SUBJECT: Resolution to Surplus City Vehicles
ISSUE
Approve Resolution authorizing the sale of surplus vehicles no longer needed by the City.
BACKGROUND
The Fleet Department has identified 9 vehicles that have outlived their service life and are no
longer needed by the City. These vehicles still operate but, in some cases, require extensive
repairs and are no longer used or are too costly to overhaul.
FINANCIAL IMPACT
All of the vehicles are fully depreciated and are currently valued at $9,100.00. Selling the
vehicles at auction in an "as is" condition is now the most practical solution for disposal.
RECOMMENDATION
The Council is being asked to approve the Resolution declaring the 9 vehicles as surplus,
authorize their sale and consider this item on the Consent Agenda at the May 7, 2012 Regular
Council Meeting.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, DECLARING CERTAIN FLEET VEHICLES AS
SURPLUS, AND AUTHORIZING THEIR SALE OR DISPOSAL.
WHEREAS, the nine vehicles described and illustrated on the attached Exhibit A were
purchased by the City of Tukwila and utilized by the Police and Public Works Departments; and
WHEREAS, the nine vehicles described on Exhibit A have a total combined value of
$9,100; and
WHEREAS, the nine vehicles described on Exhibit A have outlived their usefulness and
are no longer needed by the City of Tukwila's Fleet (Equipment Rental) Department or any
other City department;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
Section 1. Declaration of Surplus. The nine vehicles described on Exhibit A are hereby
declared surplus.
Section 2. Fleet Department Authorized to Sell. -The Fleet Department, as part of the
City's replacement program, is hereby authorized to sell the nine vehicles described on Exhibit
A for the best available price, or properly dispose of those items it is unable to sell.
PASSED BY THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, at a
Regular Meeting thereof this day of 2412.

Puget Sound Energy Service Connection Fees
ISSUE
Approve payment of the Puget Sound Energy (PSE) service connection fees for the Southcenter Parkway Extension project.
BACKGROUND
The Southcenter Parkway Extension Project requires five new power services for City of Tukwila facilities. Four of the new power
services are for traffic signals at new intersections. The new traffic signals are on Southcenter Parkway at the intersections of
Segale Park Drive C, South 190th Street (D- line), South 194th Street (E- Line), and South 200th Street (F- Line). The remaining new
power service is required at 18799 Southcenter Parkway for the sanitary sewer pump station.
ANALYSIS
The construction contract for Southcenter Parkway extension states in Special Provision section 8- 20.3(10) that "The City will
execute a service agreement with PSE and pay PSE directly for the associated costs of providing the new service." PSE has
reviewed the power requirements at each location and developed plans to provide power service.

The PSE construction costs include the installation of conduit, cable, and any transformers necessary to extend power from the
existing PSE facilities to the new service locations. Payment of PSE fees will come out of the budgeted construction contingency.
RECOMMENDATION
Approve payment to PSE for $70,428.52 for the installation of new power services for the Southcenter Parkway Extension Project
and consider this item at the May 7, 2012 Regular Consent Agenda.

The delivery voltage of this electrical service is 120/240 volts.
This cost information is valid for 90 days from the date of this letter, and is subject to being updated after that time. The
payment of the total amount due and the return of signed documents as noted elsewhere in this letter is required prior to
commencing our work.

