Counrnission„ RECUSAL 7:17 o,m, Councilmember Martinez stated he is recusing himself, He will not be participating in this Quasi -Judicial Public Hearing nor in the deliberation and vote on the ordinance rezoning the property at 6250 South 151st Street from Low Density Residential (LOR) to Medium Density Residential (MDR) The City Clerk stated a report on the ordinance rezoning property located at 6250 South 151ist Street was to be provided by staff, Staff was allotted 15 minutes, Breyden Jager, Associate Planner, provided an overview of the rezone and Comprehensive map change request King County Superior' Court's order to reconsider th( s application, and indicated staff recommend approval this request, 1 he City Clerk stated the applicant was allotted 15 minutes to provide their presentation on the application, David Toyer, Toyer Stralegio Advisors, provided an overview of the applicant's request to include how the proposed amendments responds to the four Comprehensive Plan amendment criteria, The City Clerk asked if either staff or the applicant had any other comments. 'William James expressed concern regarding the impacts to the surrounding area if this application is approved, to incllude environmental, public safety, and residential quality of life, 6,, David Tomlinson indicated he would like to see a smaller number of homes than proposed on the site, 7, Hugh Tobin expressed concerns regardng the impact of increasing the density of housing as proposed by this application, 8. Joe Rabe expressed concern regarding traffic 1 pacts resulting from rezoning this site to higher density, 9, Greg Sherlock urged the Council to listen to the communitymembers, speaking against this, rezone„ 10. Clio Melina shared concerns regarthng the potential increase in traffic and noise resultng from this rezone. 11. MOTION CARRIED 4-0, TO ADOPT ORDINANCE NO, 2744, WITH SHARP AND MARTINEZ RECUSED. 904 p.m. 9:10 p,m, Mayor McLeod called for a 5-minute. recess Mayor McLeod resumed the meeting, Coundmembers Sharp and Martinez returned to the Council Chambers„ Mayor McLeod handed the meeting to the Finance, Chair, Councillmember Quinn, to preside over the discussion on the 2025-2026, Biennial Budget, Councilmember Quinn asked for consensus to move items 6,b 2 (Property Tax & Levies) & 6,b3 (6-year Capital Ilmprovement Program) to a future meeting, CONSENSUS EXISTED. b. Continued Discussion on the 2025-2025 Biennial Budget: (1) Overview of Departments (Continued from 10/14/24 C.O.W. Mtg.) Staff continued their overview of departmental proposed budgets for 2025 - 2026 to include Fire, Public 1/Vorks, Finance, and Non -Departmental Funds, offering a highlight of staffing, expenditures, accomplishments, changes from the previous biennial budget, and upcoming initatives„ 9:17 pm 9:19 p m Counciimember Hedrick exited the Council Chambers, Counciiinemoer Hedrick returned to the Council Chambers The Councilrrernbers asked clarifying questions and offered comments regarding the Fire Benefit Charge, the IF ire Departments costs, the timeline of the 42,d Avenue South :ridge replacement project, street overlay and repair, oversight of contractor projects, funding structure for the Pubic Works department, budget constraints and challenges, and Finance staffing CONSENSUS EXISTED TO EXTEND THE MEETING PAST 10 P.M. (2)-P-re-perty-Tax & Levies 101 (moved per agenda amendment) (3)- 6-year Capital Improvement -Program ICIP-) (moved per agenda amendment) NEW BUSINESS Update on Asylum Seeker Response and Authorization to Enter into Grant Agreements with Washington State Department of Commerce and King County. Brandorn Miles, Director of Strategic Initiatives and Government Relations, provided an update on We City's response to date fur asylum seekers and indicated the City has been awarded $4.5 million in .funds from the Vilashington State Department of Commerce and King County, which the City intendsto utilize towards shelters. and hotel vouchers, short-term assistance, support services, and capital improverrents. (1) Authorize the Mayor to execute a grant reimbursement agreement with the Department of Commerce in the amount of $2,500,000, to be used for the City's asylum seeker response. MOTION CARRIED 6-0. (2) Authorize the Mayor to execute a grant reimbursement with King County in the amount of $2,000,000, to be used for the City's asylum seeker and homelessness response, with the final scope to be negotiated by the Mayor, with a final form approved by the City Attorney, 1019 p,m, Councilmember Quinn recused himself from this item and exited the Council Chambers MOVED BY MARTINEZ, SECONDED BY PAPYAN TO AUTHORIZE THE MAYOR TO EXECUTE A GRANT REIMBURSEMENT WITH KING COUNTY IN THE AMOUNT OF $2,000,000, TO 7.
