BACKGROUND The primary goals of this project are to restore fish passage between Gilliam Creek and the Green River, restore salmon habitat, and maintain or improve flood protection. The 108" flap gate would be removed and replaced with flood protection more suitable to fish passage. DISCUSSION The City currently has $1,350,000 in awarded design grant funding from the King County Flood Control District (FCD) and the Recreation and Conservation Office (RCO). In late 2023, the City applied to the NOAA Fish Barrier Removal grant program for $19.6 Million and to the NOAA Transformational Habitat grant program for $22.6 Million. The City was unsuccessful with both but participated in valuable debrief sessions with NOAA grant managers to discuss our applications. In late September 2024, the City became aware of the USDOT AOP grant opportunity which funds culvert replacement projects, such as this. The application was due on September 23, 2024. City staff learned about this grant opportunity only days before the application was due, and did not want to miss an opportunity for our project to be considered. This is a highly competitive national grant program. We believe that even if our application is unsuccessful, we look forward to meeting with USDOT staff to debrief our application and discuss strengths and weaknesses to prepare a better application next year. FISCAL IMPACT The City is seeking $19.3 Million from the USDOT AOP program for design and construction of the Gilliam Creek Culvert Removal project. The program requires a 20% non-federal match of $4.8 Million. The project team feels reasonably confident the match could come from local funding partners such as the King County Flood Control District, Recreation and Conservation Office, and WRIA 9 to offset the City contribution. City staff will continue to seek grant opportunities for this project and if successful, will request Council approval to accept. Alternatively, the Committee may recommend the City rescind its application.
