Grant Application
ISSUE
Authorize the submittal of a grant application for funding from the Federal Highway Bridge Program to
rehabilitate the Boeing Access Road (BAR) Bridge over BNSF Burlington Northern Railroad (BNRR).
BACKGROUND
The Washington State Department of Transportation has issued a Call for Projects to compete for an
estimated $40 $70 million of Federal Highway Bridge Program funds. Tukwila currently has only one
bridge that qualifies for funding. The Boeing Access Road Bridge over BNRR is structurally deficient and
is programmed in the City's 6 -year Transportation Improvement Program (TIP) and the Capital
Improvement Program (CIP) for replacement beginning in 2013 (contingent upon available funding).
Project applications were submitted in 2008 and 2010 and both were unsuccessful in receiving funds to
replace the bridge.
Feedback from the funding agency indicated a desire to fund this project, but that the estimated costs
were too high to compete in the program. The City hired Jacobs Engineering to provide an analysis and
estimated costs to rehabilitate the bridge instead of total replacement. The estimated cost to rehabilitate
the bridge is $12,182,000 as opposed to the $30 million for full replacement of the BAR Bridge.
DISCUSSION
Grant applications are due by May 4, 2012. A preliminary grant application totaling $12,182,000 has
been prepared to rehabilitate the bridge. The Call for Projects indicates that 20% in matching funds
should be assumed, which would require $2,436,400 in local matching funds.
FINANCIAL IMPACT
The revised project scope would require an estimated local match in the amount of $2,436,400.
RECOMMENDATION
Discuss with the Transportation Committee the decision to authorize the submittal of a grant application
for the rehabilitation of the Boeing Access Road Bridge over BNRR.

Comments
This project was submitted in 2010 for a replacement
candidate but was not accepted. After more discussion
with the HELP engineering staff and further evaluation of
the existing bridge conditions, this project is
resubmitted for a rehabilitation candidate. With this
rehabilitation, the bridge will also be brought up to the
current seismic codes.
Approximately 40,000 vehicles per day (ADT) travel through
this bridge, serving King County International Airport and
manufacturing /industrial center of the area. Truck
volumes are approximately 10% of the ADT. The nearest
access to I -5 are approximately 3.5 miles to,the north and
1.5 miles to the south.
A detail project cost estimate has been prepared by a
consultant and attached as backup information.
