OFFICIALS Present at the meeting were Council President Mohammed Abdi; Councilmembers De'Sean Quinn (on- site),ToshSharp(on'aihe). Armen Papyan(on'sihe). JovitaMcConnell (on'aite). LAND ACKNOWLEDGEMENT Council President Abdi stated "The City of Tukwila is located on the ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land, waters and culture. We pay our respectsto their elders past, present and emerging." PUBLIC COMMENTS 1 Dave Puki overviewed his attempts to inform the City Council and staff about the importance of a balanced budget and living within the City's means to create a sustainable budget. 2. Charis Hnin, resident and business owner in Tukwila, requested the Tukwila Community Center commercial kitchen be open for chefs to continue their operations with Spice Bridge's sudden closure. SPECIAL ISSUES a. Resolution adopting the Citywide Consolidated Fee Schedule. Nora Giedoff, Director ofCommunity Oeve|opment, noted permit fees are typically updated on a two-year cycle to align with the budget review process. The current proposal includes a modest increase to adjust for inflation as well as updates to the permit types and classifications created to comply with State Bill 5290. The Councilmembers referenced previous presentations and had no additional questions. CONSENSUS EXISTED TUFORWARD THIS ITEM TOTHE SPECIAL MEETING DIRECTLY FOLLOWING THIS MEETING. b. Biennial Budget: Tukwila City Council Committee nfthe Whole Minutes (1) An ordinance adopting the Biennial Budget of the City of Tukwila for the 2025-2026 biennium-, Adopting the 2025-2030 Financial Planning Model and the Capital Improvement Program for general government and the City'nenterprise fund TonyCuUmrton. Deputy Finance Director, reviewed the updated draft ordinance in the Council Agenda Packet and explained the updates. He highlighted the Council Proviso noting the City cannot depend exclusively on cost-cutting measures and staff will return to Council to discuss additional revenue options. The Councilmembers asked clarifying questions regarding the timing of these changes and noted a more thorough discussion would take place at the Special Meeting following this meeting. 7:34p.m. 7�35p.m. Counci|memberHedrick exited the Council Chambers Counci|memberHedrick returned tothe Council Chambers. (2) An ordinance amending ordinance Nos. 2068 and 2733 which adopted and amended the City of Tukwila's Biennial Budget for the 2023 — 2024 biennium, to adopt an amended year-end budget. Tony Cu||erton, Deputy Finance Director, highlighted the final amendments for 2O23'2O24 Biennial Budget included retroactive pay for the Teamsters 763 employees per their collective bargaining agreement and adjustments to the Puget Sound Regional Fire Authority payments to align with contract CONSENSUS EXISTED TOFORWARD THIS ITEM TOTHE SPECIAL MEETING DIRECTLY FOLLOWING THIS MEETING. a. Mayor Mayor McLeod attended the Maverick Cares — Harvest Holiday event on November 23 where meals were aen/ad to hundreds of individuals. He also attended the grand opening of the Vietnamese Martyrs Church. b. City Council Councilmember Papyan attended the Highline Forum about city initiatives to support childcare. Councilmember Martinez thanked all those who worked to restore power after the recent bomb cyclone storm. Heattended the Puget Sound Regional Fire Authority Ribbon Cutting with Mayor McLeod. o. Staff Marty VWne, City Administrator, requested Deputy CityAdministratnr/4cting Public Works Director Pete Mayer present on thecity'n response tuthe bomb cyclone storm on November 19 and recovery efforts. MISCELLANEOUS Councilmember Sharp thanked the Public Works staff for opening the roads so quickly after the storm as that facilitated the restoration efforts by Seattle City Light and other agencies. He requested the mayor consider the permitting process that delayed some individuals having their power restored,Healso asked about the changes to the Tukwila Community Center hours noting the affect it has on the public. Cound|memberHedrick asked tnhave staff with Best Start for Kids present hnthe City Council regarding the grant funding options.
