Request for Qualifications (RFQ)
On -Call Professional Civil Engineering
Services
1. Introduction
The City of Tukwila Public Works Department serves as an important operating department
of the city by protecting the health and safety of residents, visitors, and businesses. The
Department designs, maintains, repairs, and constructs the City's essential transportation,
water, sewer, and surface water infrastructure. Public Works also supports other
departments through the purchase and upkeep of the City's vehicles and facilities. The
Department is committed to providing quality services to the public by continuously
improving infrastructure citywide.
With more than 22,600 residents and a daytime population exceeding 150,000, Tukwila is
one of the most diverse communities in the nation. The City is seeking proposals from
qualified firms to provide on -call professional civil engineering consulting services to
supplement City staff capabilities.

2. Scope of Services
The City of Tukwila is seeking on -call professional engineering consulting services from
qualified firms. Services will include, but are not limited to, the following:
- Project Management and Engineering Support: Provide civil engineering design and/or
construction management services for infrastructure maintenance and capital improvement
projects. Assist with project planning, technical design, engineering, and construction
matters.
- Plan Review: Support the City's permitting process by reviewing civil engineering aspects
of public and private development, including streets/transportation, utilities (water, sewer,
stormwater), and facilities. Ensure that cost estimates align with design documents and
specifications, and make recommendations for improvements.
- Cost Estimating: Develop and/or review detailed project cost estimates, including unit
pricing for labor, materials, and equipment. Provide lifecycle cost analysis, long-term
maintenance cost projections, and value engineering to optimize project costs without
compromising quality or timelines.
- Construction Administration: Provide construction administration services, including
reviewing material submittals, shop drawings, RFIs, draft change orders, and pay estimates.
Attend project meetings such as pre -bid, bid award, progress, and construction meetings as
requested.
- CIP Support: Assist in the development and review of project plans, specifications, and cost
estimates related to the City's CIP, which includes transportation, utility, and stormwater
projects. Projects may include street resurfacing, utility placement, sewer and storm drain
design, and traffic signal/street lighting improvements.
- Technical Consultation: Provide ongoing consultation on engineering, design, and
construction -related matters for diverse public and private projects. Support Public Works
staff with technical guidance on infrastructure projects.
Additional services may include franchise agreement support, feasibility studies, and
strategic planning for project budgets and timelines.
3. Minimum Qualifications
To be eligible for this contract, firms must meet the following minimum qualifications:
- Expertise in civil engineering and plan review with a focus on meeting local, state, and
federal regulatory requirements.
- Extensive experience in public infrastructure projects, including transportation,
stormwater, and utilities.
- Knowledge of construction administration, including change order management, bid
certification, and project cost estimating.
- Ability to provide support for capital improvement projects, especially in cost estimating,
project budgeting, and life -cycle cost analysis.
4. Desired Qualifications
Preferred qualifications include:
- A minimum of five years of experience providing similar on -call engineering services to
public agencies.
- Demonstrated experience with CIP projects or similar municipal programs.
- Expertise in conducting cost risk analysis, contingency planning, and value engineering.
- Familiarity with Tukwila's infrastructure, including knowledge of the city's public
facilities, transportation, water, sewer, and surface water systems.
5. Submittal Requirements
Consulting firms must submit a Statement of Qualifications (SOQ) that includes the
following:
- Cover Letter: A summary of the firm's relevant experience in civil engineering, cost
estimating, and plan review.
- Qualifications of Key Personnel: A list of key personnel, their roles, and their qualifications,
particularly for plan review, cost estimating, and construction management.
- References: At least three references from similar projects, with an emphasis on roadway
and utility cost estimating, plan review, and construction administration.
- Licensing Information: Include licensing information for Professional Engineers (PE) in
Washington State involved in the work.
The Proposal must not exceed 20 pages, exclusive of covers, section dividers, or appendices.
The Proposal may be presented in either portrait or landscape orientation. With the
exception of charts and graphs, all text must be in an 11-point font size or larger. Text
within charts and/or graphs may be smaller than 11 point but must be a readable size font.

7. Selection Process
The City will evaluate all submissions based on the criteria above and may conduct
interviews with selected finalists before making the final selection. A master agreement will
be established with the selected consultant(s) for a period of two years, with the possibility
of a one (1) year extension. The City reserves the right to issue multiple task orders under
this agreement or retain additional consulting firms as needed.

8. Terms and Conditions
Materials submitted in response to this RFQ become the property of the City of Tukwila and
are subject to public disclosure in accordance with the Washington Public Records Act
(RCW 42.56). The City assumes no responsibility for any costs incurred by consultants in
preparing and submitting a response. Tukwila reserves the right to reject any or all
submissions, cancel this RFQ, or issue a new RFQ.
The City reserves the right, in its sole discretion, to cancel this RFQ, issue a new Request for
Qualifications, reject any or all Proposals, seek or obtain data from any source that has the
potential to improve the understanding and evaluation of the responses to this RFQ, seek
and receive clarifications to a Proposal and waive any informalities in considering and
evaluating the Proposals.
This RFQ does not commit the City to enter into a contract or proceed with the procurement
of the project. The City assumes no obligations, responsibilities and liabilities, fiscal or
otherwise, to reimburse all or part of the costs incurred by the parties responding to this
RFP. All such costs shall be borne solely by each Submitter.
9. Title VI and ADA Compliance
The City of Tukwila complies with Title VI of the Civil Rights Act of 1964 and the Americans
with Disabilities Act (ADA). Disadvantaged Business Enterprises (DBEs) will be afforded full
opportunity to submit qualifications and will not be discriminated against on the grounds of
race, color, national origin, sex, or sexual orientation in consideration for an award.
