MINUTES
COMMITTEE OF THE WHOLE
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Council President Abdi called the Tukwila City Council meeting to order at 7;00 p.m, and led the audience
in the Pledge of Allegiance.
OFFICIALS
Present at the meeting were Council President Mohammed Abdi (on -site); Councilmembers De"Sean
Quinn (on -site), Tosh Sharp (on -site), Armen Papyan (on site) Jovita McConnell (on -site), Dennis
Martinez (on -site) and Hannah Hedrick (on -site).

LAND ACKNOWLEDGEMENT
Councilmember Hedrick stated "The City of Tukwila is located on the ancestral lands of the Coast Salish
people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to
their elders past, present and emerging"
PUBLIC COMMENTS
Due to the number of individuals signed up to speak at the meeting, Council President Abdi asked for
consensus to reduce the time per speaker to 3 minutes each Consensus existed.
CONSENSUS EXISTED TO AMEND THE AGENDA TO MOVE PUBLIC HEARINGS TO BE THE FIRST
ITEM ON THE AGENDA AND HEAR ITEM 5B (ORDINANCE ADOPTING ZONING REGULATIONS
REGARDING TEMPORARY ENCAMPMENTS) PRIOR TO 5A (TAX LEVY LEGISLATION).
PUBLIC HEARING (per agenda amendment)
b. An ordinance adopting zoning regulations regarding temporary encampments pursuant to
RCW 35A.21.360; Establishing Tukwila Municipal Code (TMC) Chapter 18.48, "Temporary
Encampments"; Amending various ordinances as codified at TMC Section 18.104.010,
"Classification of Project Permit Applications"; Adopting supportive findings.
7:05 p.m. Council President Abdi opened the public hearing.
Nora Gierloff, Department of Community Development Director, outlined the scope of the ordinance
noting the imposed local controls are related to public health and safety including screening, a code
of conduct, and sanitation standards

1, Pastor Jan Bolerjack expressed her surprise to find this ordinance on the agenda and
encouraged the Council to be better than neighboring cities.
2. Uldriche Jusca shared his experience seeking asylum and encouraged support for the church.
Agossa Luambaheart expressed her sorrow the church will not be able to continue helping
others.
4. Cedrick Makita Moukassa expressed gratitude for the United States and requested Council keep
helping Pastor Jan assist immigrants.
5. Manuela Nsiona asked Council to continue to help Pastor Jan help those in need.
6. Mbeka Herber shared he has learned so much through the programs at the church.
7. Steeve Maboya thanked Council and Pastor Jan for their help noting the asylum seekers may not
be able to contribute currently, but they will work hard and do good for the community; they love
the United States.
Councilmembers asked clarifying questions regarding the proposed ordinance including if indoor and
outdoor encampments were both subject to these standards, if tiny houses were included in the
scope, and how stringent the requirements are compared to those of neighboring cities.

BEFORE THE REMAINING PUBLIC HEARING.
PRESENTATIONS (per agenda amendment)
a. Final fee recommendations on the Consolidated Permit Fee Schedule (Part 1 of 2: PW Utility
Rates & Fees)
Griffin Lerner, Public Works Analyst, and John Ghilarducci, President/Principle of FCS Group presented
results for the rate study conducted on the water, sewer, and surface water utilities. The resolution for
final determination on these rates will be presented at the November 18th City Council meeting.

The Councilmembers asked which practices could be employed to keep rates low, how community
members will be notified of the upcoming rate changes, and if rates would vary based on if other agencies
provided services such as Highline Water.

b. Continued Discussion on the 2025-2026 Biennial Budget
1. 6-Year Financial Forecast & Budget Assumptions
Marty Wine, City Administrator, overmewed the various budget assumptions and trade-offs made during
the development of the proposed 2025-2026 Biennial Budget noting the desire to return up to $7 in tax
capacity, avoid major staffing changes/layoffs, and potential reduced levels of services. Aaron BeMiller,
Finance Director, guided Council through the six -year financial forecast noting upcoming challenges due
to inflation rising faster than revenue.

The Councilmembers expressed support for some of the proposals while requesting examples of which
and how services will be reduced, how the amount of tax capacity was decided, and if B&O Taxes might
be considered for warehouses.

2. Property Tax & Levies 101 (rescheduled from 10/21/24 Regular

Aaron BeMiller, Finance Director, overviewed property tax levies and the rules associated with
establishing the rate. He noted the anticipated vote for Levy Ordinances is scheduled for November 4th.

PUBLIC HEARING (per agenda amendment)
a. Tax Levy Legislation (first budget hearing)
10:15 p.m. Council President Abdo opened the public hearing
1. An ordinance levying the general taxes for the City of Tukwila for the Fiscal Year
commencing January 1, 2025, with an excess property tax levy for the purpose of paying
debt service on the City's unlimited tax general obligation bonds issued in 2016 and 2019,
as required by law.
2. An ordinance decreasing the 2025 general property tax levy for the City of Tukwila regular
levy from the previous year, commencing January 1, 2025, on all property, both real and
personal, in compliance with RCW 84.55.120; Preserving future levy capacity.
Aaron BeMiller and Tony Cullerton overviewed the revenues anticipated for 2025 and 2026, and
highlighted the savings estimated as a result of the levy reduction.
10:18 p.m. Council President Abdi called for public comments.
1. Greg Sherlock wants full tax capacity to be returned to the taxpayers rather than a portion noting
the necessary cost savings could be accomplished by reviewing wages and benefits of staff.
2. Dave Puki agreed with Mr. Sherlock noting all funds should be returned and staff must be made
more cross functional.

Councilmember Papyan attended the Highline Forum on Legislation where they are working to develop a
Legislative Agenda,
Councilmember Martinez attended the Cascade Water Alliance Board Meeting for Mayor McLeod, He
also met with Deputy Chief Penwell with the Puget Sound Regionai Fire Authority (PSRFA) who
recommended the public reach out to him if they have questions on their fire benefit charge fees. If you
car, he can Iook your property and provide specific numbers.
