Mayor McLeod called the Regular Meeting of the Tukwila City Council to order at 703 p rn, and Id the
audience in the Pledge of Allegiance
ROLL CALL
Melissa McCormick, Deputy City Clerk, called the roll of the Council, Present at the meeting were Council
President Mohamed Abdi (on -site), Councilmembers; De'Sean Quinn (on -site), Tosh Sharp (on -site), Armen
Papyan (on -site), Jovita McConnell (on -site), Dennis Martinez (on -site), and Hannah Hedrick (virtual),

Councilrnember artinez stated The City of Tukwila is locatedon the ancestral lands, of the Coast Sash
people, We acknowledge their continuing connections to land, waters and culture. We pay our respects to
their elders past, present and emerging.'

PRESENTATION
a. Update on HealthPoint's Health and Wellness Center
Derek Speck, Economic Development Administrator, provided background on HealthPoint's presence in
the City of Tukwila and Tukwila'S, interest in the Health and Wellness Center project,
Lisa Yohalem„ CEO Vicky Hammond, CFO„ and Sherry Williams, VP of Community Engagement and
Community Relations,. HealthPoint welcomed their partners Nate Robinson and Doug Baldwin Jr, with
Family First Community Center, An overview of the Health and Weil Center project was given, including
project status, partnerships, an estimated timeline, HeallthPoint's core values, guiding principles and
vision for the Health ,and Wellness Center as well as funding resources,
Councilinembers expressed gratitude to and support for HealthPoint and Family First and their work on
the Health and Wellness Center project and asked clarifying questions regarding services, to be provided,
partnership expectations and the financial outlook.
Doug Baldwin Jr , Founder of the Family First Community Center, spoke regarding the importance of
finding sustainable ways to serve the community long term, without adding e financial burden,
Mayor McLeod thanked HealthPoint, Family First and Tukwila Parks and Recreation and spoke 41 support
of the partnership,

PUBLIC COMMENTS
1. Joe Duffle expressed support for the HealthPoint Health and Wellness Center project, He asked that
Councilmembers raise their hand to show consent or take consent by roll call, Mr, Duffle expressed
concerns regarding some of the Councilmembersreasons for serving,
2. Greg Sherllock shared that he listened to the Work Session immediately preceding this meeting and
expressed concern regarding interest in a 'scheduled recess from council meetings and limiting the
time for public comment

AMENDMENT NO. 1 TO CONTRACT #24-134 WITH KING COUNTY DEPARTMENT OF COMMUNITY
AND HUMAN SERVICES TO SUPPORT THE TUKWILA COMMUNITY CENTER HVAC REPLACEMENT

a. Authorize the Mayor to sign a collective bargaining agree lent with the United Steelworkers
for Police Non -Commissioned employees for 2025-2027.

b. Authorize the Mayor to sign an Inteilocal Agreement with Washington State Department of
Social and Health Services for Police services at or n ar the Olympic Heritage Behavioral
Health Hospital.
Brandon Miles, Director of Strategic Initiatives, and Government Relations, gave a brief background and
overview of the interlocal agreement with Washington State Department of Social and Health Services,
Councilmember Quinn received confirmation that Olympic Heritage Behavioral Health Hospital was
previously known as Cascade Behavioral Health Hospital,
MOVED BY !MCCONNELL, SECONDED BY MARTINEZ TO AUTHORIZE THE MAYOR TO SIGN AN
INTERLOCAL AGREEMENT WITH VVASHINGTON STATE DEPARTMENT OF SOCIAL AND HEALTH
SERVICES FOR POLICE SERVICES AT OR NEAR THE OLYMPIC HERITAGE BEHAVIORAL
HEALTH HOSPITAL. MOTION CARRIED 7-0,
c. Asylum Seeker Response:
Brandon Miles, Director of Strategic Initiatives and Government Relied° s, provided a summary of the,
contracts with ATOC (Access to Our Communities),
(1) Ratify contract #24-103, #24-127, and #24-185 with ATOC (Acc3ss to Our Communities)
for temporary housing services from August 2024 through November 2024, in an amount
not to exceed $150,000.00,

MOVED BY MCCONNELL, SECONDED BY MARTINEZ TO AUTHORIZE THE MAYOR TO RATIFY
CONTRACT #24-103, #24-127 AND #24-185 WITH ATOC (ACCESS TO OUR COMMUNITIES) FOR
TEMPORARY HOUSING SERVICES FROM AUGUST 2024 THROUGH NOVEMBER 2024, IN AN
AMOUNT NOT TO EXCEED $150,000.00. MOTION CARRIED 7-0,
(2) Authorize the Mayor to execute contracts with ATOC (Access to Our Communities) to
house asylum seekers in an amount not to exceed $284,000,00 with the final scope to
be negotiated by the Mayor and approved by the City Attorney's Office.
MOVED BY MCCONNELL, SECONDED BY ABDI TO AUTHORIZE THE MAYOR TO EXECUTE
CONTRACTS WITH ATOC (ACCESS TO OUR COMMUNITIES) TO HOUSE ASYLUM SEEKERS IN
AN AMOUNT NOT TO EXCEED $284,000.00, WITH THE FINAL SCOPE TO BE NEGOTIATED BY
THE MAYOR AND APPROVED BY THE CITY ATTORNEY'S OFFICE. MOTION CARRIED 7-0,

Mayor McLeod reported that he will b at the Great American Casino distributing holiday meals, with
Maverick Cares, on Saturday at 11 i.00 a,m, and shared that Tukwila hosted the South End Mayor's
Meeting at the Tukwila, Community Center Vast Tuesday,
b. City Council
Councitmember Quinn shared that he was reelected to the Sound Cities Association Board of Directors
for another term and thanked Councilmembers and staff for their work this year
Couricilmerrber Sharp wished everyone happy holidays,
Council President Abdi thanked Council and City Staff for their support this year,,
Councilrnember Papyan wished everyone happy holidays,
Councilmember McConnell reported attending the Puget Sound Regional Fire Authority — Citizens
Advisory Planning Committee (CAPC), the Foster High School Football Banquet, and the Seattle Metro
Chamber of Commerce reception over the past week,
Councitmernber Martinez thanked staff and councitmembers for continued support and wished everyone
happy holidays.
Councitrinember Hedrick thanked the Council for their trust in in appointing her.

Marty Wino, City Administrator, wished all a safe holiday and thanked Council for their work over the past
year,

Counclimember McConnell provided details for Seattle Thunderbirds First Responder Night Charity Cup
2025, To be held on January 11 2025, at 1 „00 p,m, South Sound Police vs Fire„ followed by the
Thunderbirds vs the Silvertids She also acknowledged Council President Abdi's birthday, thanking him
for his work this year,
