MINUTES
COMMITTEE OF THE WHOLE
CALL. TO ORDER/PLEDGE OF ALLEGIANCE
Council IPresident Abdi called the Tukwila City Counc meeting to order at 7:00 PM and led the audience
in the Pledge of Allegiance,
OFFICIALS
Present at the meeting were CouncilPresident Mohamed Abdi (on -site); Councilmembers De*Sean Quinn
(on -site), Tosh Sharp (on -site), Armen Papyan (on -site), Jovita McConnell (on -site), Dennis Martinez (on -
site), and Hannah Hedrick (on -site),

Thomas McLeod, Mayor; Brandon Miles, Acting City Administrator/Director of Strategic Initiatives and
Government Relations; Nora Gierloff, Community Development Director; Nancy Eklund, Long Range

ND ACKNOWLEDGEMENT
Councilmember Hedrick stated "The City of Tukwila is located on the ancestral lands of the Coast Salish
people; We acknowledge their continuing connections to land, waters and culture. We pay our respects toi
their e ers past, present and emerging."®
PUBLIC COMMENTS
1; Bridget Agpaoa Ryder spoke in sup rt of funding for Still Waters SnackPack,
2. Abigail Tabason shared Stilt Waters" need for a Human Services grant.
3. Brandon Eastman sup rts Stil Waters' food pr !Pram in local schools,
4. Joe Duffle shared his experience volunteering with Still Waters at Tukwila Elementary and their need
of the snack pack program.
Derek Tolson spoke in support of Still Waters and suggested local businesses donate to the program.
He expressed concerns about ongoing speeding issues and a recent rent increase and asked the
Council to limit rent increases in the City.
6 Abdul Yusuf expressed concerns about refugees and asylum seekers at Riverton Park United
Methodist Church and shared his experience with Econolodge. He requested assistance for those in
need.
SpECIAL ISSUES
a. Discussion on the Transportation Element or other Elements of the Tukwila Comprehensive
Plan Update.

Cyndy Knighton, Senior Program Manager (Transportation), and Emily Alice Anhui!, consultant,
presented updates to the Transportation Element of the Tukwila Comprehensive Plan and gave an
overview of goals, policy updates, implementation strategy„ as well as current and upcoming steps.
The Councilmembers asked clarifying questions and shared concerns regarding specific roads needing
attention, as well as the need for reliable and accessible public transportation.

b„ Asylum Seeker Response Update
Brandon Miles, Acting City AdmintstratoriDirector of Strategic Initiatives and Government Relations
provided an update on the City's response to asylum seekers at Riverton Park United Methodist Church.
He reviewed plans for expected grant funds and the current Riverton and Econolodge census
Councilmembers asked clarifying questions related to funding, spending, and the health and safety of
asylees and the public.
Councillmembers also spoke regarding, cost of short-term vs long term fixes, partnership with Riverton
Methodist Church, and use of grant funds.
REPORTS
a. Mayor
Mayor McLeod shared Aerdri BelMillei has recently audepted Ole pusitiun of Finance Director, The City
Council will be asked to confirm the appointment at the September 16 Regular Meeting,
b. City Council
Councilmember Quinn reported on the Finance and Governance Committee Meeting and the Puget
Sound Regional Fire Authority (PSF) Governance Board Meeting where Ilifesaving awards were
presented. He suggested the City might share these acknowledgements with residents and community
members.
Councilmember Sharp apologized for being Linable to attend last week due to his work on storm
restoration in Seattle
Councilmember McConnell attended a Board, Commission and Committee members summer social at
Billy Baroo's, and thanked Jo Anderson, Inclusion and Engagement Manager, for putting it together She
shared that PSF us planning a Training Ops 101 at Kent Station 74 in September, which Councilmembers
can attend
Councilmember Martinez attended the PSF Governance Board Meeting and shared that there is as
upcoming training class in Kent. He joined Mayor McLeod in handing out school supplies at Great
American Casino through Maverick Cares

c. Staff
Brandon Miles, Acting City Administrator, shared that the Hurnan Services Advisory Board received 65
applications this cycle, with over $1,000000.00 in requested funding. The current budget is $433,000,00,
which has not changed since 2019. The Board made recommendations on fund allocationsto 34 high
performing and previously funded entities, with three new organization&
MISCELLANEOUS
Councilmember Papyan shared he is a board member of the Part 150 Study and the 2045 Vision Plan for
the King County International Airport. They will be holding a Noise Study Open House on November 4,
2024, at 6.00pm and encouraged residents to attend.
Councilmember Martinez requested a list of the grants that were awarded from the State.
