MINUTES
COMMITTEE OF THE WHOLE
CALL TO ORDERIPLEDGE OF ALLEGIANCE
Council President Abdi called the Tukwila City Council meeting to order at 7:00 PM and led the audience
in the Pledge of Allegiance.
OFFICIALS
Present at the meeting were Council President Mohamed Abdi (on -site), Councilmembers DeSean Quinn
(on -site), Tosh Sharp (on -site), Armen Papyan (on -site), Jovita McConnell (on -site) Dennis Martinez (on -
site), and Hannah Hedrick (on -site).
CITY OFFICIALS
Thomas McLeod, Mayor, Marty Wine, City Administrator; Pete Mayer, Deputy City Administrator, Aaron
ReMiller, Director of Finance; Adam Schierenbeck, Senior Fiscal Coordinator: I aurel Humphrey,

Councilmennber McConnell stated The City of Tukwila is located on the ancestral lands of the Coast
Salish people, We acknowledge their continuing connections to land, waters and culture, We pay our
respects to their elders past, present and emerging,"
PUBLIC COMMENTS
There were no public comments
SPECIAL ISSUES
a. Business & Occupation Tax quarterly report.
Adam Schierenbeck, Senior Fiscal Coordinator, provided an overview of Business and Occupation
(B&O) tax from revenue collected, to compliance by businesses.
The councilmembers asked clarifying questions and offered comments regarding estimated vs actual
revenue and reasoning for assessed tax rates Councilmembers expressed an interest in discussing
differing rates and thresholds in future updates
b. Continued discussion on the 2025-2026 Biennial
udget: Overview of Departments.
Marty Wine, City Administrator, provided a brief overview of the general fund expense budget and
department heads presented additional information regarding their departments recent
accomplishments, significant program changes and initiatives for 2025-2026, to include the Council,
Mayor's Office, Parks and Recreation, Department of Community Development, and Police.
8.44 p.m Council President Abdi caned for a 5-minute recess.

Councilmembers thanked the presenters and asked clarifying questions regarding budget related
decisions, contributing factors and any trade-offs or assessments made to increase revenue and
efficiencies
UNANIMOUS CONSENSUS EXISTED TO EXTEND THE MEETING PAST 10:00 PM AND
CONTINUE THE BUDGET PRESENTATIONS AND REMAINING DEPARTMENTAL
PRESENTATIONS TO THE NEXT MEETING.
REPORTS

There was no report,
b. City Council
Councilmember McConnell attended the Community Services and Safety Committee meeting and shared
the Council will be sent a draft letter to the Washington State Supreme Court on the proposed Standards
for Indigent Defense and requested that it be read prior to next week's council meeting,
Councilrnember Martinez advised that Puget Sound Regional Fire Authority Governance Board is holding
a Public Hearing for the 2025 Expense Budgetr2025 Benefit Charge on 'Wednesday October 16, 2024 at
530 pm. The hearing will take place at 20811 84th Ave S, Suite 111, Kent, WA 98032,
Councilmember Hedrick thanked the Council for excusing her absence from last week's Council meeting.
c. Staff
There were no reports.
MISCELLANEOUS
There was no report.
EXECUTIVE SESSION - Potential Litigation RCW 42.30.110(1)(i). (30 minutes)
Council President Abdi announced the Council will now go into an Executive Session to discuss,
Pending Litigation — Pursuant to RCW 42.30 110(1)(i). (30 minutes)
The total amount of time will be no more than 30 minutes, and no decisions will be made during the
Executive Session. No action will be required in the Open Meeting after the Executive Session has
concluded.
He declared the meeting adjourned as of the conclusion of the Executive Session. The Executive Session
will not be extended beyond the announced time, and they will not be returning to open session to
adjourn or for any other reason.
10;30 p,m, Council President ALAI called for a brief recess to allow the audience to exit the room.
