Mayor Todd called the Special Meeting of the Tukwila City Council
at 8:00 pm to hear the people regarding proposed LID's 18 and 19.
Councilmen present: Gardner, Hill, Sterling and Stevens.

Mayor Todd called the Public Hearing on proposed LID 18 to order and the
City Clerk read the Resolution of Intent #298) as published in the
Highline Times.
Mr. Thomas D. Kelly made his objection to the proposed LID stating that
the property concerned should be specially benefited but since a connection
to LID 5 by means of a line across the highway (52nd So. and Interurban)
is presently being used that the property is not specially benefited. Mr.
Harstad suggested that an area charge of 1 1 /2C a sq ft might settle
this dispute.
Mr. Bagby of 13925 51st Ave So asked why residents outside the city must
pay for an LID. He has side sewer and cannot afford this proposition.
Mayor Todd esplained that the Health Department has condemed the whole area
and it is considered a health problem. He noted also that to assist in
the funding, a HUD Grant of $100,000 will be applied. Mr. Bagby thought
that his house might be below the street level and asked if a pump would
be used. Mr. Harstad stated that the LID must provide a service or they
would not be assessed.
Mrs. Loiselle, 13613 1/2 52nd Ave So stated that she was not objecting to
the sewers but was objecting to the price it is too high.
Mr. Babcock, 5323 So 139th has property to which there is no access and
asked why this property is being assessed in the LID. Mr. Harstad stated
that all property in the LID is assessed.
Mr. Milo Casey, 14025 55th Ave So. objects, since he is now paying in LID
5. Mr. Harstad stated that he would check into the situation.
Mr. Leonard Johnson, 13612 52nd Ave So asked if he would be assessed again.
Mayor Todd said that he would not be assessed again but additional costs
would be involved if they were to annex the area and to improve upon the
streets.
Mr. Fifer, 14038 53rd Ave So objected to the high cost of the LID and
asked if 2 houses could hook up to 1 stub. Mr. Zepp said that he thinks
it is a minimum of 2 on one connection.
Mr. Radnich, 14218 53rd Ave So stated that the cost is too high and the
figures are not realistic. Mr. Harstad stated that there could be a
differential in the cost but doubted it once they go out for bid and have
the actual cost. Mr. Radnich asked if the school was being assessed.
Councilman Hill answered yes.
At this point Mr. Harstad explained the process of and' LID to clear up
some of the questions being asked.
Mr. Radnich, 14210 53rd Ave So felt that the cost was too high and the Mayor
explained that the area in the county must have a 1" overlay on the roads
which is an added cost but that is a requirement of the county. It was asked
what the cost of the overlay was and Mr. Harstad said that it adds about
2 -4$ per running foot of the road.
Mr. Saari, 13535 53rd Ave So objected to the high cost and asked if he must
hook up to the sewer. Mr. Harstad answering that by State law he must.
Mr. Schmaltz of 13912 51st Ave So said that a sewer line on 51st is in
existance but is a dead line. He asked if there would be extra cost to go
over it it being about 10 -12 ft. down. Mr. Harstad noted this and said
it would be checked into.

Mr. Bagby of 13925 51st Ave. So. stated that there is pollution in the
area of 53rd Ave. So and Mr. Schmaltz adding that cess pools have settled
in that area.
Mr. Casey, 14025 55th Ave. So. asked if the city inspects the LID. Mr.
Zepp answering that they do.
Mr. Shepherd, 13616 52nd Ave. So noted that if he should want to sell his
house in the future that he couldn't without this sewer.
Mrs. Baum of 53rd Ave So stated that she feels the cost is too high and
asked how it was to be financed. Mrs. Mabel Harris, City Treasurer answered
thru a grant and bonds.
Mr. Louis Bentler of 13905 55th Ave So said that he still owes on 64 ft
that was originally in LID 5. Mr. Harstad said he would check into the
matter.

Mayor Todd after asking if there were any more objections, closed the
Public Hearing on proposed LID 18 at 9:45 pm.
Mayor Todd called the Public Hearing on proposed LID 19 to order and the
City Attorney, Parker read the Resolution of Intent #299) as published in
the Highline Times.
Mr. Bob Hawkins, of Hill, Ingman and Chase explained the improvement area
and the method of funding. Mayor Todd asked if there were any objections.
Mr. Kent Yates, 16927 97th, Redmond, a representative of Puget Power
registered a removal from, or an objection to, this LID, as this property
will not be benefited specially as the argument. There being 4 crossings
on the Puget Power property which will create a detriment and requested 2
stubs be omitted.
Mrs. Helen Nelson, 15643 W. Vally Hwy. asked why acreage can't have some
break and other areas to be charged more or in other terms some more
equitable way of cost since industry should be paying more. Mr. Ramsey
of Hill, Ingman, Chase stated that real estate appraisers recommended that
this type of property be assessed this way.
Mr. Small 15438 W. Valley Hwy asked the area of the LID with Mr. Hawkins
answering by using a map demonstration. Mr. Small has a particular
problem with the service he would get since he would need access on both
sides of his house. Mr. Hawkins said that thiscould be wor::ed out.
Mrs. Nelson asked of there are plans for power lines on the west side of
the access road across from 158th beyond Puget Power right of way.
Councilman Hill answering that there is allowance for undergrounding in the
area. Mr. Yates of Puget Power stated that per the undergrounding
ordinance, lines under 110KV and over 110KV will go overhead.
Mrs. Nelson asked if water and sewer lines could be laid in the same
easement. Mr. Zepp answered yes, if they are 10 ft. apart.
Mrs. Nelson stated that she was not protesting the formation of the LID but
protests the method of assessment.
Mr. Ramsey stated that the method of assessment will be discussed and that
he would advise the City Council at its next regular meeting.
Mayor Todd after asking if there be any more objections, called the Public
Hearing to a close and the Special Meeting of the Council to a close at
10:20 pm.
