MINUTES
Mayor Pro -Tem Johanson led the Pledge of Allegiance
and called the meeting of the Tukwila City Council
to order.
GARDNER, HILL, JOHANSON, STERLING, STEVENS, TRAYNOR,
AND CRAIN.
Mayor Pro -Tem Johanson pointed out that the Minutes
of June 5th, page 1 (Appointments) be changed to
read Assistant to the Mayor instead of Public Works
Director and Councilman Gardner suggested that on
page 4, LeRoy (Bowen) be corrected. MOVED BY HILL
SECONDED BY STEVENS, THAT THE MINUTES OF JUNE 5, 1972
BE APPROVED AS AMENDED. CARRIED.
MOVED BY GARDNER, SECONDED BY CRAIN, THAT THE
VOUCHERS BE APPROVED FOR PAYMENT IN THEIR RESPECTIVE

Mayor Pro -Tem Johanson turned the floor over to
John Richards, Office Engineer, to present the
proposed 6 year street plan. (Refer to proposed
plan as attached and made part of the minutes.)
Mr. Richards explained the reason in position of
the projects, the funding status of each, the
estimated cost of each project and the projected
date of improvement and construction. Upon item 7,
Strander Blvd. and SR 181, Councilman Hill proposed
that that project be put in first priority as it
is being considered for funding at this time. Del
Moss, Planning Coordinator stated that at the time
this proposed plan was drawn up, that this item was
not being considered as high a priority item as it is
now, however, he agreed that it would be beneficial
to move its priority up in status. Councilman Hill
stated that this move would be ben.eFicial in that
the funding would be thru JOBS NOW and that it
should be shown in a higher position. It was
Councils decision to switch item 7 (Strander Blvd
SR 181) to position No. 1, and to move item No. 1
Renton Three Tree Pt. Rd.) to item No. 7's
position. Mr. Richards continued with the explan-
ation of items 8 thru 15. At this point, Councilman
Traynor asked for the purpose of placing alley ways
on a street plan. He stated that he did not feel
that it was the citys position to develop alleys.
Councilman Crain was in agreement. Mayor Pro -Tem
Johanson asked the Councils feelings on item 15;
did they want to drop it entirely? Mr. Richards
stated that to improve an alley is not necessarily
just to an individuals benefit; that it would assist
the Police and Fire Departments in their duties and
would be of benefit to the city as a whole.

Councilman Traynor suggested that perhaps it would
be better to improve alleys that are already in
existence rather than create new ones at this time.
Councilman Hill suggested that alleys be studied
as he felt that they are an essential part of a well
rounded street plan. Councilman Crain suggested that
alleys be omitted from this program so that they
might be studied. Mrs. Davis asked that the road
she lives on be graded and graveled, due to a water
problem from the run off from the road onto her
property. She also stated that to improve this road
would serve apartment dwellers in the area and
would improve conditions in case of police or fire
use. Mr. Isler, field superintendent, was asked by
Councilman Hill to look over this street in regards
to Mrs. Davis's statements. It was the Councils
decision to delete alleys from this proposed program
and to have the Planning Commission study alleys city
wide. Items 15 and 19 therefore were dropped from
the construction program and items 16 thru 20 were
thereby moved up in position. Mr. Zepp pointed out
to the Council that you must have a 6 year street
plan in existence to even be eligible for outside
funding that might be available to you. MOVED BY
TRAYNOR, SECONDED BY HILL, THAT THE PUBLIC HEARING
BE CLOSED. CARRIED. MOVED BY CRAIN, SECONDED BY
STERLING THAT THE COUNCIL ADOPT THE REVISED 6 YEAR
CONSTRUCTION STREET PLAN AS AMENDED. CARRIED.
The floor was again turned over to Mr. Richards
who presented the proposed 6 year Urban Arterial
Construction Program. (Refer to proposed plan as
attached and made part of the minutes.) Councilman
Hill noted that the proposed projects are listed and
thereby made available for funding which would be
90% /107 with the city to assume the 10% portion or
to be assumed by other types of funding. He stated
that these funds were being requested for 1973 -74.
After Mr. Richards explained each item on the
proposed list and there being no questions from the
audience, it was MOVED BY HILL, SECONDED BY TRAYNOR,
THAT THE PUBLIC HEARING BE CLOSED. CARRIED. MOVED
BY HILL, SECONDED BY STERLING THAT THE COUNCIL ADOPT
THE 6 YEAR URBAN AREA CONSTRUCTION PROGRAM. CARRIED.
MOVED BY HILL, SECONDED BY STERLING, TO READ PROPOSED
ORDINANCE IN ITS ENTIRETY. CARRIED. Attorney
Parker read Ordinance adopting a revised and extended
comprehensive street program as prescribed by RCW
35.77 and as finalized by Public Hearing as of this
date. MOVED BY STEVENS, SECONDED BY HILL, TO ADOPT
ORDINANCE 709 AS READ. CARRIED.

