Mayor McLeod called the Special Meeting of the Tukwila City Council toorder at 8:O1pm.directly
following the Committee of the Whole Meeting.
ROLL CALL
Jennifer Marshall, Deputy City Clerk, called the roll of the Council. Present at the meeting were Council
President Mohammed Abd'i (on, -site); Councilmembers De'Sean Quinn (on -site), Tosh Sharp (on -site),
Armen Papyan (on -site), Jovita McConnell (on -site), Dennis Martinez (remote) and Hannah Hedrick (on -
site).

CARRIED 7-0, TO ADOPT RESOLUTION NO. 2105.
b. Biennial Budget:
(1) An ordinance adopting the Biennial Budget of the City of Tukwila for the 2025-2026 biennium;
Adopting the 2Q2b-203OFinancial Planning Model and the Capital Improvement Program for
general government and the C�ihy'senterprise fund
Mayor McLeod acknowledged the efforts of each Councilmember to understand the information
provided bothem throughout the budget process, He also oven/iemadthe challenges faced bvhimself
and staff during the development ofthe budget, highlighting successes and future steps tobntaken.
The Councilmembers each spoke about the budget process, noting while they may not always agree
they have gained more respect and understanding for one another. They reiterated their desire for the

work to continue with organizational streamlining and to identify revenue sources without waiting for
the development of the next biennial budget.

Mayor McLeod announced the Council would move into Executive Session to discuss pending litigation
pursuant to RCW 42.30.110 (1)(i) for thirty minutes noting no decisions were to be made cluring this
Executive Session and no action was required in an Open Meeting after the Executive Session
concluded.
Following the Executive session and'meeting, adjournment, the Council were to enter into anlosed
