Thomas McLeod, Mayor
INFORMATIONAL MEMORANDUM
TO: City Council
FROM: Laurel Humphrey, Legislative Analyst
DATE: December 10, 2024
SUBJECT: 2025 Preparation and Meeting Schedule
This work session is intended to provide an opportunity for Councilmembers to discuss next
year and to ask questions about anything regarding Council responsibilities, customs, or
Rules of Procedure.
In January 2023, Resolution No. 2091 established a pilot meeting schedule to reduce
Committee meetings to once per month and hold full Council work sessions prior to Regular
Meetings twice per month. This schedule worked well for 2024 and staff proposes
continuation through 2025. The work session format has proven to be a useful way of
providing information and generating discussion. The current schedule is as follows:
5:30 p.m.
7:00 p.m.
1st Monday
Work Session
Regular Meeting
2nd Monday
2 Standing Committees
COW
3rd Monday
Work Session
Regular Meeting
4th Monday
2 Standing Committees
COW
The individual committees may trade positions depending on how 2025 membership is
assigned. The average length of committee meetings in 2023 across all four committees was
39 minutes. The City Council could consider starting committees at 6:00 p.m. instead of 5:30,
although that could result in the loss of a break before the COW or Regular Meeting starts.
In December, it is customary to poll Councilmembers on their committee preferences for the
following year, although it is difficult to accommodate all requests. In January, it is standard
practice to elect a Council President, adopt a resolution establishing standing committees,
and review a list of participation on external/regional boards and committees.
Staff is seeking Council discussion on the meeting schedule and come prepared with any
procedural questions that can be resolved before the winter recess. It may be helpful to
review the Rules of Procedure and AWC/MRSC handbook in advance of the meeting.