come to you from PSE's IntoLight department under separate letter. Charges relating to Rate Schedule 73 "Conversion to
Underground Service for Customers other than Government Entities" will be addressed under separate letter.
This cost information reflects the work being performed during normal working hours. These charges do not include
permitting fees or trenching and other excavation related work that is your responsibility to provide.
Please review the attachments provided. The Excavation Requirements Final Grade Certification must be signed by
the project owner or designee, and returned to me along with a signed copy of this letter prior to the start of construction.
The work sketch document shows the proposed design, including the location of permanent, aboveground electrical
facilities required to provide electrical service to your project. Fault current information for transformers associated with
your project are noted on the work sketch drawing. Please notify me immediately if you believe there are conflicts
between PSE's design and your project. Additional construction related information and information on metering and
service entrance requirements is provided in PSE's Electric Service Handbook for commercial projects. If you do not
have one of these handbooks, and would like one, please contact me. It is your responsibility to provide your project
manager, site superintendent, and subcontractors with any relevant information from this correspondence, it's
attachments, and PSE's Handbook that applies to their work.
Refunds associated with the line extension charge may be available for additional permanent service hook -ups not initially
considered that are made within five (5) years of the date on which the electric distribution facilities installed for this
project are initially energized. If no Margin Allowance has initially been provided, or if your Margin Allowance exceeds
$75,000, PSE agrees to calculate and refund the Margin Allowance, subject to Schedule 85, two (2) years after the line
extension is energized. Customers are responsible for making all refund requests. A refund may be requested one (1)
time within six (6) years of the date on which the distribution facilities are initially energized. Your refund request should be
directed to PSE's Customer Accounting Coordinators at 253 476 -6335 or 253 476 -6440. You will find it useful to retain
this letter to use as a reference when making your refund request.
All costs and refunds are in accordance with PSE's Rate Schedule 85, and any discrepancies between this letter and the
Rate Schedule will be resolved in favor of the Rate Schedule. Rate Schedule 85 contains more detailed information
covering costs, refunds, rights, and obligations than is reflected in this letter. The entirety of Rate Schedule 85 may be
viewed at PSE's website www.r)se.com under the "Inside PSE" heading.
Projects developed by Limited Liability Companies (LLC's) are required to provide contact information for all managing
members in addition to a copy of your Master Business Application. This information too, must be provided prior to

EXCAVATION REQUIREMENTS FINAL GRADE CERTIFICATION
PURPOSE
This document is an agreement between Puget Sound Energy "PSE and the Owner/Representative and /or Developer
"Developer who is providing excavation for the installation of PSE's facilities. This document does not provide an
easement for operating rights. If PSE determines that a recordable easement on the Developer's property or other property is
necessary, it shall be the Developer's responsibility to obtain such easements in a form acceptable to PSE prior to
construction.
EXCAVATION REQUIREMENTS
The requirements and conditions outlined below apply when you provide the excavation for PSE's electrical facilities as a
condition of receiving electrical service for your project. If you need additional information, please call the PSE contact
person listed below.
1. Developer is responsible for acquiring utility locates by calling One -Call, 1- 800 424 -5555 at least 48 hours (two full
working week days) prior to digging. The excavation must meet the requirements of the Washington Administrative
Code and Safety Standards.
2. Developer shall call the PSE contact person noted below for trench and route approval prior to starting excavation.
3. The electrical primary trench shall be excavated to provide a minimum of 36 inches of facility coverage, to a maximum
trench depth of 48 inches. The electric service trench shall be excavated to provide a minimum of 24 inches of facility
coverage, to a maximum trench depth of 36 inches. A 12 inch horizontal separation is required between PSE electrical
facilities and other utilities within a joint trench.
4. All backfill must be free of sharp objects and construction debris. Developer shall provide and install bedding and
shading material for electrical facility protection as directed by PSE's contact person. Developer is responsible for any
damages caused by improper backfill or compaction.
5. Developer agrees to maintain a minimum of 5 feet of clearance between the electrical trench and buildings or other
improvements on Developer's property, as required by PSE's Standards.
6. The vault excavation shall be dug to the dimensions noted on the attached work sketch. Vault holes shall have a solid
level bottom with a 6 inch deep layer of crushed rock bedding.
7. Developer shall provide the excavation for PSE electrical facilities within the designed location. Developer shall provide
final grade and staking of property lines prior to installation of PSE's electrical facilities.
8. Developer will be financially responsible for the relocation of PSE's electrical facilities which are inadequately covered,
and /or any damages resulting from dig -ins due to changes or variations in grade that are made after the installation of
PSE's electrical facilities.
FINAL GRADE CERTIFICATION
By signing below, I certify that the electrical facilities work area shall be at final grade prior to excavation. I assume full
responsibility for my excavation work and the resulting location of these facilities. I also agree to indemnify, defend, and
hold harmless Puget Sound Energy from all liability arising out of, or in connection with my work, including but not limited
to all claims, losses, damages, and expenses, including reasonable attorney's fees, which result from my failure to excavate
within easement areas or rights -of -way, or from digging without adequate rights on adjoining properties.

