BACKGROUND The Notice to Proceed for Contract No. 11 -112 with Green River Construction, Inc., of Tukwila, Washington, was issued on September 1, 2011 for construction of the 2010/2011 Small Drainage Program. This project is the continuation of the annual drainage program that the City has been conducting to maintain the drainage systems within the City. For the 2010/2011 Small Drainage Program, improvements were made at nine project locations; Wells Trucking (near E Marginal Wy /128th), Tukwila International Blvd (Homeland Security), E Marginal Wy S (Museum of Flight), 44 Ave S (Allentown), TIB /138 (Evergreen Foods), S 122n St (Allentown), 40 Ave S (13600 bock), Regional Stormwater Detention Facility (behind The Boulevard Apartments on Southcenter Blvd), and the Gilliam Creek Outfall (near Tukwila Pkwy /66 DISCUSSION Construction was physically completed on March 22, 2012. Eight change orders were issued during construction for a total of $30,330.99. The change orders can be summarized as minor revisions that were offset by under -runs in quantities for various bid items. The budget for this contract, with a 15% contingency, was $906,206.33. The retainage amount is $38,086.07. BACKGROUND The Notice to Proceed for Contract No. 11 -039 with Ameresco Quantum, Inc was issued on March 30, 2011 by Washington State Department of General Administration (now Enterprise Services)' to complete energy upgrades to the following City facilities: 1. City Hall; 2. 6300 Building; 3. Parking Lot Lights at Fort Dent; and 4. Parking Lot Lights at the Tukwila Community Center. Due to lower than expected construction costs and higher than expected incentives from the City's utility providers, the City decided to expand the scope of work. In October 2011, Amendment No. 1 was processed which expanded the City's scope of work to include the following: 1. Parking Lot Lights at City Hall, the 6300 Building, Foster Golf Course; and 2. Light Upgrades to Tukwila Heritage Cultural Center (Old City Hall /Library). DISCUSSION All construction was physically completed in November 2011, No formal change orders were issued. The budget for this contract, with a 5% contingency, was $144,547.67. The retainage amount is $6,600.35. Nearly all funding was provided through the ARRA grant and incentives from the City's utilities. BACKGROUND Tukwila cleans approximately 19,000 lineal feet of storm pipe and 1,000 catch basins each year. On an average week the crew removes 5 to 10 yards of material from the system that must be disposed of properly. The extracted sediment contains a fair amount of water that needs to be decanted. Past City disposal practices included dumping the waste from the Vactor truck on a large City owned lot where the excess water infiltrated into the ground and the sediment was allowed to dry out. Once dry, the sediment was tested and then loaded into dump trucks and disposed of at an approved disposal site. The Department of Ecology (DOE) has notified the City that this practice is no longer acceptable due to concerns over ground water contamination. The DOE recommended that the City either construct a Soils Reclamation Facility (decant facility) that allows the decanted water to be discharged into the sewer system or decant at an existing approved Soils Reclamation Facility. DISCUSSION Developing a City of Tukwila Soils Reclamation Facility as listed in the 2012 CIP, page 150, will require the acquisition of land and construction of improvements to the site. The cost of the land and improvements is currently estimated to be $2.8 million with a minimum of several years to complete the project (the 2012 CIP has $2.0 million listed in beyond). Another future project, the proposed joint City Maintenance Facility (CIP page 72), would work best as a combined project with the Soils Reclamation Facility for economy of scale, operational efficiencies, and a maximum benefit cost ratio. For the interim, the City will contract a Use Agreement with King County as there is a DOE approved King County Soils Reclamation Facility in Renton that the City will be able to utilize. FINANCIAL IMPACT Costs for disposal are estimated to be $440.00 per load and with a projected 180 loads annually, the cost could be $79,200.00 per year and we currently have $30,000.00 budgeted. This estimate does not include the added staff and equipment costs associated with transporting the material to the King County facility in Renton. RECOMMENDATION For Information only. To meet State regulations, City needs facilities to treat dispose of waste materials resulting from cleaning/ JUSTIFICATION: maintenance activities, including street sweepings and vactor truck wastes. STATUS: Due to Renton's Strander Project, current temporary site will have to be relocated in 2012. MAINT. IMPACT: Reduce maintenance costs for waste disposal. COMMENT: May be combined with future location of City Maintenance Facility. Facility will also include a Police Records Center. Existing operations and maintenance areas have inadequate space. Current area for staging dirt and JUSTIFICATION: vactor materials is only temporary. Sell both Minkler and George Long to acquire the real estate to build an equipment operations center that meets current codes. STATUS: Analyzing space requirements and determining an appropriate site. MAINT. IMPACT: Improves efficiency for maintenance operations.
