SUBJECT: 2025 — 2026 Biennial Budget Ordinance
2025 — 2030 Financial Planning Model and Capital Improvement Program
ISSUE
Adopt the 2025 - 2026 Biennial Budget and the 2025 — 2030 Financial Planning Model and Capital
Improvement Program (CIP) by the end of December.
BACKGROUND
The proposed Biennial Budget for 2025 - 2026 and draft 2025 — 2030 Financial Planning Model
and Capital Improvement Program were presented to Council at the November 4, 2024 Public
Hearing. Departments within the general fund and all other funds have been reviewed at prior
Council meetings. Additional workshops may be scheduled before final adoption if necessary.
DISCUSSION
At this time the proposed 2025 - 2026 Biennial Budget as well as the 2025 — 2030 Financial
Planning Model and Capital Improvement Program is being presented to Council for review and
discussion. The ordinance is in draft form and will be updated prior to final adoption if any changes
are made to either the proposed Biennial Budget or the CIP.
RECOMMENDATION
The City Council is being asked to review the 2025 — 2026 biennial budget ordinance and the 2025
— 2030 Financial Planning Model and Capital Improvement Program at the Public Hearings on
November 4, 2024 and November 18, 2024, and consider this ordinance at the November 25, 2024
Special Meeting for potential adoption. Final action could also occur at any Regular or Special
meeting through the end of the year per the Council's preference.
