The September 23, 2024, City Council Public Hearing will allow the Council to hear comment on the draft Comprehensive Plan. (The Transportation Element will be considered at a future Comprehensive Plan Public Hearing in November.) BACKGROUND The Washington Growth Management Act requires that Comprehensive Plans be updated periodically. Tukwila's last major review of the Plan occurred in 2015; the current update of the Plan will address the 2024-2044 planning period. (Attachment A, presentation) In recent months, the City Council has reviewed the Comprehensive Plan on several occasions. Topics considered have included: the purpose and intent of the City's Comprehensive Plan; the state, regional, and county requirements for plan policies; the primary issues to be addressed in the 2024 Plan; how the community's input on the plan was acquired; and how the Plan will be implemented by the City and community in the future. For more information, links to previous Council meetings where the Comprehensive Plan was discussed, as well as to Planning Commission meetings where the Plan was discussed, are available in Appendix B. The staff has been working with the Planning Commission and community on the Plan since 2022. Using a wide variety of approaches to engage with Tukwila's diverse community, staff have participated in more than 70 events and received hundreds of comments pertaining to issues of importance to Tukwila residents. These comments have been integrated into the Plan's policies and implementation strategies. Agency Review and Additional Changes to the Draft The City has forwarded the draft plan to the Puget Sound Regional Council (PSRC), King County, and the Washington Department of Commerce for review and certification. Comment has been received back from PSRC, however there will likely be further comment on the Plan provided back from the remaining agencies and it will be necessary to make additional changes. In addition, staff will continue to update maps, graphics, and text where new information is 3 INFORMATIONAL MEMO Page 2 4 received. In addition, staff will finalize the title page, Table of Contents, Acknowledgements, Glossary, Implementation Strategies matrix, and Index. DISCUSSION The City must update its Comprehensive Plan no later than December 31, 2024. The Tukwila Plan consists of several parts: the elements, which include a brief summary about the topic, plus the goals and policies for that element; a background report, which is provided for some elements (but not all) and identifies greater detail about the element, including an inventory and known capacity and growth issues; and the implementation strategies. The implementation strategies detail how policies in the comprehensive plan will be realized through efforts of the staff, City Council, regional partner, and the Tukwila community. The Council will hold the first of two Public Hearings on the draft 2024-2044 Comprehensive Plan on September 23, 2024. The public may comment on the following Plan Elements (Appendix C) and Background Reports (links are found in Attachment D) for the following elements: • Introduction - The Introduction describes the purpose and benefits of Tukwila establishing its vision for the future. It describes the legal context within the City developed its Plan — that is, in response to the state GMA, regional, and county policy guidance that provide the framework for addressing community issues. It identifies how the Plan was shaped by public input and lists the community Vision established and reaffirmed by the 2024 Plan's goals and policies. • Community Character Element — This element recognizes the diversity of the Tukwila community and how that is a benefit and opportunity to the City. It describes residents' relationship with the natural world, as well as the desired qualities of the built environment that offer a quality of life to residents. Goals and policies discuss: the character of community design; the community's protection and celebration of the history and prehistory of the land now known as Tukwila; the protection and celebration of the community's diversity including its culture and the health of community members; and the desired role of Tukwila within the larger Puget Sound and Washington community. • Land Use Element and Background Report — This element provides the structure for the rest of the plan, designating allowed and future uses of land to support citywide goals and regional requirements. General areas addressed in the element include land use designations, subarea planning, regional requirements, and land use compatibility. Contents of the Land Use Element were previously distributed into multiple other elements in previous updates of the plan. • Regional Centers Element — Tukwila has two of the 30 regional centers in the four -county region of the Puget Sound Regional Council. These centers are areas are supported by high -capacity transit and are designated to receive 65% of the population growth and a similar large percentage of the employment growth anticipated in the region. Tukwila's centers are the Southcenter Tukwila Urban Center and the Duwamish area Manufacturing/Industrial Center in north Tukwila. • Housing Element and Background Report — This element provides context for the City's policies to address housing needs and regional requirements for housing targets. This is the first periodic update in which the housing element is also reviewed by King County for consistency with Countywide Planning Policies. Further background information on demographics, legislative updates, land capacity and additional context can be found in the background report. • Economic Development Element — This element focuses on how Tukwila can enhance its local economy and in doing so, improve the fortunes of the full Tukwila community. The element and its goals and policies emerge from the development of the City's Economic Development Strategy, developed in 2022-2023. The element provides background information in the characteristics and opportunities of the Tukwila economy and defines the policies and implementation strategies that will support local economic growth. • Natural Environment and Background Element — This element provides detail on the Tukwila natural environment — its air, land and water resources. It lists the many assets of Tukwila's natural world, as well as the areas the City needs to protect to maintain the environmental qualities that Tukwila residents enjoy. Goals, policies, and implementation strategies for this element identify how City actions, as well as actions by Tukwila residents, can protect and steward these resources for today and tomorrow. • Shoreline Element — The shoreline element is based on the City's Shoreline Master Program (SMP), which was updated in 2020. The Washington Department of Ecology (DOE) oversees the Shoreline Management Act, which requires communities to develop and implement SMPs. Under the GMA, Plans must include a shoreline element, but the process of developing that element is overseen by the DOE. At this time, it is uncertain if errors or corrections identified in the element can be updated during the Comprehensive Plan process. • Parks, Recreation, and Open Space Element and Background Report— The Parks element (a.k.a., PROS element) is based in the City's Parks planning effort, which was last updated in 2020 after an extensive public outreach process. As such, the goals and policies in the PROS element are almost exactly the same as those found in the Parks Plan. • Transportation Element and Background Report — this element will be addressed in the Public Hearing scheduled for November 18, 2024. • Utilities Element and Background Report — The City is served by City utilities as well as non -City providers. This element and background report inventory the services provided, maps service area locations in the City and provides information on how Tukwila prioritizes provision of those services and coordinates with non -City providers. Some goals and policies also discuss practices that incorporate climate change and sustainability principles in management of City utilities. • Capital Facilities Element and Background Report — in Tukwila, Capital Facilities are defined as including structures, streets, land, parks, major equipment, and other infrastructure necessary for both general government and enterprise funds, and that are usually amortized over a long period of time. This element also provides a plan for how public services will be provided and financed. Capital facilities planning also helps the City manage limited funds, provide the greatest value to City residents and take full advantage of available funding opportunities. FINANCIAL IMPACT N/A RECOMMENDATION Council is asked to consider the draft Plan and the public input and provide direction to the staff regarding any issues that should be addressed prior to the next public hearing on the Plan and the Council's final deliberations.
