Mayor Todd led the assembly in the Pledge of
Allegiance.

MOVED BY HILL, SECONDED BY JOHANSON TO EXCUSE
COUNCILMAN STEVENS. CARRIED.
Mayor Todd called the Public Hearing to order at,;
8:05 pm to consider the 1973 Preliminary Budget.
The City Clerk read the legal notice as published.
Councilman Johanson read the Mayor's letter from
the budget document and Mayor Todd then read his
letter of veto on the Ordinance setting the 8 mill
tax levy.
Councilman Johanson stated that his interpretation
of the RCW's relating to budget adoption, noting
that Council would not make their budget proposals
until after the public hearing.
Councilman Hill recommended that monies be set
aside in the Council budget for a news letter from
the city, to be distributed to citizens. Councilman
Johanson suggested that $3,000 in legal fees be added
to the Councils budget for an assistant City Attorney
Councilman Crain noted that on item .21 that $200
should be deleted.
Mrs. Catherine Harris stated her objection to the
Court Clerk's salary and suggested that it be lowered
to $450.00. She spoke for the Tukwila Action Comm.
Which has 4 members, herself, Marie Gardner, Freda
Leahy and Louise Strander. She also stated that
accounts.11 should be decreased to $12,120 and
communication should change to $600, printing and
binding $400 and miscellaneous $100. Capital Outlay
should be omitted completely since the building
was too crowded already. She proposed a new depart-
ment total of $15,082.
Wayne Parker, City Attorney stated that a salary
cannot be lowered from its present rate.
Mrs. Burnhardt stated that she felt that for a full
time job Mrs. Johnston, Court Clerk was not being
paid too much. Mrs. Radford stated that she felt
that $600 per month was a reasonable wage. Mrs.
Bergstrom stated that she felt that the salary was
not excessive.
Mr. Regal questioned the Mayor's need of an Admin-
istrative Assistant. Mayor Todd replied that he can
not be in 3 places at once and that this person
would also be responsible for grant funding
applications and research. Mr. Regal stated that he
thought a Council /Manager form of government would
be better. It was pointed out that this person would
be a Mayors appointment.
Councilman Traynor stated that the Mayors position
is only part time and that due to increased demands
on this City government he felt that an administra-
tive assistant was needed.
The Council recommended that the annual salary for
the City Clerk be $11,571. Mr. Regal questioned
the $500 for transportation and the City Clerk
explained what the purpose of the requested funds
were for.
The Council recommended an annual salary for the
City Treasurer of $11,368 and an overtime account
of $500 for a new Clerk. The new Clerk's salary
was set at $600 a month for 6 months and $667 a month

for 6 months. It was noted that the Mayor would
review applications for the position.
There was general discussion on the possible hiring
of an assistant to the City Attorney. Mr. Ives
questioned the reason. Councilman Johanson stated
that not all of the Attorney's opinions and
decisions were in line with the Council's opinions
and he felt that Council needed better response.
Council recommended $12,871 annual salary for the
Planning Coordinator and a new position of senior
planner be set at $11,567. It was stated that there
are so many projects being undertaken that this
additional man is required.

Councilman Johanson noted a change in account .42
with the addition of $1,524 for Metro charges
and $2,000 for Task Analysis Personnel assistance.
Council recommended an annual salary for the Police
Chief of $14,508 and a reduction in account .33
to $750. (Investigation) Council recommended an
800 per year increase to all regular employees and
reduced acct. .33 to $1,000. (Patrol) An 800 year
increase for regular employees and reduce acct. .33
to $1,500. (Traffic Policing) 800 year increase for
regular employees was recommended.
Council recommended that the Fire Chief's annual
salary be set at $14,508 and noted that the rest
of the department is under a contract that is now
being negotiated.
012 There were no objections to this budget request.
Council recommended that the Public Works Directors
annual salary be set at $14,885 and a new position of
Engineering Technicion be set at $11,428.
Mayor Todd noted that this is a new fund and Mr.
Gene Elfstrom will be the leadman. Mrs. Catherine
Harris suggested that the mini -bus proposal be
dropped and that the revenue sharing monies be put
into this fund for Park and Recreation programs.
Councilman Traynor stated that the Park Board will
have to evaluate this proposal.
The City Clerk explained that this is the established
fund where all the PEP employees are budgeted and
that they are programed into the individual budgets
when PEP runs out.
General discussion on the Street Fund brought forth
questions on undergrounding and signaling. It was
stated that monies were in to take care of these
types of projects. Councilman Johanson noted that
the standard 800 per year for regular employees
should reflect here and in all accounts and budgets
where necessary.
Councilman Hill stated that this was the (t gas
tax monies to be used on arterial street projects
only and that this would probably be used for
the repair and maintenance to Tukwila Parkway.
Questions were raised re: sidewalks that would
go from the hill to Southcenter. Del Moss stated
that a Mini -bus service as proposed by the Mayor
would aleviate this problem.
City Hall site was discussed in regards to this
fund as the 1/24 sales tax monies support it. Council-
man Traynor felt that by saving this money, a new
City Hall could be built within 2 years. Councilman

Hill stated that this would be a major capital
expenditure and that by going for a bond issue all
the people now and in future years would pay for it.
Councilman Johanson felt that the tax is only
temporary and it should be saved before the city
looses it. Mrs. Catherine Harris stated that she
feels the citys money is being spent too extravagant-
ly and would oppose a City Hall bond issue.

107 Councilman Traynor noted that any type of fire-
fighting equipment could be bought with this fund.

301 Mrs. Catherine Harris stated that the cash on hand
in this fund inflates it and she objects to the
new Strander Bridge. There was general discussion
from the Council as to their reasoning on the bridge.

401 Council recommended the $800 per year increase for
all regular employees. Mr. Regal asked if the water
rates would be reduced and the Mayor stated that it
is being worked on at this time. Councilman Crain
stated that it would increase profit to the water
department.

Mrs. Catherine Harris contested the city's use of
the contingency fund and stated that she thought
it was a loophole.
Mrs. Burnhardt stated that she felt that the Planning
Coordinator's salary was terribly low. Mr. Regal
agreed. Del Moss explained his educational background
as asked by the Council and Mrs. Anne Altmayer stated
that she also felt Mr. Moss's salary was low. Mr.
Lamb stated that he felt all department heads were
being paid too little. There was general discussion
on the wages. Mr. Richard Franklin stated that the
administration and staff should be commended for
a good job.
MOVED BY HILL, SECONDED BY CRAIN, TO CLOSE THE PUBLIC
HEARING. CARRIED.
