Mayor Todd led the Pledge of Allegiance and called
the meeting of the Tukwila City Council to order.

MOVED BY TRAYNOR, SECONDED BY HILL TO EXCUSE
COUNCILMAN STERLING. CARRIED.
MOVED BY HILL, SECONDED BY JOHANSON, TO APPROVE THE
MINUTES OF JULY 17, 1972. CARRIED.
MOVED BY JOHANSON, SECONDED BY CRAIN, TO APPROVE THE
VOUCHERS FOR PAYMENT. CARRIED.

Mayor Todd announced the appointment of Hubert
Crawley to the Fire Chief's position and stated
that he was in receipt of correspondence from
the Tukwila Civil Service Commission indicating
that Mr. Crawley was a successful applicant for
that position. The appointment was effective
July 26, 1972.
Director of Public Works
Mayor Todd introduced Mr. Steven Hall to the Council.
Mr. Hall was appointed to the position of Director
of Public Works, effective August 7, 1972. f°

PROPOSED ORDINANCE. CARRIED. Attorney Parker read
Ordinance relating to and providing for the
acquisition and condemnation of certain real
property in the City of Tukwila re: extension for
the Strander Boulevard right of way and to provide
approaches for a bridge crossing the Green River
and providing for the method of payment of said
condemnation. MOVED BY HILL, SECONDED BY TRAYNOR,
TO ADOPT ORDINANCE 716 AS READ. CARRIED.

PROPOSED ORDINANCE. CARRIED. As the Civil Service
Commission no longer recognizes the position of
Fire Marshall, there were questions as to job
classifications and as to whether their was an
actual need for a Captain in the Fire Dept. After
lengthy discussion Attorney Parker read Ordinance
establishing the rank of Fire Department Captain
and fixing salary. MOVED BY STERLING, SECONDED BY
CRAIN, TO ADOPT ORDINANCE 717 AS READ. CARRIED.
MOVED BY JOHANSON, SECONDED BY TRAYNOR, THAT NO
APPOINTMENT BE MADE UNTIL THE JOB POSITION IS
CLARIFIED. Opposing votes brought roll call vote
3 Ayes: Gardner, Johanson, Traynor, 3 Nos: Hill,
Stevens, Crain: TIE VOTE, MAYOR VOTING NO.

Ordinance fixing terms for repayment of the
Strander Boulevard Bridge construction loan from
the State of Washington Department of Commerce.
Mayor Todd then read a letter from Mr. Vadman of
the Dept. of Commerce and Economic Development
Re: the repayment schedule. It was then MOVED BY
JOHANSON, SECONDED BY STEVENS TO ADOPT ORDINANCE
721 AS READ. CARRIED.
MOVED BY HILL, SECONDED BY STEVENS, TO READ
PROPOSED RESOLUTION. CARRIED. Attorney Parker read
Resolution authorizing the acceptance of a Grant in
��the amount of $370,000.00 and a loan in the amount
of $170,000.00 from the State of Washington Dept.
0 of Commerce to aid in the extension and development
of Strander Boulevard by construction of a bridge
across the Green River. MOVED BY CRAIN, SECONDED
BY STEVENS, TO ADOPT RESOLUTION 308 AS READ.

read Resolution transferring funds from street
fund to current fund to cover salary and benefits
for Public Works Director for remainder of 1972.

RESOLUTION 310 AS READ. CARRIED.
Attorney Parker read a letter from James J. Symbol,
Postmaster. The letter indicated that in order for
the City of Tukwila to use a single zip code it 11
would be necessary for the city to contact all of
the residents and business firms in order to get
their consent to their address being Tukwila, Wn.
98067. It was suggested that a Public Hearing be set
for Sept. 5, 1972, at 8:00 pm in City Hall to
determine what action will be taken. MOVED BY
JOHANSON, SECONDED BY CRAIN, TO SET THE HEARING DATE
FOR SEP. 5TH. CARRIED.
Mayor Todd announced that there would be a work
meeting on Tues. August 8th, at 7:30 pm in the
council chambers, with Mr. Connors the Labor
Negotiator.
Mayor Todd announced the formation of an Appeals`(
Board for the Uniform Building Code. He has

