COMMITTEE OF THE WHOLE
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Council President Abdi called the Tukwila City Council meeting to order at 7 00 p m, and led the
audience in the Pledge of Allegiance.
OFFICIALS
Present at the meeting were Council President Mohamed Abdi (on -site), Councilmembers De'Sean Quinn
(on -site), Tosh Sharp (on -site), Armen Papyan (virtual), Jovita McConnell (on -site), Dennis Martinez (on -
site), and Hannah Hedrick (on -site)

LAND ACKNOWLEDGEMENT
Councilrnember McConnell stated "The City of Tukwila is located on the ancestral lands of the Coast Salish
people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to
their elders past, present and emerging "
PUBLIC COMMENTS
1. Greg Sherlock shared concerns regarding crime in Tukwila neighborhoods and the City
Administrator's, waiver of residency,
2 Betty Hedrick expressed gratitude for City staffs involvement and attendance at community events
PUBLIC HEARING
a. An ordinance extending the term of a Development Agreement between the City if Tukwila and
Segale Properties LLC for the Tukwila South Development.

g.
Derek Speck, Economic Development Administrator gave a brief histor/ of this agreement, presented a
draft ordinance and proposed a fourth amendment to the Development Agreement for the Tukwila South
Development to provide an additional six months for completion of negotiations
Mike Pruitt, Segale Properties tl,,C spoke in support of the city's proposal and advised they have been
making good progress with negotiations,

Council President Abdi asked if there were any clarifying questions from the COU ncd

b. An ordinance adopting the 2024-2044 Tukwila Comprehensive Plan,

Nancy Eklund, Long Range Planning Supervisor reviewed the purpose and history of the Comprehensive
Plan, touching on legal requirements. Eklund explained that amending the plan us available once per
annum She reviewed the development process, feedback, and action taken to implement suggestions,
Neil Tabor, Senior Planner provided an overview of the Comprehensive Plan process and how the
feedback received from Staff, Council and Public was incorporated, Tabor reviewed the agenda
attachments and provided additional information regarding the city became out of complliance.
7:18 p.m. Council President Abdi called for public comments.
There were no public comments
Council President Abdi asked if there were any clarifying questions from the Council
Councillmembers asked clarifying questions regarding the deadline for passage, possible financial
penalties for not passing the comprehensive plan by end of year and requested a more detailed
explanation of the agenda attachments
7:21 p.m. Council President Abdi dosed the public hearing,
SPECIAL ISSUES
a. An ordinance extending the term of a Development Agreement between the City of Tukwila
and Segale Properties LLC for the Tukwila South Development.

Brandon Miles, Director of Strategic Initiatives and Government Relations Manager, presented the contract,
reviewed terms and history
Councilmembers expressed support for the contract with CFM Advocates and asked clarifying questions
regarding the accessibility of the federal lobbyist and financial Impacts if the contract were canceled prior
to the termination date.

d. A resolution adopting the 2025 State Legislative Agenda
Brandon Miles, Director of Strategic Initiatives and Government Relations, distributed an updated version
of the presented resolution, provided a high-level overview of the resolution, and introduced Dave Foster,
City Lobbyist Mr. Foster gave a brief overview of the 2025 legislative session,
Councillmembers asked clarifying questions regarding per capita funding, the role of a City Lobbyist and,
impacts of delaying adoption,

e, An ordinance adopting truck route regulations.
Adam Cox P, E., Interim Traffic Engineer, presented the proposed changes to 'Tukwila Municipal Code
Chapter 9.54. Cox, reviewed a nn,ap of the area, discussed implementation and enforcement, and gave
an overview of the implementation process, Eric Drover, Chief of Police, spoke to the ability of the
Tukwila Police Department to enforce this ordinance.
CoundIrmembers expressed their support for this ordinance, asked clarifying questions, regarding
specific, routes for busenesses„ Police staffing, training and resources, and expressed interest In an
annual assessment to include number of infractions and community feedback.

f. Allocation of remaining American 11- escue Plan Act (ARPA) funds.
Tony Cullertob Deputy Finance Director, presented a proposed expenditure plan for the re aiming
ARPA funds.
Councilnnembers expressed support and the intent to obligate monies to one-time projects,
discussing possible uses for the funds, including law enforcement labor costs

Mayor McLeod attended the Sound Cities Association (SCA) dinner last week to discuss preparations for
the 2026 FIFA World Cup. On December 10'h, Mayors from South King County will be attending a Sound
Cities Association, (SCA) lunch at the Tukwila Community Center.
b. City Council
Councillmember Quinn attended a Puget Sound Regional Fire Authority Governance ;card meeting
Counoilmenneer Sharp provideda background on the Reisbeck building off of Boeing Access Rd,
Counclirnember McConnell attended the Puget Sound Regional Fire Authority Governance Board meeting
and the Equity and Social Justice meeting at Foster Golf Course. She also attended the Urban League toy

drive. art Foster High School, providing gifts, lunches and games to approximately 500 children,
Councilmember Martinez thanked Laurel Humphry, Legislative Analyst, for her a.ssistance obtaining
information to help a resident with garbage pick-up issue, He also attended the Seattle Building Trade
Association Holiday Party with the Mayor and Councilmembers Sharp and Papyan „ Martinez shared that
Tukwila has the highest concentration of union affiliation in the Puget Sound Region and provided
information about Local 699 and their apprenticeship program„
Councilmember Hedrick attended several events and invited interested individuals to reach out to her
directly regarding her report,
Councilmember Papyan attended several Holiday Events, including the Port of Seattle event, where he
spoke with global ambassadors about partnerships and bringing their businesses to Tukwila.,
Council President Abdi thanked Chief Dreyer for his accessibility and kindness, and assisting when
residents are in need

MISCELLANEOUS
Councilmember McConnell shared that the Tukwila Historical Society is having a holiday open house on
Saturday, December 14th from 12:00 -200 p,m at the Nelson house,
