Mayor Todd let the Pledge of Allegiance and
called the meeting of the Tukwila City Council
to order.

THE MINUTES OF THE PREVIOUS MEETING OF MAY 1,
1972. THE MOTION CARRIED.

Mayor Todd's reappointment of Mr. Everett Hanson
to the Civil Service Commission was put before:

Planning Commission MOVED BY TRAYNOR, SECONDED BY STEVENS, TO TABLE

Proposed Ordinance MOVED BY TRAYNOR, SECONDED BY STEVENS, TO TABLE
Horses on sidewalks PROPOSED ORDINANCE which would regulate
and in Parks equestrian traffic upon the sidewalks and in
the parks of the City of Tukwila. CARRIED.

Attorney Parker read the Resolution fixing thee"'

Resolution 294 MOVED BY JOHANSON, SECONDED BY HILL, THAT PROPOSED
Federal Assistance RESOLUTION BE READ IN ITS ENTIRETY. CARRIED.
Disaster Relief Act Councilman Johanson read the Resolution authoriz-
ing Gordon Hall, City Supervisor, to execute on
behalf of the City of Tukwila, an application for
the purpose of obtaining Federal financial /1 c
assistance under the Disaster Relief Act (Public
Law 606, 91st Congress). MOVED BY JOHANSON,
SECONDED BY HILL, THAT RESOLUTION 294 BE ADOPTED
AS READ. CARRIED.
MOVED BY TRAYNOR, SECONDED BY STERLING TO TABLE
THE MATTER of the McMicken Heights park site
property until the Park Board members and City
Councilmen have a chance to review the property.

Mayor Todd noted a letter from Howard T. Harstad,
Harstad and Assoc., Inc. stating the estimated
time schedule on proposed LID: Grant is pending
approval.
Councilman Hill read letter from John D. Spellman,
County Executive, requesting an extension of the
current agreement between the City of Tukwila and
King County re: Metro Transit bus service. MOVED
BY HILL, SECONDED BY JOHANSON, TO CONTINUE THE,. 4
SERVICE BY AGREEMENT. CARRIED. 1-
Police Chief, John Sheets told Council of a
proposed facility at 212th and West Valley Hwy. to
handle animal control problems for several 'o_
valley cities; with the facility handling large and
small animals, also for an animal warden. Chief
Sheets was delegated by Mayor Todd to set up a
meeting with representatives of the other cities.
Gordon Hall, City Supervisor informed the Council
of the proposed contract between the City of
Tukwila and the State, District 7, of a street\'
sweeper and operator on a lease basis. MOVED BY
'1'RAYNOR, SECONDED BY STERLING TO DENY THE CONTRACT.
CARRIED.
As the Council is now in the process of interview-
ing several company's in regards to the citiesw`1
Finance Banking, it wasMOVED BY STEVENS, SECONDED
BY CRAIN TO TABLE THIS MATTER UNTIL INTERVIEWS ARE
CONCLUDED. CARRIED.
Mrs. Altmeyer reported on the Anti Litter Campaign
sponsored by the Department of Ecology, with
several Scout Troups participating. Mayor Todd
expressed his appreciation to all participants on
behalf of the citizens of the City of Tukwila.
A letter from Terry T. Kemp, of Terry T. Kemp and
Co. was read by Councilman Sterling; regarding his
denial of a business license to operate within the
City of Tukwila. Attorney Parker brought to the
attention of the Council sec. 5.04.110 of the
Tukwila City Code, allowing Mr. Kemp an appeal'
before the Council on that denial. MOVED BY
STERLING, SECONDED BY HILL, TO HEAR MR. KEMP AT THE
MEETING OF JUNE 5th, with the City Attorney notify-

Mayor Todd proclaimed the month of June as
"Quit Smoking Month" and appointed Mrs. Doris
Lamb as local chairman.
Mayor Todd made announcement of Public Hearing
to be held at 8:00 pm in the Tukwila City Council
Chambers on May 30th re: sewer service to that
area of McMicken Heights served by Val Vue sewer
district.
Meeting to be held at 7:30 pm on June 6th in
the Nisqually room, Seattle Center to discuss the
various alternatives for navigation on the East,
Wrist and Duwamish Waterways.
Association of Washington Cities 38th Annual
Convention will be held at the Olympic Hotel,
in Seattle June 13 -16th 1972.

Mayor Todd announced the Salvation Army had set
up a revolving fund at the Southcenter Branch of
the Seattle 1st National Bank to aid destitute
persons within Tukwila and that further information
could be obtained by calling City Hall or the
Police Department of Tukwila.
Mayor Todd spoke of the Affirmative Action Program
set forth by law that the City of Tukwila, is now,
and will continue, to comply with. A signed copy
to be sent to Governmental Agencys.
Mayor Todd announced a work meeting to be held
at 7:30 pm on May 16th in the Tukwila City Council
Chambers.
May 25th at Pier 52 in Seattle a briefing for new
members and a guided tour of facilities.
May 24th, 8:00 pm Puget Power and Light Auditorium,
Renton re: Water Study.
May 24th, 7:30 pm, Tukwila City Hall re: riding
horses in parks and on sidewalks.
Chief John Sheets reported on police ve'c.icle
accident, $1700 worth of damage with officer suff-
ering minor injuries.
Acting Chief Cr�mley reported 17 emergency oper-
ations within month of April and no fire loss.
He expressed need of an aid car with 28% of all
calls being of an "aid" type.
Eugene Elfstrom reported on a conference attended
in Portland: American Waterworks, and Archie Larson
reported on a sewer school he attended in Spokane.
Gordon Hall spoke of the Federal grant application
and funding seminar to be held by Puget Sound
Governmental Conference.

met with the Planning Commission and discussed
the possibility of future annexation and will
continue to study this matter.

Progress reports were presented by Hill, Ingman
and Chase with reference to the sewer lines
being inspected.
Chairman Traynor turned the floor over to Mrs.
Altmeyer, Park Board. She stated that the Park
Board will hold its regular meetings the 2nd
Tuesday of every month at 7:30pm in the Council
Chambers.
Mr. Baker presented a progress report noting
plans for a--72--9-0-e sq. ft. warehouse within the
C ucc
industrial area.

Metro /Flood Control Chairman Gardner reported that the Green River
Flood Control Advisory Committee is working on a
job description for a PEP employee that will be
working between several valley cities and that a
proposal for funding will be presented on June 14th,
Chairman Hill reported that by this year all but
two of the citys streets will be overlaid with new
paving.
A letter, filed with the Clerk, Mayor and Council
by Councilman Traynor, with reference to a letter
read by Councilman Gardner at the Council meeting
of May 1st, was discussed. Several topics were
discussed by the Council and audience with the
general conclusion being that all persons work
together for the common good of the City.
It was announced that there will be a dance
at the Tukwila Community Club on June 3rd at
$3.00 per couple to raise money for Tukwila Days.
June 1st will be the start of the beard growing
contest.
