SUBJECT: City Administrator's Report
The City Administrator Report is meant to provide the Council, staff, and the community with an
update on the activities of the City and on issues that concern Tukwila. Please let me know if you
have any questions or need additional information about any of the following items.
I. Intergovernmental Update
• Sound Cities Mayors Meeting: Mayor McLeod participated in a Sound Cities Association
Mayors meeting on October 15.
• South King County (SKC) Planners Meeting: Human Services staff participated in the
monthly SKC Planners meeting on October 16, focusing on trends/issues that impact each
jurisdiction in the sub region.
• Washington Association of Public Records Officers Fall Conference: City Clerk staff
participated in the Washington Association of Public Records Officers Fall conference on
October 17.
• Thought Partners Meeting: The Inclusion & Engagement Manager attended a Department of
Health (DOH) Thought Partner meeting on October 17 where they onboarded new partners.
Thought Partners provide DOH with culturally relevant advising.
• Seattle City Light Franchise City Meeting: On October 22 Community Development and
Public Works staff attended a Seattle City Light Key Customer / Franchise City meeting where
we heard about planned rate increases and the factors including climate change and supply
chain delays that are influencing these costs. We shared concerns about power outages in
Allentown, support for densification, and assistance in improving energy efficiency in rental
housing.
• Port of Seattle Commission Meeting: Transportation Demand Management staff provided
public comment at a Port of Seattle Commission Special Meeting on October 22 highlighting
our work providing transportation education and outreach to SEA Airport workers and
employers to help them access sustainable transportation options. Staff spoke in support of
the Airport Employee Transportation Program Briefing, which provided an update on Port of
Seattle efforts to form a Transportation Management Association.

• Seattle Chamber Regional Leadership Conference: Mayor McLeod and Brandon Miles,
Director of Strategic Initiatives and Government Relations attended the Seattle Chamber
Regional Leadership Conference October 23-25.
II. Community Events
• Transportation Fair: Transportation Demand Management staff organized a Transportation
Fair for workers and employers at SEA Airport in partnership with the Port of Seattle and Port
Jobs on October 11. Vendors included King County Metro, Sound Transit, Public Health,
Vanpool and King County Parks. More than 300 people attended the fair. 225 attendees
signed up for SKC Trips, the transportation rewards program. The team distributed 146 ORCA
cards, added $20 to 43 participant ORCA cards, and distributed 35 $10 Safeway gift cards and
80 safety lights.
• Tukwila Community Leadership Initiative (TCLI): The Tukwila Community Leadership
Initiative (TCLI) 7-week program kicked off on October 15. The October 22 session was "How
City Government Works" with Councilmember Quinn, City Administrator Wine and Judge
Walden. Twenty community members were selected to learn about civic engagement, meet
City leaders, and exchange information. The program goal, in alignment with EPIC Priority
Equitable Engagement, is inclusion of marginalized voices.
• Engagement with Tukwila Students: Transportation Demand Management staff interacted
with students during lunch at Showalter Middle School on October 18 and Foster High School
on October 21. The team distributed Youth ORCA cards and promoted free youth transit,
including Metro Flex, which students can use to get to the Tukwila Community Center for free.
• Halloween Carnival: Tukwila Parks & Recreation held its annual Halloween Carnival on
October 24. The event hosted 756 community members and included games, make smores,
and take a haunted walk, among many other activities.
iii. Staff Updates
Public Safety
• Meeting with Sound Health: Chief Dreyer met with Sound Health on October 24 for a regular
check -in.
• Meeting with Sound Transit Police: On October 25 Chief Dreyer met with the Sound Transit
police chief to discuss issues at the Tukwila light rail station.
Project Updates
• Metro South Annex Base Art Jury: Parks & Recreation staff, representing the Tukwila Public
Art Program, is participating in an art jury for the King County Metro South Annex Base (SAB)
Lobby Feature Wall. The wall will be an original surface treatment or low -relief artwork to
activate the feature wall in the lobby of Metro Transit's newest bus base in Tukwila. As part of
the work, a $3,000 stipend will be placed in the city's 1% for Art Fund.
• 2024 Overlay: Project will be closed out shortly.

• Green River Trail Improvements: Poles are scheduled to be delivered in late December and
will be installed mid -January along with electrical elements. After this, Physical Completion
shall be approved.
• Chinook Winds: Parking lot was paved October 18. Landscaping is in process and should be
completed in the next couple of weeks.
• Stormwater Outfalls Water Quality Retrofit Project: The Stormwater Outfalls Water Quality
Retrofit Project Site 1 is nearly finished, roadway striping to occur this week. Site 2, SR 599
Off -ramp to Tukwila International Blvd, work will start May 2025.
• Boeing Access Road Light Rail Station: The location decision for the BAR light rail station
has been pushed to the December Board meeting. However, conceptual engineering is
proceeding at the EMWS locations. Property owners will begin receiving requests for survey
access soon.
Boards, Commissions and Committees
We welcome the City Council to encourage community members to apply for vacant Board &
Commission positions.
• Arts Commission: The next meeting is scheduled for November 20, 2024.
VACANT: 1 Community Member position and Student Representative. 2 applications received;
appointment recommendations scheduled for November 4.
• Civil Service Commission: The next meeting is scheduled for November 21, 2024.
No vacancies.
• COPCAB: The next meeting is scheduled for November 14, 2024.
VACANT: Student Representative.
• Equity & Social Justice Commission: The next meeting is scheduled for November 7, 2024.

Under Washington State's RCW, sales tax is
about destination sales
generally assigned to the jurisdiction where the
tax and car sales.
buyer takes possession of the merchandise,
referred to as destination sales tax. However,
sales tax on motor vehicles are an exception.
Sales tax on vehicles purchased from a Tukwila
dealership will be assigned to Tukwila even if
that dealership delivers the vehicle to a buyer
outside of Tukwila. A detailed memo was sent
to councilmembers on this issue.