REQUIREMENTS FOR TRENCHING BY CUSTOMERS ON PUBLIC RIGHT -OF -WAYS
AND /OR ON PUGET SOUND ENERGY, INC. EASEMENTS
The following outlines most local governmental guidelines and company standards
for trenching on a public right -of -way or Puget Sound Energy, Inc. (PSE)
easement. Any trenching performed by the customer, or their contractor, under
a PSE permit or easement must comply with these requirements.
1. All trench construction must be performed by a Washington State
licensed and bonded contractor.
2. Trench excavation, backfill, restoration, and facility placement must be
coordinated with a PSE designated representative, and receive on -site approval
by that representative, and local jurisdiction.
3. Right -of -way easement trenching and backfill must be performed during
normal business hours, Monday through Friday. Same day excavation and backfill
is required for all trenching. Job start notification to the local jurisdiction
is the responsibility of Potelco, Inc. Customer shall notify Potelco Project
Manager three working days prior to trenching. Penalties for failure to comply
with this requirement will be borne by the customer.
4. If the job scope requires excavation beyond a single day, fencing and
barricading must be installed around utility facilities exposed above the
trench, if allowed, must be in accordance with local regulatory requirements.
S. PSE, all participating utilities, and One -Call Locate, must be notified a
minimum of 72 hours in advance of the date and time for right -of -way trenching
and facility placement. The One -Call Locate number is 1- 800 424 -5555. State
law requires locating service notification.
6. Excavated material must remain clear of the roadway whenever possible.
Excavation material, spoils, and debris shall be removed off -site each day, in
accordance with local regulatory requirements. All erosion control requirements
in accordance with local regulatory requirements are the responsibility of the
customer.
7. Material excavated from the shoulder of the right -of -way shall be properly
disposed, and replaced with select backfill material in accordance with local
regulatory requirements.
8. Proper compaction is required to comply with local regulatory
specifications. If the permit requires compaction testing, the cost of said
testing is the responsibility of the customer.
9. All permit requirements, traffic control plans, traffic control and
flagging shall meet local regulatory specifications and satisfaction.

10. In the event of failure to abide by the above requirements, PSE reserves
the right, at its sole discretion, to assume trenching. In the event of delays
due to equipment failure, PSE may assume trenching to meet regulatory and joint
construction requirements. The customer is responsible for all trenching
costs, and will reimburse the company for costs should PSE perform the
trenching.

ISSUE
Authorize the submittal of a grant application for funding from the Federal Highway Bridge Program to
rehabilitate the Boeing Access Road (BAR) Bridge over BNSF Burlington Northern Railroad (BNRR).
BACKGROUND
The Washington State Department of Transportation has issued a Call for Projects to compete for an
estimated $40 $70 million of Federal Highway Bridge Program funds. Tukwila currently has only one
bridge that qualifies for funding. The Boeing Access Road Bridge over BNRR is structurally deficient and
is programmed in the City's 6 -year Transportation Improvement Program (TIP) and the Capital
Improvement Program (CIP) for replacement beginning in 2013 (contingent upon available funding).
Project applications were submitted in 2008 and 2010 and both were unsuccessful in receiving funds to
replace the bridge.
Feedback from the funding agency indicated a desire to fund this project, but that the estimated costs
were too high to compete in the program. The City hired Jacobs Engineering to provide an analysis and
estimated costs to rehabilitate the bridge instead of total replacement. The estimated cost to rehabilitate

DISCUSSION
Grant applications are due by May 4, 2012. A preliminary grant application totaling $12,182,000 has
been prepared to rehabilitate the bridge. The Call for Projects indicates that 20% in matching funds
should be assumed, which would require $2,436,400 in local matching funds.
FINANCIAL IMPACT
The revised project scope would require an estimated local match in the amount of $2,436,400.
RECOMMENDATION
Discuss with the Transportation Committee the decision to authorize the submittal of a grant application
for the rehabilitation of the Boeing Access Road Bridge over BNRR.

