CALL TO ORDER/PLEDGE OF ALLEGIANCE /ROLL CALL Mayor Pro Tempore Seal called the Regular Meeting of the Tukwila City Council to order at 7:03 p.m. and led the audience in the Pledge of Allegiance. ROLL CALL Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie, Dennis Robertson, Verna Seal, Allan Ekberg, Kathy Hougardy, and De'Sean Quinn. MOVED BY QUINN, SECONDED BY HOUGARDY TO EXCUSE COUNCILMEMBER KRULLER FROM THE MEETING. MOTION CARRIED 6 -0. CITY OFFICIALS Bob Giberson, Acting City Administrator; Shelley Kerslake, City Attorney; Peggy McCarthy, Finance Director; Stacy Hansen, Human Services Coordinator; Christy O'Flaherty, City Clerk. SPECIAL PRESENTATIONS MOVED BY HOUGARDY, SECONDED BY ROBERTSON TO REVERSE THE ORDER OF THE 2 SCHEDULED PRESENTATIONS (to allow time for one of the presenters to arrive). MOTION CARRIED 6 -0. Presentation regarding 4Culture grants. Julie Koller, King County Historic Preservation Officer Julie Koler is the Historic Preservation Officer for King County, and she offered a summary of services provided by the Historic Preservation Office. King County works with cities throughout the County to provide landmark designation and protection services. The Office of Historic Preservation handles unincorporated King County and those cities that have an Interlocal Agreement in place. More than half of the cities in King County participate in the program. The benefits include: Cost effective delivery of professional services Preservation and enhancement of significant aspects of local history Access to incentives for property owners Access to state and federal funding sources for preservation Basis for tourism development programs Enhancement of community character Services include landmark designation and protection, preparation of landmark nomination applications, survey and inventory of historic properties, development design guidelines, and assistance with preservation planning or other preservation related work, all at the City's option. The County is required by state law to receive full reimbursement for its services; however, grants from the State Department of Archaeology and Historic Preservation and other funders are available to defray much of the cost. Cities are billed quarterly for staff time. The 2012 rate is $75 per hour, and the City must authorize all work before it begins. Tukwila City Council Regular Meeting Minutes April 2, 2012 Page 2 of 4 To implement the program, cities adopt a preservation ordinance modeled after the King County ordinance and enter into an Interlocal Agreement with the County. When the agreement is in place, the City appoints a special member to the King County Landmarks Commission, which acts on all landmark nominations that are forwarded from the City. That individual is usually a City resident. Joan Hernandez, 15224 Sunwood Boulevard, explained she is Vice President of the Tukwila Historical Society and approached Ms. Koler when the City received an award for the Duwamish Hill Preserve. She encouraged the City to enter into an Interlocal Agreement with the Historic Preservation Office. She would like to see the Council forward this item to the Community Affairs and Parks Committee for a video presentation that outlines the benefits. Louise Jones Brown is the Acting Director of the Tukwila Heritage and Cultural Center, which was the former City Hall and Tukwila School. She stated the 90 -year old building requires funding to preserve the interior and exterior, and entering into an Interlocal Agreement with King County could help bring the project to the next level. The Councilmembers asked questions regarding various aspects of the presentation and thanked Ms. Koler for providing this information to the Council. COUNCIL CONSENSUS EXISTED TO FORWARD THIS ITEM TO A FUTURE COMMUNITY AFFAIRS AND PARKS COMMITTEE MEETING. Update from Safe and Sound Supervised Visitation Exchange Center. Tracee Parker, Program Director, and Susie Winston, Program Manager. Stacy Hansen, Human Services Coordinator, introduced Tracee Parker and Susie Winston from the Safe and Sound Supervised Visitation Exchange Center. Safe and Sound receives funding from the Tukwila Human Services Office. Ms. Parker and Ms. Winston provided an overview of the program. Safe and Sound Visitation (formerly known as Safe Havens Visitation Center) is located at 407 West Gowe in Kent and provides supervised visitation and safe exchanges for families referred specifically due to concerns about domestic violence between the parents. All procedures are specifically designed to meet the unique safety needs of adults and children impacted by domestic violence. The center is equipped with exterior cameras, panic buttons, emergency lights, and audio monitoring equipment. Additionally, all staff members have extensive training and /or experience in working with survivors of domestic violence and the use of children to continue battering. The mission is to increase safety for adult and child survivors of domestic violence and decrease further opportunities for abuse. This is the only visitation program in the region that is specifically designed to protect adult survivors of domestic violence