MINUTES COMMITTEE OF THE WHOLE CALL TO ORDERIPLEDGE OF ALLEGIANCE Acting Council President Quinn called the Tukwila City Council meeting to order at 7:01 p.m, and led the audience in the Pledge of Allegiance. OFFICIALS Present at the meeting were Councilmembers De'Sean Quinn (on -site), Tosh Sharp (on -site), Armen Papyan (on -site), Jc,k McConnell (on -site), Dennis Martinez (on -site) and Hannah Hedrick (on -site). Council President Abdi was not in attendance. CITY OFFICIALS Thomas McLeod, Mayor, Marty %Aline, City Administrator; Pete Mayer, Deputy City Administrator/Acting Public Works Director; Brandon Miles, Director of Strategic Initiatives and Government Relations; Tony Cullerton, Interim Finance Director; lEric Dreyer, Police Chief; Eric Lund, Deputy Police Chief, Joel Bush, Technology Innovation Services Director; Laurel Humphrey, Legislative Analyst; Andy Youn, City Clerk; Jennifer Marshall, Deputy City Clerk. We pay our respects to their elders past, present and eme ing," PUBLIC COMMENTS 1. Greg Sherlock shared he often picks up trash on Tukwila International Boulevard and requ additional police enforcement for littering. 2. Sean Albert spoke in support of the Sound Transit Boeing Access Light Rail and the multi - generational impact it will have for the public and businesses. ,. Joe Duffle reminded the public to drive safely and thanked the police for thelr presence at the schools, to enhance safety. 4. Greg Zaputill shared his concerns reated to the renter protection ordinance, noting specific impacts to owners and landlords. 5. Mathew Andrews is a Ilandlord and reminded Councd the proposed renter protection ord will impact everyone and highlighted specific concerns. 6. Bayley Le requested more of a compromise for the proposed renter protection ordinance in order to build a mutually beneficial relationship between landlord and tenants. 7. Christine Lee spoke as a developer and expressed concdefns with the proposed ordinance,noting it may result in fewer rental properties available. James Wong asked the Council to consider the owners when modifying the proposed ordinance to be more balanced between landlords and tenants. 10. Mary Fertakis shared her frustration with the Sound Transit light rail project continually being deferred. She asked staff and the elected officials to be proactive and engage with Sound Transit and the public. PRESENTATIONS a. Sound Transit Boeing Access Road Light Rail Station update Brandon Miles, Director of Strategic Initiatives and Government Relations, overviewed the outreach to date on the Sound Transit 3 project including outreach to the public, businesses, and Council. Brian Macik, Project Manager and Katie Drewel, Acting Director of South King County Government and Community Relations for Sound Transit, provided an overview of the proposed project anticipated to be completed in 2031, two potential sites on Boeing Access Road and East Marginal Way South (north of 112o), and next steps. The Councilmembers asked clarifying questions regarding each site, the possibility of a parking garage instead of surface parking, security, and the coordination of this project with others to lessen impact and delays. 8:32 p.m. 8:37 p.m. Acting Council President Quinn called for a 5-minute recess. Acting Council President Quinn resumed the meeting. SPECIAL ISSUES a. An ordinance regarding Rental Housing Tenant Protections Laurel Humphrey, Legislative Analyst, overviewed the process to date including outreach from Transit Riders Union (TRU), renter and owner feedback, legal analysis, and recommendations from the Planning and Community Development (PDC) Committee. Councilmember Martinez reported the Planning and Community Development Committee at its meeting earlier tonight unanimously recommended this ordinance stay at committee, with modifications to balance tenant protection and landlord sustainability. The Councilmembers discussed the challenges landlords would face with the ordinance as proposed and their continued desire to protect tenants. CONSENSUS EXISTED TO RETURN THIS ITEM TO COMMITTEE FOR FURTHER DISCUSSION. REPORTS a. Mayor Mayor McLeod reported he will begin the budget process at the September 16th Council Meeting and present Aaron Bemiller as the Finance Director for Council confirmation. b. City Council Councilmember Martinez toured the Southard homes development. He and Council President Abdi attended OneAmerica's Annual Celebration event and were able to hear both gubernatorial candidates speak.