This project was submitted in 2010 for a replacement
candidate but was not accepted. After more discussion
with the HELP engineering staff and further evaluation of
the existing bridge conditions, this project is
resubmitted for a rehabilitation candidate. With this
rehabilitation, the bridge will also be brought up to the
current seismic codes.
Approximately 40,000 vehicles per day (ADT) travel through
this bridge, serving King County International Airport and
manufacturing /industrial center of the area. Truck
volumes are approximately 10% of the ADT. The nearest
access to I -5 are approximately 3.5 miles to,the north and
1.5 miles to the south.
A detail project cost estimate has been prepared by a
consultant and attached as backup information.

SUBJECT: Safe Routes to School Grant Applications
ISSUE
Authorize the submittal of two grant applications to the Safe Routes to School program available
through the Washington State Department of Transportation (WSDOT). Authorize the addition
of these two projects to the Tukwila Transportation Improvement Program (TIP) to meet grant
criteria.
BACKGROUND
The Washington State Department of Transportation has issued a Call for Projects for Safe
Routes to School funding; applications are due May 4, 2012. A grant application for Safe Routes
to School funding was submitted in 2010 to formalize an existing shared use path connecting
the south side of Cascade View Elementary to S 140 Street. This application was ranked as a
contingency project and did not receive a grant award in the 2011 -2013 grant cycle. The
Tukwila School District however received a substantial grant award through the Communities
Putting Prevention to Work (CPPW) program that was used in the development of an education,
encouragement, and enforcement program, a bicycle safety education PE curriculum, as well as
Walking Route Maps and Walking Audits.
DISCUSSION
City staff from Public Works and DCD met with the Tukwila School District to review projects
recommended in the Walking Audits for each elementary school, projects listed in the TIP, and
projects included in the Walk and Roll Non Motorized Transportation Plan.
Cascade View Elementary
Many of the students at Cascade View Elementary walk along 33r Ave S and continue along
an informal pathway north of S. 140 Street, which connects directly to the school just north of
the 32 Avenue S. street end. There is a striped shoulder on the east side of 33 t Ave S.;
however, multiple driveways and no curbs along this street make walking to school less safe
than is desirable. To the north, students must cross S. 140 Street to access a well -used,
informal path, which continues through the Riverton Church parking lot and the school
playground. S. 140 Street is a local access street that provides a through- connection between
Military Rd. S and Tukwila International Blvd (TIB). The curve in the roadway in proximity to the
crossing location makes it difficult for students to see oncoming traffic, which is often exceeding
the speed limit along S. 140 Street. This project proposes additional education, enforcement,
and encouragement at the school (to be determined by the School District) along with the
following engineering improvements:
Traffic circle at the intersection of 33 Ave S and S 140 St to assist in reducing vehicle
speeds and increase visibility and safety of pedestrians crossing the street here.

Curb bulb -outs and /or pedestrian refuge islands at the crossing of 33r Ave S and 34 PI
S.
Sidewalks on the east side of 33r Place S to improve visibility and safety.
Formalizing and paving the shared use path between the street end of 32 Avenue S. to
S 140 St, which entails obtaining an easement or right -of -way from Riverton United
Methodist Church for the southern portion of the shared use path.
Thorndvke Elementary
Many students at Thorndyke Elementary travel along the paved shoulder on the north side of S
150 Street between Tukwila International Blvd JIB) and 42 Ave S. This project proposes
additional education, enforcement, and encouragement at the school (to be determined by the
School District) along with the following engineering improvements:
New sidewalk on the north side of S 150 between TIB and 42 Ave S.
Possible mid -block crossing improvements along S. 150 Street east of the entrance to
the school.
Improved pick -up and drop off procedures at the school and enforcement of "No
Parking" on S. 150 Street.
FINANCIAL IMPACT
There are expected to be a large number of applications for Safe Routes to School funding
during this call for projects; applications that include a match will be more competitive. The
following matches are proposed for each project.
Cascade View grant application: staff recommends that the CIP Walk and Roll Project sheet be
updated with funding shown in years 2013 and 2014. Some percentage would then be used
as a match for this Cascade View project
Thorndvke grant application: the City of Tukwila has dedicated funding for an upcoming overlay
project and surface water improvements planned for S. 150 Street, which can be used as
match.
RECOMMENDATION
Authorize submittal of two Safe Routes to School grant applications to WSDOT; for Cascade
View Elementary and Thorndyke Elementary. Authorize the addition of these two projects to the
Tukwila TIP.

