ROLL CALL Melissa McComnick, Deputy City Clerk, called the roll of the Council. Present at the meeting were Councilrnernbers DeSean Quinn, Mohamed Abdi, Tosh Sharp, Armen Papyan, Jovita McConnell, Dennis Martinez, Hannah Hedrick. LAND ACKNOWLEDGEMENT Councilmember Quinn stated The City of Tukwila is located on the ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past, present and emerging." Mary Fertakis spoke regarding the Comprehensive Plan and the associated Sound Transit Boeing Access Road (BAR) project. 3. Robert Neuffer referred to recent Tukwila Police Department activity as well as impacts of the recent presidential election. 4. Joe Duffle shared his thanks for Veterans and the recognition of Veterans' Day. 5. Greg Sherlock expressed concerns regarding the City budget and asked Council to be aware of the impact of tax increases. 6. Kate Kruller invited Councilmen to volunteer at the Salvation Army's 'Toys and Joys" event on 12/17. PRESENTATIONS a. Tukwila Community Leadership Initiative Jo Anderson, Inclusion and Engagement Manager, presented information en the Tukwila Community Leadership Initiative, where 18 participants learned haw local government works. 7:44 p.m. 7:46 p.m. Councilmember Papyan exited the Council Chambers. PUBLIC HEARINGS m. 2W24'2044Tukwila Comprehensive Plan Update: Transportation Element. 8:53 p.m. Mayor McLeod opened the public hearing. Nancy Ek|und, Long Range Planning Supervisor, and uynoy Knighton, Senior /rwnupmumupx r,oW/cxn Manager. gave abrief overview of the 2024-2D44Comprehensive Plan and Transportation Element. The final public hearing will be on December 9, 2024 and final adoption is scheduled for December 16, 2024. Dyndy Knighton, reviewed an updated transportation project list, estimated costs and possible funding sources. 9:00 P.M. Mayor McLeod called for public comments. There were nopublic comments. Mayor McLeod asked |Ythere were any clarifying questions from the Council. Councilmembers asked clarifying questions regarding coordination. plannirig and supporting Sound Transit and verified that public comments from both this public hearing and the 1219 public hearing will be taken into consideration when finalizing the Comprehensive Plan. 9:10 P.M. Mayor McLeod closed the public hearing. b. Biennial Budget (third budget hearing) (1) Anordinance adopting the biennial budget cf the City ofTukwila for the 2025'2O28b|onniumn� adopting the 2025-2030 Financial Planning Model and accompanying Capital Improvement Program, Tukwila City Council Regular Meeting Minutes November 18, 2024 Page 3 of 5 (2) An ordinance amending ordinance Nos. 2688 and 2733 which adopted and amended the City of Tukwila's Biennial Budget for the 2023-2024 biennium, to adopt an amended year-end budget. 9:11 p.m. Mayor McLeod opened the public hearing. Aaron BeMiller, Finance Director, presented changes to the ordinance adopting the 2025-2026 Biennial Budget and 2025-2030 Financial Planning Model and accompanying Capital Improvement Program and the proposed ordinance amending the 2023-2024 Biennial Budget accounts. 9:17 p.m. Mayor McLeod called for public comments. 1. Dave Puki spoke regarding the proposed budget and concerns with the taxes residents of Tukwila pay. 2. Greg Sherlock spoke in support of the previous speaker's comments, shared dissatisfaction with salary increases, City of Tukwila employees living outside of the city limits, and the unaffordability of housing in Tukwila due to tax increases. 3. Marta* spoke regarding the addition fire service taxes, the effects it will have on marginalized families and the need to make Tukwila a more livable place. (*Consensus existed to allow additional comments after the public healing was closed.) The Councilmembers asked clarifying questions regarding additional changes to the budget. 9:26 p.m. Mayor McLeod closed the public hearing. UNFINISHED BUSINESS Consensus existed to amend the agenda to discuss item "B" (Biennial Budget) last under Unfinished Business. a. 2024-2044 Tukwila Comprehensive Plan Update: Transportation Element. Councilmembers received verification that that they would be given the opportunity to review an updated version of the Comprehensive Plan, with any updates that are incorporated from suggestions and comments, prior to taking action. Councilmember Hedrick requested that there be a more detailed focus on the Boeing Access Road (BAR) Station. Consensus existed to forward this item to the 12/9 Committee of the Whole Meeting for the Final Public Hearing. Mayor McLeod handed the meeting to Finance Committee Chair, Councilmember Quinn to facilitate the discussion on the Tax Levy Legislation. b. Tax Levy Legislation: (1) An ordinance levying the general taxes for the City of Tukwila in King County for the fiscal year commencing January 1, 2025, on all property, both real and personal, in said city, that is subject to taxation for the purpose of paying sufficient revenue to carry on the services of the several departments of said city for the ensuing year, with an excess property tax levy for the purpose of paying debt service on the city's unlimited tax general obligation bonds issued in 2016 and 2019, as required by law. MOVED BY QUINN, SECONDED BY PAPYAN THAT THE ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED 7-0. Melissa McCormick, Deputy City Clerk, read the ordinance by title only. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, LEVYING THE GENERAL TAXES FOR THE CITY OF TUKWILA IN KING COUNTY FOR THE FISCAL YEAR COMMENCING JANUARY 1, 2025, ON ALL PROPERTY, BOTH REAL AND PERSONAL, IN SAID CITY, THAT IS SUBJECT TO TAXATION FOR THE PURPOSE OF Tukwila City Council Regular Meeting Minutes November 18, 2024 Page 4 of 5 PAYING SUFFICIENT REVENUE TO CARRY ON THE SERVICES OF THE SEVERAL DEPARTMENTS OF SAID CITY FOR THE ENSUING YEAR, WITH AN EXCESS PROPERTY TAX LEVY FOR THE PURPOSE OF PAYING DEBT SERVICE ON THE CITY'S UNLIMITED TAX GENERAL OBLIGATION BONDS ISSUED IN 2016 AND 2019, AS REQUIRED BY LAW; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE. (2) An ordinance relating to property taxes; Decreasing the 2025 general property tax levy for the City of Tukwila regular levy from the previous year, commencing January 1, 2025, on all property, both real and personal, in compliance with RCW 84.55.120; Preserving future levy capacity. MOVED BY MCCONNELL, SECONDED BY QUINN THAT THE ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED 7-0. CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NOVEMBER 25, 2024 SPECIAL MEETING. d. Biennial Budget: (per agenda amendment) (1) An ordinance adopting the biennial budget of the city of Tukwila for the 2025-2026 biennium; adopting the 2025-2030 Financial Planning Model and accompanying Capital Improvement Program. (2) An ordinance amending ordinance Nos 2688 and 2733 which adopted and amended the City of Tukwila's Biennial Budget for the 2023-2024 biennium, to adopt an amended year-end budget. CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE 11/25 COMMITTEE OF THE WHOLE AND SPECIAL MEETING. REPORTS The Councilmembers dispensed with reports due to the lateness of the hour. MISCELLANEOUS Councilmember Papyan requested confirmation that the 2025 Legislative Agenda would be approved by Council annually. Councilmember Martinez provided information regarding the Spirit of Giving Program. Councilmember Hedrick sought consensus to have staff revise the letter to Sound Transit to reflect support of the 112 station. Consensus existed.
