HomeMy WebLinkAbout1972-02-22 Regular MinutesFebruary 22, 1972 The regular meeting of the Tukwila City Council was called to order by Mayor Frank Todd at 5:00 p.m. The following Council members were in attendance: D. R. Gardner, J. R. Johanson, G. D. Hill, J. D. Sterling, S. R. Savisky, L. A. Stevens and D. D. Traynor. Mr. Johanson made a motion the minutes of the previous meeting be approved. Motion seconded by Mr. Hill and carried. APPROVAL OF CLAIMS Mr. Johanson made a motion claims approved by the Finance Committee be paid with war- rants drawn in their respective amounts. Motion seconded by Mr. Hill and carried. Following the claims: Claims Fund Warrants No. 1564 through 1629 in the amount of $16,97$.72, Building Fund Warrant No. 57 in the amount of $100,130.00 and Water Sewer Construction Warrant No. 1129 in the amount of $4,$21.26. CLAIM FOR DAMAGES A claim against the City of Tukwila for damages in the amount of $75,000. was read. This in regard to a fall into a manhole. Mr. Isler reported he had inspected the loca- tion and found it to be a privately owned catch basin located on private property. The City Attorney, Mr. Parker, recommended denial of the claim. Mr. Hill made a motion the claim filed by Jerry D. Fruichantie and Beverly Fruichantie in the amount of $75,000.00 be denied. Motion seconded by Mr. Stevens and carried. PUBLIC NUISANCE 56th Avenue South Mr. Todd reported he had talked to Mr. Hemmerling of 14424 56th Avenue South regard- ing the removal of machinery located on that property and Mr. Hemmerling had assured him the machinery would be removed within two weeks. Mr. Parker, City Attorney con- curred with this action. The matter of the lien in the amount of $290.64 filed by the City of Tukwila against Mr. Hemmerling's property on 58th was discussed. Mr. Parker reported forclosure pro- ceedings were in process when the lien was filed and it would cost more to attempt collection than the amount of the lien. It was Mr. Parker's recommendation to forget it. After further discussion, Mr. Hill made a motion to give Mr. Hemmerling two weeks to remove the machinery from the property with the understanding if action is not taken within that time the City of Tukwila will remove the equipment. Motion seconded by Mr. Traynor and carried. The abatement proceedings on the Bower property at 14210 56th Avenue South was dis- cussed. The attorney was instructed to send a proposed resolution to the owner and the Council will be prepared to adopt the resolution at the next meeting. JUNIOR ADVISORY COMMITTEE Mayor Todd appointed Miss Peggy Ives, Mr. Steve Watt and Mr. Marty Kay to serve on a Junior Advisory Committee. RESOLUTION NO. 280 A proposed resolution declaring the intention of the City Council to adopt the Optional Municipal Code was presented. After much discussion, Mr. Traynor made a motion the proposed resolution be read for adoption. Motion seconded by Mr. Hill and carried. This being Resolution No. 280. ORDINANCE 694 AUTHORIZING CONVEYANCE OF REAL PROPERTY MINKLER BOULEVARD A proposed ordinance authorizing the conveyance of real property necessary for the development and relocation of Minkler Boulevard was introduced. Mr. Hill made a motion the proposed ordinance be placed on its first reading. Motion seconded by Mr. Stevens and carried. Mr. Johanson made a motion the ordinance be adopted as read. Motion seconded by Mr. Hill and carried. This being Ordinance No. 694. REPORT ON SEWER PROJECTS Mr. Walt Ramsey of Hill, Ingman, Chase and Company gave a report on the sewer projects presently under construction. He further reported the bids on the Samamish Commercial project sewer would be opened on Friday, February 25th at 3:00 p.m. at the City Hall. I 6 PLANNING COMMISSION Mr. Del Moss, Planning Coordinator, reported there are regular work sessions of the Planning Commission every Thursday evening with the exception of the Third Thursday which is the regular Planning Commission Meeting. CITY SHOPS Mayor Todd reported Mr. Sconzo has been selected as the architect for the City Shop facilities and has begun the design work. Specifications are to be completed by March 15th. USE OF CITY PROPERTY Mr. Isler reported he had been contacted by Mrs. Whitney of the Tukwila Community Club for permission to use a City dump truck to clean up the Community Club property on a Saturday. Mr. Hill made a motion the Council allow the Tukwila Community Club to use a dump truck one Saturday providing a City employee is driving the truck. Motion seconded by Mr. Savisky and carried.