At the Council Retreat in February 2012, discussion occurred regarding the benefits of a
formalized work plan to ensure prioritization and progress toward the goals of the City.
DISCUSSION
Guided by the City's mission statement and in conjunction with the City Council, a City -Wide
Work Plan has been developed. The plan, which identifies priority projects for allocation of staff
time and resources in 2012, will provide clear direction toward achieving City goals.
FINANCIAL IMPACT
The commitment of funds and resources for the items on the plan are based on the City's 2011-
2012 biennial budget.
RECOMMENDATION
The City Council is being asked to provide feedback and consider this item at the April 23, 2012
Committee of the Whole meeting and subsequent May 7, 2012 Regular Meeting.

RAMP is a regional coalition including business, labor, public and private organizations and citizens dedicated to improved mobility in
the South Sound and Washington State. Our mission is to ensure a healthy regional economy associated with the development of an
effective, efficient transportation system and the resources to sustain it. RAMP is co- chaired by Pierce County Executive Pat
McCarthy, Port of Tacoma CEO John Wolfe and Tacoma- Pierce County Chamber President CEO Tom Pierson.
The South County Area Transportation Board (SCATBd) is a collaborative effort of local elected officials and agency representatives
who are committed to improving the regional transportation system. SCATBd represents an area that encompasses: 16 cites, portions
of two counties, three transit agencies, the Port of Seattle, and nine legislative districts.

Joint SCATBd/RAMP MeetinLy Summary April 4, 2012
At the May 4 joint SCATBd/Regional Access Mobility Partnership (RAMP) meeting,
gubernatorial candidate Jay Inslee was the invited guest speaker. Piece County Executive
McCarthy, Mayor Hill, and Mayor Lewis welcomed Jay Inslee to the joint
RAMP /SCATBd meeting. Their welcoming message to Mr. Inslee noted that
transportation issues don't stop at the county line, and both RAMP and SCATBd had an
integrated, regional view on transportation issues in the South Puget Sound region. They
noted the importance of the region to state's economy, and talked about the need to
integrate transportation modes to support freight mobility. They said that the completion
of SR 509 and SR 167 was important to both groups, and noted the decreasing federal
support for preservation projects. They also said without the "last mile freight can't
move between the warehouses /manufacturing centers and the ports. Both RAMP and
SCATBd recognized preserving of our local arterials was important io saving jobs as well
as to creating jobs in the region.
Mr. Inslee said it was great to see the. two groups working together, and agreed that that
link between transportation and job creation could not be overstated. Mr. Inslee
identified three principals that he said would guide him when addressing transportation
issues: 1) transportation projects should provide choices for the public; 2) freight mobility
is important for the region, and noted the South Puget Sound area is the economic engine
for the state and, 3) there should be integration in terms of working together to solve
problems and integration between transportation modes.
He said he supported projects that would solve Joint Base Lewis McChord congestion
problems in I -5 corridor. Solving congestion in this part of the I -5 corridor is related to
job growth through out state. He also said that completing the SR 167 corridor is also
important to economic development to state. He also mentioned the Columbia River
crossing, SR 520, the Stampede Pass project, Cross Base as other important projects. Mr.
Inslee said the region needs to be united in order to move forward in solving congestion.
He also acknowledges that cities are having tough budget issues and he is willing to listen
to the cities to help identify appropriate local funding mechanisms.
Mr. Inslee said he supports a vigorous public transportation system. He said that the
region needs to increase capacity in our major corridor and this can be done through
increasing public transportation options in the corridors. This, he said, will give
commuters options other than cars. He said he supported expanding the light rail in King
County, both to the south and east, across Lake Washington. This he said will help
improve the economic outlook in region.
Mr. Inslee was asked on his views on when he thought a revenue package was coming,
and what will it look like. He said before those questions can answered we need to: 1)
don't take existing local revenue tools off the table; 2) develop project priorities for a
statewide package of transportation improvements and; 3) we have to build trust with
public, and bring efficiencies to state government in order to use public money wisely.