as well as children. Other programs typically approach visit supervision through the lens of child welfare or parental rights. Such approaches frequently miss critical compromises to the safety of the protection parent, such as attempts to locate new residences, using the kids to pass messages, control of the survivor through use of the court system, stalking, and protection order violations. Additionally, other providers in the region do not provide interpreters and charge anywhere from $25 -$100 per hour of service. These limitations lead to increased risks to survivors and decreased accountability for batterers. The program receives a minimum of 5 new referrals per week. Without this program, many survivors would be forced to rely upon friends or family to supervise visits or, worse, they might try to manage it themselves a potentially dangerous endeavor. The program accepts children ages 0 -18, however the majority of children attending visits are ages 3 -12. Safe and Sound provides interpreters as needed and has provided services in 24 languages. Additionally, services are offered on a sliding scale fee basis ($5- $30 for visitation, $143 for exchanges). The program is currently open Thursday- Sunday. While they would like to be open Monday Wednesday as well, funding for the program remains a challenge. The Councilmembers asked clarifying questions of Ms. Parker and Ms. Winston and commended them for the invaluable services they provide to the region. Tukwila City Council Regular Meeting Minutes April 2, 2012 Page 3 of 4 CITIZEN COMMENTS Bruce Mitchell, representing Mitchell Moving and Storage at 18800 Southcenter Pkwy., explained that the plan for access to and from their property (from the Tukwila South Project) is unsafe. Mitchell Moving and Storage has been in Tukwila since 1968 and provides at least 60 jobs, and their income is down 38% due to this project. He provided a letter for distribution to the Mayor and City Council outlining the issues. He requested that the Council review the material and meet to talk about a reasonable solution to the problem. CONSENT AGENDA a. Approval of Minutes: 3/19/12 (Regular) b. Approval of Vouchers: #360077- 360187 and #120302 120305 1203044 in the amount of $811,158.50 MOVED BY DUFFIE, SECONDED BY ROBERTSON THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED. MOTION CARRIED 6 -0. UNFINISHED BUSINESS a. Authorize the Mayor to sign a contract with 4Culture to accept a grant for the Duwamish Hill Preserve in the amount of $50,000. MOVED BY HOUGARDY, SECONDED BY DUFFIE TO AUTHORIZE THE MAYOR TO SIGN A CONTRACT WITH 4CULTURE TO ACCEPT A GRANT FOR THE DUWAMISH HILL PRESERVE IN THE AMOUNT OF $50,000. MOTION CARRIED 6 -0. b. Authorize the implementation of an enhanced consent agenda process (as outlined in the March 26, 2012 Council Meeting Minutes). MOVED BY QUINN, SECONDED BY HOUGARDY TO AUTHORIZE THE IMPLEMENTATION OF AN ENHANCED CONSENT AGENDA PROCESS (AS OUTLINED IN THE MARCH 26, 2012 COUNCIL MEETING MINUTES). MOTION CARRIED 6 -0. REPORTS a. Mayor Mayor Haggerton was not present. b. City Council Councilmember Duffie relayed that he is pleased with the success of the Council Coffee Chats. Councilmember Ekberg attended the "Sustain the Pool" (STP) meeting on March 31, 2012. Councilmember Hougardy attended the Block Watch Captains' meeting on March 29, 2012, where Chris Partman, the City's Community Policing Coordinator, did a great job. Another meeting will be forthcoming before the National Night Out Against Crime event this summer. Council President Seal (as Mayor Pro Tempore) also attended the Block Watch Captains' meeting on March 29, 2012. c. Staff Bob Giberson, Acting City Administrator, referenced the City Administrator Report that is part of the Council packet. Tukwila City Council Regular Meeting Minutes April 2, 2012 Page 4 of 4 d. City Attorney There was no report. e. Intergovernmental The Council Analyst is not required to attend Regular Meetings. MISCELLANEOUS Councilmember Hougardy referenced the City Administrator Report, acknowledging that Christy O'Flaherty, City Clerk, was elected to the Board of the Washington State Municipal Clerks Association. Councilmember Ekberg referenced page 6 of the City Administrator Report regarding a meeting involving staff from special park districts. He would like additional information on this topic. Council President Seal indicated it could be discussed at the Metropolitan Park District Board Meeting on April 9, 2012. Councilmember Ekberg would also like to see information on the discussion and outcome regarding re- routing South 176 Street in the next City Administrator Report. Bob Giberson, Acting City Administrator, indicated that he would convey this to the City Administrator. Councilmember Ekberg referenced the Riverton Development and the parking issues in that area of the City. There is a 7,900- square -foot vacant lot on East Marginal Way and South 130 Street that could be utilized as a parking lot for the area businesses. In his view, this would allow businesses to thrive and would be true to the vision of the Neighborhood Commercial Center (NCC). He would like to see this concept reviewed.
