGENDA a. Approval of Minutes: 8/5/24 (Regular Mtg) b. Approval of Vouchers: #00406587-00406699 in the amount of $5,673,142 22, c. Authorize the Mayor to sign a contract with Axon Enterprise, Inc. for Evidence Justice Services, in the amount of $74,437.65. [Reviewed and forwarded to consent by the Community Service and Safety Committee on 8/12/24.J f. Authorize the Mayor to sign Amendment No. 1 to contract #23-098 with Sound Mental Health for the Co -Responder Program, in an amount notto exceed $102,000.00 per responder through December 31, 2024. An ordinance granting to Wholesail Networks, LLC, and its affiliates, successors, and assigns, the right, privilege, authority and non-exclusive franchise to construct, maintain, operate, replace, and repair a telecommunications network in, across, over, along, under, through and below certain designated public rights -of -way of the City of Tukwila. A resolution authorizing submission of an application(s) for grant funding assistance for Riverton Park playground renovations project (#24-1800) and development of the Riverside campus of the Tukwila Community Center (#24-1802), to the Recreation & Conservation Office, as provided in RCW 79.105.150, RCW 79A.15.030, WAC 286-13, and other applicable authorities. RESOLUTION NO. 2100. [Reviewed and forwarded to consent by the Community Services and Safety Committee on 8/12/24.J i. Authorize the Mayor to sign a contract with Forever Roofing for the Foster Golf Links Roof Replacement project, in the amount of $171,000.00. [Reviewed and forwarded to consent by the Community Services and Safety Committee on 8/12/24] MOVED BY MCCONNELL, SECONDED BY MARTINEZ TO APPROVE THE CONSENT AGENDA AS PRESENTED. MOTION CARRIED 6-0. REPORTS a. Mayor Mayor McLeod provided an update on the recruitment for the vacant Finance Director position. He indicated they are gathering data from the interviews that were conducted, and a decision will be forthcoming. Leadership is looking to fill the other vacant position in Finance and move onto other openings in the city. b. City Council Councilmember Quinn testified at the Re -Accreditation Hearing for Puget Sound Regional Fire Authority (PSRFA). PSRFA is viewed as an innovator across the nation. He elaborated on his unplanned absence at last week's Committee of the Whole meeting due to a personal emergency. Councilmember Papyan attended the Port of Seattle's working waterfront tour, Concert in the Park, and Hullabaloo event hosted by Tukwila Parks and Recreation. Councilmember McConnell attended the Citizen Advisory Planning Committee at Fire Station 74 where firefighters gave a demonstration extinguishing a fire. She attended the 15t Annual Hullabaloo Festival at Joseph Foster Memorial Park hosted by Tukwila Parks and Recreation. c. Staff None.