Attorney Parker read Resolution honoring the late
George C. Bergquist, a former Mayor of Tukwila,
expressing sorrow and extending sincere sympathy
to family and friends. MOVED BY STEVENS SECONDED
BY HILL TO ADOPT RESOLUTION 301 AS READ. CARRIED.
Mayor Pro -Tem Johanson expressed the need to have an
updated city map. MOVED BY HILL, SECONDED BY
TRAYNOR, TO PURCHASE A NEW MAP AT THE REDUCED PRICE
OFFERED BY HEARNE BROTHERS. CARRIED.
It was requested of the City Clerk to set up a work
meeting on June 26th at 7:30 pm in the Council
Chambers with the Val Vue Commissioners and the
Tukwila City Council and City Attorney re:
negotiations with the Val Vue Sewer District.
MOVED BY STEVENS, SECONDED BY TRAYNOR, THAT
SOUTHGATE DISPOSAL BE CONTACTED RE: THEIR PROPOSED
GARBAGE DISPOSAL OFFER, STATING THAT IT IS THE !1�
COUNCILS DECISION TO NOT ACT UPON THEIR PROPOSAL,
HOWEVER, THEY WOULD LIKE TO SEE REDUCED RATES

PAVING FOR THE CALENDAR YEAR OF 1972, with the bids
to be opened at 3:00 pm on Friday July 7th, 1972.
The bid award to be made at the regular meeting of
the Council to be held on July 17, 1972, Tukwila ►1'j..
City Hall. CARRIED.
Chief Sheets reported that business crimes in the
month of May had increased but residential
burgularies had dropped with crime loss valued at
$18,652.00. He also informed the Council of an
application he has submitted for radio equipment.
Chief Crawley noted 30 incidents in the month of
May, with first aid calls up to 34%,of which 50%
we heart attacks. He reported also 6 automobile
related calls, seven business location calls, three
residential and three miscellaneous type calls.
Mr. Bob Hawkins, Hill Ingman and Chase reported on:
Andover Park Lift Station;
The contractor, Shaffer Constr. has completed the
majority of the concrete work on the lift station
and will begin painting the interior this week. The
pumping units to be shipped later this week.

Coluccio Construction (2 -71) has completed the
patching with asphalt, the parking area and street.
Testing of the interceptor sewer has been completed.
The project being $77,587.44 complete.
So. 143rd and 144th St. Sewer System
Several property owners have been contacted in this
area regarding the proposed sewer system. They
indicated that they were interested. They are
proceeding with preliminary design.
Mr. Isler, Field Superintendent, reported on a
new sewer stub that was installed on 56th St. and
he expressed concern in getting the new lift
station to work.
Councilman Stevens asked the status of the "Bowers"
house that is considered to be a public nuisance.
Mr. Isler was asked to check into the house, it was
also suggested that the windows and doors be
boarded up. City Attorney Parker suggested that
all charges and labor be compiled and then the city
could try to collect from the owner.
The Planning Commission status was brought back ;L'
before the Council by Councilman Traynor, due to �3
Council action that was taken at the last regular
meeting. That action declaring that three vacancies
were on that commission. Mayor Pro -Tem Johanson
polled the councilmen as to their understanding of
the motion that they had passed. City Attorney
Parker informed the Council, that in his opinion,
there were 3 vacant and unfilled positions on the
Commission and that he doubts the validity of action
taken by the Planning Commission in its present
status. MOVED BY TRAYNOR, SECONDED BY CRAIN, THAT
THE PLANNING COMMISSION MEMBERS WHOSE POSITIONS WERE
DEEMED VACANT SHALL REMAIN IN OFFICE UNTIL THE NEW
APPOINTMENTS ARE MADE. Opposing votes brought roll
call vote 5 ayes: Gardner, Johanson, Sterling,
Traynor, Crain 2 nos: Hill, Stevens. THE MOTION
CARRIED.
Councilman Traynor suggested that the restrooms
at the park be left open until 9:OOpm. Mr. Isler
noted that-if anyone needed fire wood for the park
to call City Hall so that it might be made available.
Chief Crawley sited the permit for a fire can be
obtained at the Fire Department. Councilman Traynor
noted that a new tennis court is being considered.