Val Vue Sewer Contract Attorney Parker announced that he has drafted a
proposal agreement but that no official action
has been taken on it at this time.
Foster Golf Course Mayor Todd announced that he has not yet received
any official decision from the authorities at
the Golf Course, but that a decision should be
short coming.
Bid Award: Base Mayor Todd read the bids. Bidders were Seattle
Station Radio Mobile Radio Supply, Motorola C E, General Electric �f4
Radio Units F R.C.A.. The apparant low bidder was Seattle
Radio Supply. Mr. Gene Isler, Field Superintendant,
stated that he was not too pleased with the low bid
on the base station radio and that he felt R.C.A.
or Motorola would be more satisfactory. MOVED BY
TRAYNOR, SECONDED BY CRAIN, TO TURN THE INFORMATION
OVER TO THE PROPER COUNCIL COMMITTEE FOR FURTHER
CONSIDERATION. CARRIED. Bid award will be made
at the next Council Meeting.

appointed the following men to form this Board:
Henry Mairs, John Stack, Norm Seethoff, Vern
Peterson, C.M. "Mac" Harding and John Richards,
Ex Officio member and secretary.
Mayor Todd asked Council concurrance of Col. Blaine
Butters to the Planning Commission. MOVED BY HILL,
SECONDED BY STEVENS, TO CONCUR IN THE MAYORS lo3z
APPOINTMENT.Opposing votes brought roll call vote
2 Ayes: Hill, Stevens, 4 Nos: Gardner, Johanson,
Traynor, Crain. THE MOTION FAILED. The main
objection to the appointment was Col. Butters
non residency.
John Richards, Office Engineer, stated that 4
building permits had been issued in June and fees
collected in the amount of $2,009.00; 3 permits
were issued in July with fees collected in the
amount of $373.50.
Planning Coordinator, Del Moss, stated that they
have begun to process the grant -loan for Andover
Park West. He also reported on an Environmental
Impact statement on King County bike trails starting
at Interurban Ave. along 405 and running South for
8 1/2 miles. He feels there is a deficiency in the
plan and wants to wait until the Planning Staff has
a chance to survey the route. He also brought up
the point of liability to the City as the route
is now unsafe, yet is under current use.
Chief of Police, John Sheets,reported that there
has been an increase in larceny, shop lifting and
fraud for the month of July. He stated that Police
calls have gone up tremendously and that the accident
loss for the month of July was $16,990.00 with 8
injuries, and Crime loss was $15,429.76.
Park Board Chairman, Ann Altmayer, reported on the
great success of the concert in the park. She also
commented on the Golf Tournament to be held on
Sunday in conjunction with Tukwila Days. She also
noted that Saturday there will be a Pancake Break-
fast and Art Festival in the Tukwila Elementary
School, also Bavarian Music from 1 to 4pm.
Engineering Consultant, Walt Ramsey of Hill, Ingman
F, Chase reported that they will be ready to test the
new Pump Station on Wednesday, August 16th.

Additional Office Space Councilman Johanson read a letter to the members of
(Rental House) the Council from Mayor Todd. In this letter it was
suggested that the City take over use of the Rental
House located on city property for additional office
space. There was discussion on the amount of space
needed and the need for a feasability study for a
new City Hall. MOVED BY STEVENS, SECONDED BY HILL,
TO TAKE OVER THE HOUSE FOR USE AS OFFICE SPACE.

AUDIENCE COMMENTS
Trade Fair

City Attorney, Wayne Parker, stated that L.I.D. 17
has been set for trial on the 19th of December
and that L.I.D. 18 re: objection to accessment roll,
is set for trial on the 18th of January.
Gene Isler, Field Superintendant stated that 1900
tons of asphalt had been laid and that there is only
touch up work left to be done. They answered 77
service calls from July 17 August 7.
Mr. Charles Baker reported on the Tukwila Industrial
Trade Fair to open on Aug. 20th. He said the theme
will be "Two Great Worlds of Tukwila." He is trying
to get more historical background for visual
displays.