Councilmember Barry Ladenburg mentioned that completing the SR 509 corridor was
important to the region, and that it helped improve freight mobility and also supported the
SR 167 corridor. He also noted that this corridor would support light rail and improve
connections to the airport. Mr. Inslee was asked if he saw other similar groups in eastern
Washington support freight mobility projects in the Puget Sound. Mr. Inslee said he has
seen support for our projects, he also said he sees a future for our state in clean energy.
He said he saw a future in high tech industries such as in the production of bio fuels. He
named Targeted Growth as a company developing bio fuels in eastern Washington, and
said that SR 167 was critical to moving their products to the market place.
Councilmember Rich Wagner noted that the Federal Government did not give a lot of
attention to preservation projects. He said this was important to keeping the "last mile" of
the arterial system open to the movement of freight. He asked Mr. Inslee what he would
do to raise preservation awareness in the Federal government. Mr. Inslee said that he
would use our state's legislative delegation to raise preservation awareness at the federal
level.
Mr. Inslee was asked the question of what type of alternative revenue sources he would
recommend to fill our funding holes. Mr. Inslee said that he was not ready to make any
recommendations. He did say that any revenue decisions he makes will have to be done
with transparency, it should be equitable, and they should actually work to solve our
transportation problems. Mr. Inslee said he was open to any suggestions on how to
indentify new revenue tools for local government, and mentioned the street maintenance
utility as an example that should be investigated.
Executive McCarthy noted that Washington State will be completing with Mexico,
Canada, South Carolina, and rest of the world on freight and we need the improve our
transportation infrastructure to stay competitive. She said groups are trying to distill our
message to folks that snake funding decisions. Mr. Inslee closed his comments by saying
we need to also pay attention on our region's air quality, he said there is concern that we
could be designated as a non attainment area and that would affect federal funding to our
area. He said we need to work together to address our air quality issues.
Mayor Hill announced that SCATBd will be hosting the next joint SCATBd /RAMP
scheduled for May 2. He also said that SCATBd was inviting representatives from the
Port of Tacoma and the South Sound Cambers of Commerce Legislative Coalition to
joint SCATBd at its regular meetings. He also said that RAMP is welcomed to attend
SCATBd meeting, he said that SCATBd and RAMP had much more in common
regarding transportation priorities. Mayor Hill also said that as far as having to prioritize
projects, the region should approach the region's transportation problems by looking at it
as an integrated system rather than having to choose to fund a single project.
Mayor Lewis said the region should not have to prioritize one project over another but
should rather, come together to support a group of integrated projects. He said that both
SR 167 and SR 509 project are important and both need to get done, we should not have
to choose one over the other. He said the Freight Action Strategy for the Seattle- Tacoma

Corridor (FAST) group's partnership approach was the reason why they were successful
in getting funding for their freight mobility projects. The ability to pull together a similar
FAST like group to develop project partnerships with consistent priorities, and
agreements to support each projects is a better approach. Mayor Lewis said the federal
government wants to see partnerships; projects with partners will have a better chance to
get funded.
About 70 people attended the meeting. The next joint SCATBd /RAMP meeting will be
held in Auburn on May 2 from 8 to 10 a.m. SCATBd will host the meeting and Rob
McKenna is scheduled to speak to the group during the first hour. The meeting will be at
the Truitt Building, Rainier Room 102 West Main Street in Auburn. I will send out an
agenda and a meeting location map for the May 2 meeting. This Mav 2 meetinLy will
